Proclamation

In Memoriam

Ronald Gant

WHEREAS Ronald Gant was born June 27, 1934 in Albion, Michigan. He attended the Albion Public Schools, graduating from Washington Gardner High School in 1953. He graduated from Florida A & M University, Tallahassee, Florida with a Bachelor’s degree; and Michigan State University with a Master’s in Education Curriculum; and

WHEREAS Ronald Gant selflessly served the community of Albion in the following capacities:

Albion City Council for 36 years, including 10 years as Mayor Pro-Tem. The Zoning Board of Appeals, the Albion Community Hospital Board, the Albion Planning

Commission, Albion Housing Commission, the Substance Abuse Board, City-Township Board, Board of Review, Albion High School Alumni Association, and as the United Way Campaign Chairman; and

WHEREAS Ronald Gant was a beloved educator in the Albion Public School System for 33 years.

Teaching countless children in the areas of Industrial Arts, English, Physical Education, Social Studies and Driver’s Education during his tenure, making sure that each of his students gained an education and felt valued in his classroom; and

WHEREAS Ronald Gant was a man of God serving the Lewis Chapel AME Church of Albion on the Finance Committee, as a Lay Reader, Usher, and as a member of the Men’s Chorus. He was honored as an Emeritus Steward Board for 34 years of the pastor cabinet. He also served for many years as a volunteer for the Albion Interfaith Ministries; and

WHEREAS On behalf of the citizens of Albion, we express our heartfelt gratitude and appreciation for Ronald Gant’s years of invaluable service, to the City of Albion and our residents.

NOW THEREFORE, City Manager Haley Snyder, joined by Mayor Victoria Garcia Snyder, Council Member Vicky Clark, Council Member Lenn Reid, Council Member Marcola Lawler, Council Member Nora Jackson, Council Member Linda LaNoue, and Council Member Shane Williams, do hereby extend our deepest sympathies and condolences to the family and loved ones of Ronald Gant.

Questions/Comments pertaining to Dalrymple Property:

• What is being done with the contamination on the property?

• A soil test was done and containments were only on topsoil which is not harmful as long as it is not disturbed

• The previous Council discussed putting up a fence but determined it would be a waste of resources if destroyed

• They approved putting up contamination signage and create a path through the property which has been done

• Garbage cans have also been added to the property

• Previous Council also directed staff to clean up the trash on the property

• This is a RRC site to bring in developers. The City is working with the EDC & MEDC to market the property

• What can Council do to help keep homeless people from staying on the property?

• Public Safety when interacting with homeless people are providing them with shelters and services that are available

• Property has overgrowth that makes it look shoddy

• The overgrowth actually helps with not disturbing the contaminants

CITY COUNCIL REGULAR MEETING May 3, 2021 Council Member Reid stated the Juneteenth celebration will be held on

June 19th at Holland Park which will include a dedication of the park and the pavilion. They will meet on the steps of City Hall at 11:00 a.m. and proceed to the park where they will have a short program. The

celebration will include vendors, music, games, a gift basket raffle and food trucks. The Calhoun County Health Department will also be on site offering a variety of tests. They will end the evening with a Gospel Fest

Comments were received from City Manager Snyder who asked about a check the City received for $20.00 for vendor booth fees. She stated that the City does not have anything currently in the fee schedule for vendor fees and that would normally be handled through the Chamber

Council Member Reid stated those funds are deposited in the Holland Park Fund account to help with additional upgrades to the park. They have been doing this for the past three years. She stated Tonya Arnett handles this and will have her contact City Manager Snyder

J. DISCUSSION TREE AND BRUSH REMOVAL

Finance Director Mead stated $36,000 has been spent on tree removal to date which leaves a small of amount of budgeted funds for

emergencies. Historically the cost of removing trees has been split between the tree budget and solid waste. If the City continues this process, there will be an additional $15,000 in the general fund for tree removal. Also funding was allocated for our employees and equipment to do some of the tree work, these funds can transferred to have the work contracted out. Some funds will need to remain in the budget for emergencies such as storms. To date 26 trees have been removed and 59 stumps ground down.

