Presentation

What am I going to do when I grow up? Which study options should I take? Which job should I do?

These are the questions which young people ask themselves when they are coming to the end of their time in middle school and have to face the first big choice of their lives.

It is not an easy decision, above all because this first plan for the future comes at such a young age, when interests and individual inclinations are still (rightly) developing. Furthermore, both the school system, with its continual reforms, and the work culture which is taking hold, with the concept of a job for life being replaced by the idea of being employable and the concept of flexibility, make these choices even more diffi-cult.

This publication aims to be an informative tool to help young people and their fami-lies come to terms with this complex situation in order to face their professional or study choices with a shared awareness: the real challenge today is more lifelong

education and training in order to take a leading role in an ever more dynamic and complex world.

The Italian school system and the right-responsibility

to education. The senior school system.

Compulsory school attendance up to 16 years of age

(All the information contained herein refers to the regulations in force at the time of publication)

Starting from the 2007/2008 school year, as stipulated by Ministerial Decree no. 139, 22/08/2007, school attendance is compulsory until 16 years of age (indeed, school attendance is now compulsory for at least 10 years). Thereafter, in order to fulfil com-pulsory school requirements, three year further education courses (until 18 years of age) are foreseen within Senior Secondary Schools or Professional Training settings. After 16, when compulsory school attendance has been completed, studies can be continued at a Senior Secondary School to obtain a Senior School diploma or, alter-natively, you can enrol in a professional training course, at one of the Province’s recognised training Agencies, in order to obtain a professional qualification, and thus, fulfil your educational obligation.

It is important to know that it is possible to obtain recognition of any previous cours-es studied.

The enrolment of foreign students in the Italian school system, in particular, takes place on the basis of the age, (documented) qualifications possessed and above all, on the basis of, and verification of, proficiency, ability and level of preparation already acquired in the country of origin.

In order to obtain information on young people’s personal and educational history and to facilitate their integration into schools in the Province of Ferrara, the collaboration of intercultural mediators, from Remedia: the Intercultural Mediators Index, has been found to be useful.

Get to know the economic reality of your Province

In the Province of Ferrara, those with Technical and Professional diplomas find work more easily than those leaving Senior Schools specialising in Classical or Scientific Studies, etc., indeed, there is greater demand by local businesses for these diplomas (Technical and Professional) than can be supplied by the job market. Furthermore, the number of graduates has risen sharply, to the extent that a degree is now considered less important than in the past, above all for certain courses.

In 2008, Ferrarese businesses foresaw taking on 1,830 new employees holding diplo-mas (170 more than in 2007). The diploma which is most often requested is the Administrative Commercial diploma (500 units, 27.3%) followed by the Mechanics diploma (300 units, 16.4%). Concerning the Linguistics diploma, 100 new units were foreseen (5.5%), indicating that our businesses are opening more to overseas markets. It was estimated that there would be 80 units taken on with Electrical Engineering diplomas (4.4%), 70 units for Information Technology (3.8%) and 50 units with Hotel-Tourism diplomas (2.7%). Finally, 30 units were requested from construction courses and electrical engineering courses, both representing 1.6%.

In total the number of qualified young professional people requested by businesses was 240:

The most requested type of training was mechanical (80 units, 33.3%), followed by construction (50 units, 20.8%) and finally Hotel-Tourism and Commercial Administrative, both with 30 units, 1.6%.

It is evident, therefore, that greater job opportunities are offered by Technical and Professional diplomas.

Types of senior secondary schools in Ferrara

and the Province

Various types of Senior Secondary schools exist in Ferrara and the Province with var-ious courses of study.

1. Senior Schools Specialising in Classical, Scientific, Linguistic Studies, etc. (Licei)

These schools (known as Licei) provide for an educational grounding in the humani-ties, scientific, linguistic or socio-psycho-pedagogical subjects of a specialist nature. These senior schools provide preparation for a professional career via access to University Faculties or specific University-equivalent courses.

Such schools in the Province are able to welcome disabled students, offering them the possibility of an individualised integration process.

Different types of senior schools specialising in Classical, Scientific studies, etc. (Licei) exist throughout the Province.

2. Schools of Music and the Arts

An artistic education offers broad training in an artistic field with a solid technical grounding and foresees, besides historical and humanities studies, numerous work-shops aimed at gaining different expressive techniques and artistic “languages”. A

musical education offers the opportunity to acquire basic knowledge and

competen-cies in a musical field and techniques necessary for playing different musical instru-ments adequately. Those interested in an artistic or musical education can enrol at the School of Arts or the School of Music.

