Why is there a difference in

price between public and private

institutions?

The cost of providing a higher education is generally the same at independent colleges and universities as at public universities. For example, both types of institutions incur costs associated with building and maintaining classrooms, residence halls, computer facilities and libraries; paying faculty salaries; and providing career and counseling services. However, private institutions charge a higher price, or tuition, because they do not receive an instructional subsidy from the state.

Complete the FAFSA.

Ohio’s independent colleges and universities require prospective students to complete the Free Application for Federal Student Aid (FAFSA). To qualify for some state and federal grant and loan programs, students should complete the FAFSA as soon after January 1 as possible. Families can complete it online at: http://www.fafsa.gov or obtain copies of the form by contacting a college financial aid office. Some colleges and universities also require a supplemental or institutional financial aid form. Students should contact the college financial aid offices to learn which financial aid forms are required and the deadlines for submission. Apply to colleges that best fit

personal needs, regardless of price.

The ability to pay for a college education is likely to be an important factor in selecting a college or university. However, the price of a particular institution should not prevent a student from applying to the schools of his or her choice. Every student should apply to the colleges that best suit his or her academic, social and personal needs, regardless of the price, because financial aid can make it affordable to attend.

Financial Aid

A variety of financial aid is available.

College financial aid programs help families meet the costs of education beyond their demonstrated ability to pay. Institutional need-based and non-need-based financial aid (scholarships, merit, athletic, leadership awards, etc.) combined with state and federal

scholarships, grants, loans and work-study programs make up a financial aid package and help defray the cost of attending college. The college will make every effort to compile a suitable financial aid package for the student and family so that the price of a college education does not become an overriding factor in choosing an institution.

Financial Aid-Step By Step

Step 1: Complete the Free Application for Federal Student Aid (FAFSA) at www.fafsa.gov. Be sure to check that you are interested in both Federal Student Loans and Federal Work Study to gain eligibility for aid programs that require you at least consider these forms of aid. See the video tutorial at www.finaid.ucsb.edu/FASFASimplification/

Step 2: Complete the College Scholarship Services (CSS) Financial Aid PROFILE at www.profileonline.collegeboard.com, if required by the schools to which you are applying.

Step 3: Receive and review your Student Aid Report (SAR) from the U.S. Department of Education, outlining your Expected Family Contribution (EFC), which is the figure that determines financial aid eligibility.

Step 4: Receive and review financial aid award letters from the schools you listed on your FAFSA. All schools strive to award aid to meet the gap between the cost of attendance and your EFC, but not all have the same types or amounts of aid available.

Step 5: Accept the financial aid award offered by the school you plan to attend and notify other schools that you decide not to attend so that they can use their aid dollars for other interested students.

Step 6: Let your school know if you receive outside scholarships and grants. You can search for local scholarships through employers, government and community organizations, or by using online scholarship databases.

Financial Aid

In AY 2013-2014, 96% of full-time, first-time freshmen entering AICUO member campuses

received financial aid, averaging $24,055.

Financial Aid at Ohio’s Independent Colleges

Aid Eligibility

Generally, a student’s demonstrated need is equal to the difference between the Expected Family Contribution (EFC) and the total cost of education (which includes tuition and fees, room and board or off-campus living expenses, and books). All schools work to award aid to meet the gap between the cost of attendance and EFC, but not all have the same types or amounts of aid available. EFC does not change from school to school, but demonstrated need will.

Choose Ohio First Scholarships

The Choose Ohio First Scholarship Program supports increased higher education participation and success of Ohio undergraduate students majoring in science, technology, engineering, mathematics, or medicine and, in so doing, advances the economic growth of each region of the state. Colleges and universities, both public and independent, working both alone and collaboratively, compete for funds from the state to offer awards to students at their institutions. Only those campuses and collaborations that win the competition may make Choose Ohio First awards, and these grants may be in only one or a few sub-areas.

For information on scholarship eligibility at a specific campus, please contact the chief academic officer or financial aid office.