XIV MAYOR AND COUNCIL MEMBER COMMENTS

City Manager Snyder provided the Council with a written report on the following:

May 4th Special Election – Recreation Millage Renewal – Special Election – Tuesday, May 4th for the renewal of the current Recreation Millage. The ballot language is to renew the levy of 2 mills for three (3) years for the continued operation of the City of Albion recreation programs (2022-2024). Please note a permanent polling location

change – Precincts 2 & 3 – St. Paul Lutheran Church, 100 Luther Blvd., Albion, MI.

Half of delinquent balance must be paid by 5p on Monday, May 3rd with a payment plan in place for remaining balance due. For assistance, please call 517-629-7866.

Albion YMCA Programs – The Albion YMCA programs continue to be a success! The May programs schedule can be found on the city’s website and is attached for your reference.

Summer Programs: Holland Park Teen Camp – July 5th – August 13th Monday & Friday’s from 1p-3p (program flyer attached). Stay tuned for more information on the camp for Grades 3rd-6th!

Albion River Trail Expansion Project Pre-Construction Meeting – The pre-construction meeting for the Albion River Trail Expansion

project was held on Wednesday, April 28th. Prep work for the project will begin the week of May 17th – relocation of Consumer pole(s). Site work set to begin end of May/early June. Meeting minutes attached for your reference.

New MPS Albion Elementary School – The Albion Community

Leadership & Engagement Council and the Kids at Hope Youth Program staff held a meeting on Wednesday, April 28th, to discuss the three (3) proposed options for the new MPS Albion elementary school. The proposed locations are – 1) Watson Street (Opportunity High School location), 2) Washington Gardner & 3) Crowell School. MPS has agreed to provide City Hall with the following: displays of the proposed locations for residents to view and hard copies of the current survey seeking feedback on the locations.

State Work Share Program – As an opportunity to preserve the city savings, I have enrolled the non-union workgroup into the State’s Work Share Program. Estimated savings of roughly $50,000 will be used to offset costs for the following projects: New City Hall HVAC unit, City Hall entryway improvements, replacement of computer server.

Community Wide Clean-Up – The community wide bulk item cleanup is scheduled for Saturday, June 26th from 9a-3p. Drop off locations – Ketchum & Harris Fields. Reminder – the current Granger contract includes once a month bulk item pick-up.

Streets Lights – If you are aware of street lights that do not work, please contact the DPW Office to report the pole number, or utilize the Consumers online report form (link available on city’s website).

City Hall Operations – City Hall’s front lobby continues to remain open to the public Monday-Friday from 10a-3p. Residents are encouraged to continue to utilize the front drop box (no cash payments allowed) and online payment option for property tax and utility billing payments.

Residents can call anytime during regular business hours to schedule an appointment to handle any other department business.

A RESOLUTION TO APPROVE GRANT AGREEMENT #20210029 WITH THE ALBION COMMUNITY FOUNDATION AND AUTHORIZE THE MAYOR TO SIGN THE

AGREEMENT FOR THE CITY OF ALBION

Purpose and Finding: As the council is aware, efforts have been underway to

transform the historic Holland Park into a fully intergenerational community recreation space. The City of Albion submitted a grant application to the Albion Community Foundation (ACF) requesting $3,000 from the Rotary Charitable Fund on March 9, 2021, to erect a large pavilion. The City of Albion received notification on April 22, 2021, of being awarded a grant from the Rotary Charitable Fund in the amount of $2,000. The ACF requires notification of the acceptance of the grant.

GRANT AGREEMENT: 20210029

This agreement is made April 15, 2021 between THE ALBION COMMUNITY FOUNDATION, a Michigan non-profit corporation, P.O. Box 156, Albion, Michigan 49224 (“Foundation”), and

City of Albion (38-6004655) 112 W Cass St

Albion, MI 49224 (“Grantee”).