3. Technical Institutes

A technical education leads to a technical diploma useful for gaining access to differ-ent professions. Technical training involves a basic two-year preparatory course for all subjects and then a three-year specialisation; after the diploma studies can be con-tinued at any University faculty. There are several types of technical institutes:

Industrial Technical Institutes (with different specialisations):

- Senior School diploma in Electronics and Telecommunications. - Senior School diploma in Electrical Engineering and Automation. - Senior School diploma in Chemistry.

- Senior School diploma in Mechanics.

- Mechanics technician Senior School diploma.

- Electronics and Telecommunications technician Senior School diploma. - Senior School Diploma in Information Technology.

- Senior School Diploma in Environmental Physics.

Commercial Technical Institutes (with different specialisations):

- Senior School diploma in Business Administration and Foreign Language Correspondence.

- Senior School diploma in Tourism communication.

- Senior School diploma in Marketing and Logistics Managemen. - Senior School diploma in Commercial Accountancy.

- Senior School diploma in Commercial Accountancy and Computer Programming. - Senior School diploma in Agriculture.

Technical Institutes for Building Surveyors (with different specialisations):

- General training course.

- Building, Territorial, Environmental course. - Interior design option course.

4. Professional Training Institutes

The training offered by these institutions consists in attending a minimum three-year course, leading to a useful qualification for finding work in various fields.

For those who feel it is helpful and necessary, improvements can be made to the skills acquired by attending a two-year follow-up specialisation course which leads to obtaining a Senior School diploma. This specialised diploma can be used either for better job market integration or to continue with University studies.

A professional education offers adequate preparation for integration into the industri-al, artisan, tertiary and business service sectors, agriculture, tourism and communica-tions, social and health services. The different types of professional institutes are: Professional Institutes for Industry and Artisanship with the following specialisa-tions:

5. Supplementary Training Schemes (OFI)

The schools system is linked to the professional training system via supplementary schemes which are designed to work in harmony with both structures.

These supplementary training schemes help the young people involved and their fam-ilies to refine their educational choices, even mid-course, with the possibility of mod-ifying or confirming their chosen training option.

Indeed, while undertaking these three-year supplementary training schemes, it is pos-sible to move from the schools system to the professional training system and vice versa, through the recognition of the skills and acquisition of specific training credits and as a consequence a professional qualification / diploma can be obtained:

Permanent Territorial Centres

Permanent Territorial Centres (C.T.P.), which can be found all over the country, are training and orientation centres for young people and adults, with the aim of: – guaranteeing adults literacy right in order to acquire the basic skills necessary for

their integration into society;

– guaranteeing the right to education and permanent training to help integration into the world of work and enable active citizenship.

Enrolment is open to those who:

– Have reached 15 years of age and want to obtain a primary school and/or a first level secondary school qualification.

– Immigrant adults, men and women, those in employment and the unemployed who wish to learn and/or improve their use of the Italian language.

– Young people from abroad who are also enrolled in senior schools who are look-ing for help with their study of Italian as a second language.

– Those who wish to learn or improve their information technology skills or knowl-edge of a foreign language.

Professional Training

The right-responsibility to education foresees that, by eighteen years of age, all young people will have acquired a diploma or professional qualification: if this does not take place within the education system, there remains the possibility, after having complet-ed compulsory school attendance, of attending a professional training course, which lasts two years, at the end of which a Professional Qualification Certificate is gained. The professional training centres where the courses take place are public and private accredited structures, that is, they have the requirements of quality and reliability for such training, as stipulated in the regional directive.

In these Centres, the organisation of the training schemes combines work practice with theoretical (basic technical and cultural) teaching indispensable for the uptake of working skills which can be utilised on the job.

Studying at University

How Universities work

With the 2001 reform, all degree courses last 3 years.

After completing a three-year degree course it is possible to continue studying to obtain a specialist degree (2 years) or a 1st level Masters degree.

After completing a specialist degree it is possible to continue studying to obtain a 2nd level Masters degree or a research doctorate.

The University of Ferrarais very old: it was established in 1391 by Pope Boniface IX and began courses with three faculties: Law, Arts (Medicine and Humanities) and Theology.

Presently the University of Ferrara has 8 faculties: Architecture, Economics, Pharmacy, Law, Engineering, Humanities and Philosophy, Medicine, Mathematics, Physics and Natural Sciences.

The “Informagiovani” services were established in Europe in the 70s to offer equal information opportunities to all young people and to facilitate their pathways for growth in educational, social and career terms.
