WEST RIVER FACILITY STUDY

EXECUTIVE SUMMARY

December 12, 2006

Below, is a summary of the attached pages. With the exception of SDSM, the regental

institutions provided information regarding current and proposed space needs. Because class

schedules for all of these programs are not available, assumptions were made to project actual

classroom needs. The assumptions include such things as: 1) SDSU and USD share nursing

space, learning labs, conference rooms etc., 2) with the exception of nursing, the majority of

the classes are and will be offered between 4:00 p.m. and 10:00 p.m., 3) every new (proposed)

program did not require an additional office space or classrooms, and 4) that the office space

listed includes space for administration and clerical staff.

Attachment One: There are currently 29 programs offered in the Rapid City Area by four

regental institutions. SDSU USD, BHSU, and DSU offer programs in the following areas:

a.

Graduate Programs (on-site)

-

6 programs

b. Undergraduate

Programs

(on-site) -

8

programs

c.

AA/AS Programs (on-site)

-

2 programs

d.

Online Programs (G & UG)

-

11 programs

e. Certification/Clinical Programs

-

2 programs

Attachment Two:

This is a listing and description of current space usage. This attachment

also identifies where the programs are located. The two largest programs currently being

offered in the Rapid City Area are Nursing (SDSU & USD) and General Studies (BHSU).

Attachment Three: This is compilation of current space usage for these 29 programs and

estimated square feet. Based on the aforementioned assumptions, it appears that following

space is being utilized:

a.

64

Offices

(7,440

sq.

ft.)

b.

20 Classrooms (14,960

sq.

ft.)

c.

3 Learning Labs

(2,570 sq. ft.)

d.

0 Counseling Labs

(0 sq. ft.)

e.

3 Computer Labs

(1,300 sq. ft.)

f.

1 Graduate Room

(120 sq. ft.)

g.

1 Science Lab

(1,200 sq. ft.)

h.

4 Conference Rooms

(840 sq. ft.)

i.

Storage Rooms

(1,200 sq. ft.)

j.

5 Other Space (i.e., student lounge, testing center, exam rooms,

bookstore, etc.)

(2,750 sq. ft.)

(3)

The estimated total assignable space currently used is 32,300 sq. ft. When space is added for

circulation and bathrooms, the estimated total space is 52,835. This space does not include

space for dining, mail, student support services, etc.

Attachment Four:

This is a listing of only the new programs the five regental institutions

(SDSU, USD, BHSU, NSU, and DSU) are proposing. This attachment does not include any

current programming. Below, is a listing of the following 30 additional programs – both online

and on-site:

a.

Graduate Programs (on-site)

-

2 programs

b. Undergraduate

Programs

(on-site) -

8

programs

c.

AA/AS Programs (on-site)

-

1 program

d.

Online Programs (G & UG)

-

17 programs

e. Certification/Clinical Programs

-

2 programs

Attachment Five:

This is a listing of all the current programs and the proposed programs

for the Rapid City Area. For facility discussion purposes, this attachment only includes on-site

programs – the online courses have all been removed. The programs that are highlighted in

green are the new (proposed) programs.

Attachment Six:

This is a compilation of the space needs for the new 30 programs. This

does not include current programs. If every new on-site program listed in Attachment Five is

offered, then the following space would be required. This is again based on the assumptions

listed in the first paragraph.

a.

16 Offices

b.

15 Classrooms

c.

1 Learning Lab

d.

3 Counseling Labs

e.

2 Computer Labs

f.

1 Graduate Room

g.

1 Science Lab

h.

5 Conference Rooms

i.

2 Storage Rooms

Attachment Seven: When you put the current programs (29 – Attachment Three) and the

proposed programs (30 – Attachment Six) together, the regental institutions are estimating that

they would need the following space. Please keep in mind, that it is difficult to project

accurately what the space needs would be with actual class schedules and class size. This also

assumes that SDSU and USD are sharing nursing space.

a.

78 Offices

b.

35 Classrooms

c.

4 Learning Labs

(4)

d.

3 Counseling Labs

e.

4 Computer Labs

f.

1 Graduate Room

g.

2 Science Labs

h.

8 Conference Rooms

i.

7 Storage Rooms

Attachment Eight:

It becomes obvious when looking at all the space needs, that the nursing

programs offered by SDSU and USD, require the majority of the space – it is the nature of the

program. As an added point of discussion, Attachment Eight lists the space needs that would

be required if there was an alternative space for nursing.

a.

34 Offices

b.

30 Classrooms

c.

1 Learning Lab

d.

3 Counseling Labs

e.

3 Computer Labs

f.

1 Graduate Room

g.

2 Science Labs

h.

3 Conference Rooms

i.

4 Storage Rooms

Lastly, it will also be necessary to look at the other space needs for the current and proposed

programs. Below, are a few of the other space needs that will need to be considered for a new

facility:

a.

Reception Area

b.

Dining Room

c.

Student Lounge

d.

Bookstore

e.

Mail/Copy Room

f.

Student Support Services Area (Admissions, Financial Aide,

Registration, etc.