The Albion Community Foundation, in consideration of its duties as a community foundation, its responsibilities to the greater Albion community for cultural, educational, recreational and

environmental improvement, and of the undertakings and representations of Grantee as set forth in its application #20210029 agrees to distribute to Grantee a sum not to exceed $2,000.00 (“Grant”) for the purposes, on the terms and conditions, and in the manner set forth in this agreement.

1. This Grant is supported through funding from the Rotary Charitable Fund.

2. The Grant is made for these purposes only: Holland Park Pavilion Project

Project Description: The City of Albion is seeking assistance of approximately $3,000 to erect a large pavilion at the historic Holland Park in Albion, Michigan. Many facilities have been

upgraded for the broader transformation of the park to create a fully intergenerational

community recreation space. Albion’s Holland Park is rich with history. The park represents the efforts of past citizens to transform a place of division and inequality into a place of community of hope. Many facilities located within the park have been upgraded, along with the

implementation of new facilities with universally accessible features. With the relocation of the Albion Forks Senior Center to the Social Services Building adjacent to the park, the need for additional amenities to the park would invite intergenerational activities to the area. The current small picnic pavilion is located on top of a small hill in the park area making it less accessible to seniors and disabled residents. The proposed project would allow for an increase in community utilization of the park and an increase of social and recreational programs.

3. The following restrictions/conditions have been placed on the Grant:

None

4. The Grant will be distributed as follows:

Upon return of signed copy of this grant agreement.

5. Grantee warrants that all information and representations made in its application approved by Foundation’s Board of Trustees at its 04/15/2021 meeting are true and accurate. The application is incorporated by reference as a part of this agreement.

6. Grantee agrees to hold all Grant funds in a separate account or tracked with separate accounting. This Grant has been approved based on the budget items included in the application budget. Grantees must receive written approval for any budget line-item deviations exceeding 10%. Failing to do so may result in having to repay Grant to the Foundation and/or may jeopardize future funding opportunities.

7. Any part of the Grant distributed to Grantee that has not been expended by 06/30/2021, shall be repaid to Foundation unless Grantee has applied for and received an extension of the time permitted for expenditure.

8. We request that all publicity materials and all other relevant print or visual media used in

conjunction with the program indicate support through a grant from the Rotary Charitable Fund of the Albion Community Foundation.

9. Grantee will submit a detailed written evaluation report within thirty (30) days of the end of the program (06/30/2021), including a detailed accounting of the expenditure of the Grant, the progress made in accomplishing the purposes of the Grant, and the results of Grantee’s own evaluation of the Grant. Please include copies of any news releases or media coverage that this project received along with any brochures or printed materials used in conjunction with this program. Please note that future requests for the same or other projects might not be considered if evaluations that are due have not been submitted.

10. Grantee will not use any of the Grant:

a) To carry on propaganda or otherwise attempt to influence legislation;

b) To influence the outcome of any election or conduct any voter registration drives;

c) To benefit any individual or for-profit organization, except through the purchase for fair value of goods and services for the purposes set forth above;

d) For any purpose not set forth above, or for any non-charitable purpose whatsoever.

11. Interpretation. This agreement shall be interpreted under the laws of the State of Michigan.

12. Severability. In the event that any provision, sentence, word, or phrase is declared by a court of competent jurisdiction to be invalid, the remainder of the agreement shall remain in full force and effect.

13. Modification. This agreement shall not be modified except in writing and signed by both parties.

14. Non-discrimination. Grantor agrees not to discriminate against any qualified employee or qualified applicant for employment on the basis of actual or perceived age, color, disability, education, familial status, gender expression, gender identity, height, marital status, national origin, race, religion, sex, sexual

orientation, or weight.

15. Effective Date. This agreement shall be effective upon signature of both parties herein.

MERS has recently decided to allow for temporary benefit adjustments as it relates to defined service credit qualification. MERS is allowing for bonuses, paid leave, or additional pay related to COVID-19 to be

temporarily included, between January 1, 2021 and December 31, 2021, for purposes of determining wages and employer/employee contributions under the defined contribution plan. Approval is recommended.
