NOTE: Dates subject to revision. 3) ELIGIBLE PROJECT
Project must meet the following minimum requirements to be considered for funding: a) Project may include the acquisition, development and/or rehabilitation of a building
designated to provide emergency housing and enhanced case management services for single woman who are experiencing homelessness. The property must meet the minimum property standards and all applicable building codes upon completion of construction or rehabilitation. Higher scores will be given to projects that commit to meeting Energy Star requirements or better (third party verification required upon completion of construction/rehabilitation).
b) Project must contain at least twenty-five (25) fixed beds.
c) Project must be located within Wake County, including the City of Raleigh. d) Project must have secured site control and be properly zoned for its intended use. e) Project must be within walking distance of a bus line (less than 0.5 mile) or have a
transportation plan for shelter guests.
f) Project must comply with Wake County operating standards and submit a detailed operating services plan.
4) OPERATING STANDARDS/RESTRICTIONS
The operator of the proposed shelter beds must comply with the following standards:
a) Operator must insure that beds are utilized for short-term emergency shelter to meet the immediate and basic needs of single women. All guests entering the shelter must be able to enter the facility on their own accord, follow all guidelines and rules, and attend to their own personal needs without assistance from anyone. It is the intent of these operating standards to support admission of any homeless woman who is not disruptive
and is able to comply with guidelines. Substance abuse, intoxication and impairment in and of itself should not be used as a determination for non-admittance.
b) Operator may not charge guests rent or a program fee in exchange for housing or services.
c) Operator must actively participate in the Homeless Management Information System and record client level data in this shared database.
d) Operator must participate as a member agency in the Raleigh/Wake Partnership to End and Prevent Homelessness.
e) Operator must develop a comprehensive plan to insure that emergency guests are connected to enhanced case management services that assist clients to obtain stable housing and remove housing retention barriers.
f) Operator must allow the County, at all reasonable times, to have access to and the right to monitor, inspect, copy, audit and examine all of the records and other documents relating to the project.
5) FINANCIAL PROJECTIONS
The County will review the development budget for accuracy and reasonableness according to the following underwriting assumptions:
a) General requirements, builders profit and overhead, consulting fees, contingency, architect’s fees and developer’s fees are within the limits as listed in NCHFA’s QAP. b) Operating reserve is at least six months of total project expenses and annual loan
payments.
c) Legal fees, which are the responsibility of the developer or sponsor, are included in the development budget.
6) EVALUATION CRITERIA
Shelter design and neighborhood compatibility (20 points): Proposals will be evaluated on how well the project blends into the existing community. These criteria include: attractive design, sensitive to the natural environment, connections (pedestrian and vehicular) to nearby amenities, human services agencies, healthcare and/or places of employment. Please submit representative floor plans and elevations and conceptual site plans with the proposal. All new construction must meet or exceed Energy Star guidelines. For acquisition/rehabilitation, Energy Star guidelines should be used and met where feasible.
Provider/Developer experience (20 points): The review team will consider the applicant's experience and track record for developing shelter and facilities, and experience providing shelter and/or services to women experiencing homelessness. The applicant should outline experience in a narrative and provide examples.
Financial feasibility, leveraging and market (20 points): Applicants must demonstrate that the project is financially feasible with proposed funding sources. Proposals with evidence of commitments from other funding sources will be preferred to those without commitments. Cost reasonableness (20 points): The cost of developing and operating the shelter must be reasonable.
Operating plan (20 points): The operating plan must be detailed and fully address shelter operations to include guidelines, programmatic components, provision of support services, linkages to mainstream benefits and services, and exits to permanent housing. All services must be appropriate for the intended recipients and funded at a reasonable level and on-going for the lifetime of the project.
7) PROPOSAL SUBMISSION
Please submit proposals by using the attached application checklist (attachment 1). Please submit an original with 3 copies of the application form with attachments in a 3-ring binder with tabs separating sections. To be considered for funding all applications must be received by 4:00 p.m. on February 25, 2015.

8) EVALUATION OF PROPOSALS
Applications will be reviewed for completeness and eligibility. All eligible proposals will be ranked according to the criteria stated in this Request for Proposals. Any application scoring less than 75 out of the 100 eligible points will not be recommended for funding approval.
10) APPLICATION FEE
Applicants must submit a $100 non-refundable application fee in the form of a check made payable to the Wake County HCR.
10) RIGHT TO REJECT PROPOSALS
Wake County reserves the right to reject any and all proposals received as a result of the Request for Proposals or to negotiate on the terms of the funds so as to best serve the interests of Wake County.

o A short narrative describing how Energy Star and any other sustainable practices will be used in this development. If the development will be newly constructed, Energy Star guidelines must be used.
o If the development is the rehabilitation of an existing building, Energy Star must be used for replacement items where feasible.
o An appraisal of the property not more than one year old o Phase I environmental assessment
o Letter of support from the municipality where the property is located signed by the Town Manager or Mayor – see attachment 4
