Foreword

Foreword

This document presents the policies of the National Party (NP) on COVID-19 Vaccination, and the management of the impact of coronavirus on Education and Economy. These policies were shared at the Working Session of Policy Wing of NP, facilitated by PILDAT, held on Tuesday, February 23, 2021 in Quetta.

The session was attended by 26 eminent members of the party. (List of Participants attached as Appendix A). Mr.

Jan Muhammad Buledi, Secretary General, NP, Former Spokesman Balochistan Government, Former MPA

Balochistan Assembly chaired and moderated the session and presented the party's Economic Policy under Covid-19. While Mr. Khair Bakhsh Baloch, Provincial General Secretary Balochistan, NP and Mr. Ali Ahmad Langau, Provincial Spokesperson, NP shared party policies on Vaccination and Education under COVID-19 respectively. A general discussion was held on these policies by members of the NP Policy Wing who had joined the session. The NP policies were later shared with media via a press release.

The party presented a thorough and comprehensive policy document. A rigorous consultative process was observed within the party during the conduct of the session, where various party members shared their input on the policies.

1. A health emergency should be enforced in Health Sector as long as the COVID-19 is not totally eradicated or controlled in the country.

2. Free Vaccine should be made available for all the population.

3. All public and Private hospitals should have compulsory Corona wards and should be made mandatory for them to treat Corona Patients.

4. Treatment of Corona Patients should be ensured and charges of private hospitals should be regulated. 5. A high powered commission should be formed to determine the fee / charges of private hospitals.

6. Social Security Hospitals should be upgraded and the treatment of retired govt / semi government servants should be made the responsibility of the Social Security Department.

7. Basic Health Units (BHU)'s should be upgraded and equipped with Corona Treatment facilities. 8. Health Budget should be increased drastically.

9. Special steps should be taken to safe guard the Doctors and Para-medics. 10. Testing facilities for Corona Virus should be extended to Tehsil Level. 11. Prices of masks and sanitizers should be monitored regularly.

12. Prices of all the medicines should be immediately reduced.

13. Government has not placed the order for Corona Vaccine until now and is only relaying on the free vaccine, which is very shameful. According to the constitution of Pakistan the government should safe-guard the life of every citizen and should provide vaccine for every citizen free of cost.

14. Private sector should also be allowed to import the vaccine.

1. Education emergency should be placed in the country.

2. Educational Institutions should be opened and educational activities should continue following SOPs. Students should be called to the educational institutions in shifts.

3. Ban on 3G and 4G internet facilities in certain areas of the country should be immediately lifted to facilitate the online education.

4. Smart syllabus should be introduced in the schools to lessen the burden of the students.

5. Provision of masks and sanitizers in the educational institutions is the responsibility of the state and this should be made certain.

6. Community centers should be used for educational purposes. 7. Fee of private schools should be cut to half.

8. Utility bills of the private schools should be waived. 50% of the building rent and salaries of the staff be borne by the government.

9. Examinations should be a must and the policy of promotion without exams should be immediately stopped. 10. To cover the educational gap, online classes should also continue.

11. Special training programmes for the Public sector teachers be run to conduct the online classes effectively.

National Party Economic Policy Under COVID-19

Mr. Jan Muhammad Buledi, Secretary General, NP presenting party policy on Economy during Covid-19

1. Pakistan proved to be a lucky country in the wake of the Corona pandemic as the impact of the corona virus pandemic was not as strong as in other countries of the region / world. State or the government had very little to do to manage the pandemic, in fact the role of the political and social institutions has been negative to deal with Covid-19. Pakistan did not face a complete lockdown situation and smart lock downs were imposed. Smart lock downs are a better strategy and life must go on with strict adherence to the SOPs.

2. Political and religious institutions should also be forced to follow the SOPs as there current gatherings are seen not following the SOPs.

3. As social security is not available to jobless youth and workers, it is imperative that the industrial sector is kept open and functional. Closing of the industrial sector would force the state to arrange for subsistence allowance for the jobless population.

4. Subsidy on utilities should be provided to industries only if they pay their workers during the pandemic.

5. Wearing of masks should be made compulsory and an effective awareness campaign should be run for the purpose. 6. Public transport and Hotel industry have been hit hard by the pandemic so they should be helped by the banks by

providing them soft loans, re-scheduling of loans and a subsidy on utilities.

7. Laid off industrial workers and daily wagers should be provided subsistence allowance and social security.

8. Parliaments role in dealing with the corona virus pandemic has been missing. The parliament and the parliamentary committees should be activated and strengthened as they are the representatives of the public and are in direct contact with the masses.

9. An open debate should be held in the parliament to take into account the measures taken to counter corona virus and the suggestions of the parliamentarians should be adhered to; to control un-employment and price hike.

10. The main cause of price hike in the country is the IMF imposed financial regulations. These should be revisited so that it is possible to check the daily increase in fuel and energy prices.