Ohio War Orphans Scholarship

The Ohio War Orphans Scholarship provides tuition assistance for children of deceased or severely disabled Ohio veterans who served in the armed forces during a period of declared war or conflict. A student must be enrolled for full-time undergraduate study at an eligible Ohio college or university and be an Ohio resident under the age of 25. In 2014-15 annual awards at independent colleges ranged up to $6,994. Applications are available from the Ohio Department of Higher Education State Grants and Scholarships Department, high school guidance offices, veterans services offices and college financial aid offices.

Nurse Education Assistance Loan Program (NEALP)

The NEALP provides need-based aid to Ohio students enrolled at least half time in an approved Ohio registered nursing or nurse instructor education program. The maximum award is $1,500 per year for up to four years of study to become a registered nurse (RN). A recipient, who conducts clinical practice in Ohio upon graduation, may be eligible for loan cancellation at a rate of 20% per year.

Ohio National Guard Scholarship

Ohio residents who enlist with the Ohio Army or Air National Guard and meet eligibility requirements may qualify for this program. At an independent college, the scholarship will pay up to the average state university tuition, in addition to GI Bill benefits. Contact the Ohio Army National Guard at 1-888-644-8273, or the Ohio Air National Guard at 1-800-708-4068.

Ohio College Opportunity Grant (OCOG)

OCOG is a need-based aid program for Ohio resident undergraduates. Eligibility for the award is based on each applicant’s Estimated Family Contribution (EFC), a figure determined by data each student submits in the Free Application for Federal Student Aid (FAFSA). To be eligible for an OCOG award, an Ohio resident student must have an EFC of $2,190 or less and a family income of $75,000 or less, and attend an Ohio independent or public college. The annual OCOG award for each qualifying student in 2015-16 is $2,592 for full-time study at nearly all independent colleges; $1,944 for three-quarter-time study; $1,296 for half-time study; and $648 for one-quarter-time study. More information, including up-to-date award levels, is available at any independent-college financial aid office.

OTTA College Savings Program

The Ohio Tuition Trust Authority (OTTA) is a state agency created by the Ohio General Assembly in 1989 to promote savings for higher education. Through its CollegeAdvantage 529 Savings Plan, OTTA offers several college savings options. The market-based funds are managed by leading investment firms. Families can choose to participate in all funds. Investments may be applied at any accredited college or university in Ohio or the country. Call 1-800-AFFORD-IT for more information, or visit OTTA’s Web site at: www.collegeadvantage.com. Additionally, Ohio residents may deduct up to $2,000 from their Ohio taxable income per year per child made to any of these savings programs. Contributions above $2,000 may be carried forward to future years until fully deducted. Qualified withdrawals are exempt from State of Ohio and federal income tax.

Ohio Safety Officers College Memorial Fund

This program provides tuition assistance to the children and spouses of Ohio peace officers, firefighters and other safety officers, who are killed in the line of duty. Recipients may enroll for full- or part-time study at any participating Ohio postsecondary institution. Awards at independent colleges range up to approximately $6,700 per academic year.

In the last few years, there have been significant changes in the state of Ohio’s student financial aid programs, and there may be more coming in the near future. Here is a list of the state-funded student aid programs for the 2015-16 academic year. Federal Financial Aid

Parent Loan for

Undergraduate Students (PLUS)

The PLUS loan is a financial aid resource available to all families regardless of their income. The loan is made directly to the parents and permits them to borrow up to the cost of attendance minus any financial aid received. The interest rate for loans for the 2015-16 year is 6.84%. Repayment usually begins within 60 days after receipt of the funds. Applications are available at campus financial aid offices.

Stafford Direct Loans

Subsidized or Unsubsidized

To receive a federal Stafford Subsidized Direct Loan, the student must have financial need. Under this program, the federal government pays the interest on the loan during the time the student is attending school and during the six-month grace period following graduation. For the Unsubsidized Stafford Direct Loan program, which offers loans that extend beyond a student’s calculated need, interest accrues when the loan is disbursed. The student may pay this interest as it becomes due, or defer payment until graduation, when the interest is capitalized as part of the loan. Under these programs, a dependent student may borrow up to a total of $5,500 from both these programs for the first year of study. These loans have a fixed interest rate of 4.29%. Campus financial aid offices have application forms.

Yellow Ribbon Program

The Yellow Ribbon GI Education Enhancement Program (Yellow Ribbon Program) is a provision of the Post-9/11 Veterans Educational Assistance Act of 2008. This program allows institutions of higher learning (degree granting institutions) in the United States to voluntarily enter into an agreement with Veterans Affairs (VA) to fund tuition expenses that exceed the highest public, in-state undergraduate tuition rate. The institution can contribute up to 50% of those expenses and the VA will match the same amount as the institution. Pell Grant

The amount of this need-based award depends on an undergraduate student’s Expected Family Contribution (EFC), cost of attendance, and whether the student is attending full- or part-time. The maximum Pell Grant for the 2015-16 academic year is $5,775. Please see your campus financial aid office for updated levels.

Federal Supplemental Education

Opportunity Grant (FSEOG)

The FSEOG is for undergraduates with exceptional financial need who also receive the Pell Grant. The grant may be up to $4,000 depending on when the student applies and the level of financial need.

Federal Work-Study

This program provides jobs for undergraduate and graduate students with financial need. It encourages community service work and work related to a student’s course of study. The salary is at least the current federal minimum wage.

Perkins Loan

The Perkins Loan is a low-interest (5 percent) loan for undergraduate and graduate students with exceptional financial need. The loan is made with government and institutional funds. The college or university is the lender, and the loan is repaid to the institution. An undergraduate may borrow up to $5,500 per year. Eligibility and award amounts vary by institution.

To determine your eligibility for federal student aid programs, you must:

n Be a U.S. citizen or eligible non-citizen

n Have a valid Social Security Number

n Have financial need (except for some

loan programs)

n Have a high school diploma or GED

n Be at least a half-time student

n Demonstrate satisfactory academic progress

n Register with the selective service, if required

n Sign a statement of educational purpose and

a certification statement on overpayment and default (both found on the FAFSA)

Penalty-Free IRA Withdrawals – Taxpayers may withdraw funds from an IRA, without penalty, for their own higher educational expenses or those of a spouse, child or grandchild. Withdrawals can be used to pay for tuition, fees, books, room and board if the student is enrolled at least half time.

Student Loan Interest Deduction

A student or parent may take a tax deduction for interest paid on student loans. The deduction is available even if the taxpayer does not itemize other deductions. The maximum deduction is $2,500. It is phased out for joint filers with an adjusted gross income between $120,000 and $150,000, and single filers with an adjusted gross income between $60,000 and $75,000.

uition and fees paid with tax-free grants, scholarships and employer education assistance are not eligible for either of the following two tax credits; expenses paid with loans are eligible. The credits are reduced for joint filers with an adjusted gross income (AGI) above $80,000 and for single filers who have an AGI of more than $40,000. The credits are completely phased out when incomes reach $100,000 for married couples and $50,000 for individuals.

The American Opportunity Tax Credit

Parents of dependent students, or independent students, may claim a tax credit of up to $2,500 per eligible student with qualified tuition and fees expenses. Forty percent of this credit may be refundable for the first four years of college for degree-seeking students.

Lifetime Learning Tax Credit

This credit applies to tuition and fees paid for undergraduate, graduate and continuing education classes. A family may claim a tax credit of 20% for the first $5,000 in tuition and fees (less grants, scholarships and tax-free tuition benefits). Since 2003, the amount of eligible educational expenses has increased to $10,000, resulting in a maximum tax credit of $2,000. This credit is available on a tax-return basis, regardless of the number of students enrolled in postsecondary course work. Individual Retirement Accounts (IRAs)

Education Savings Account - Taxpayers may invest, after taxes, up to $2,000 per year per child under the age of 18. Earnings accumulate tax free, and no taxes will be due upon withdrawal if the money is used for educational expenses – elementary, secondary or higher education. Roth IRA – An after-tax savings option, a single taxpayer may contribute up to a maximum of $2,000 per year, and joint filers may contribute up to $4,000 per year to a Roth IRA. (These maximum contributions are reduced by amounts contributed to a deductible IRA). Earnings accumulate tax free, and contributions can continue beyond age 70. Withdrawals for educational expenses are tax free if the distributions are made at least five years after the Roth IRA was established and the taxpayer is age 59 or older.
