Document standards
Purpose
As a contractor for Youth Forensic Psychiatric Services you will have an agreement stating the date your contract starts and ends. If your place of work is not a government office, you will require a special secure account to access CARIS or any other online services. This account is a BCeID account. BCeID is an online service that makes it possible for you to use one Login ID and password to sign in securely to BCeID participating Government online services.
BCeID accounts will automatically de-activate after three months of inactivity.
This document describes the process for setting up a BCeID account and getting access to CARIS.
Creating BCeID Account
The BCeID request form is online. 1. Go to https://www.bceid.ca/
2. Click Register for a BCeID under Registration (in the top right).
a) Click Business BCeID Account.
4. Fill in the required information in all four steps and click Next to advance through the screens.
a) Step 1 Getting Started: Fill in the required information.
When asked for Business Type, indicate Proprietor.
b) Step 2 Account Information: Fill in the required information.
When asked to provide a Password, consult the Password
Guidelines to ensure protection to the information you will be
accessing.
The Password Reset Details are questions to verify your identity in case you forget your password. It is strongly recommended that you retain this information for future reference (needing to change your password etc.)
c) Step 3 Business Details: Fill in the required information.
Take note of or print the Point Of Service Location closest to verify your identity and residential address to activate your account.

d) Step 4 Registration Confirmation: Fill in the required information.
5. A confirmation email will be sent to the email address you provided during the registration process.
6. To activate your account, you are required to verify your identity and residential address by presenting yourself and supporting documentation at a BCeID Point of Service.
7. Once your BCeID account is activated, a security request is needed to provide access to the individual application. (eg. CARIS).
Send the following information to your regional/contract administrator:
a) Full Name b) Email address c) BCeID Username d) Phone Number
Creating Security Request to Access CARIS
Security Requests are generated by the supervisor/contract
administrator (a Ministry employee) using an electronic template. 1. From the Start menu choose All Programs.
2. Select Ministry Templates then Templates.
3. With the Current Template Authority as Ministry of Children and
Family Development, select Administration Templates from
the Template Groups and click OK.
4. Select Security Access Request and click OK. 5. Fill in the Request/User Info tab.
a) Choose to Modify Existing User.
b) Enter the appropriate Dates and Requestor Information.
c) Within the User Information section, select Non-Ministry User
(BCeID Access) for Employment Status. Enter their Last and First Name and the Region should be Provincial Services.
6. On the BCFPI/CARIS tab click Add Item to List
a) YFPS - Youth Forensic Psychiatric Services for Program.
b) CARIS – Community and Residential Information Services
– Limited Access for Area.
c) Click OK.
7. Complete the Additional 'Non-Ministry User' Information (Required) section. If this section is not available, the Employment Status on the previous tab is not correct.
8. Click OK and an email is generated with the Security Access Request.
9. Include all CARIS locations required (a list for each region is on page 4) within the Add any Additional Comments here: area of the email.
Submitting the Security Request
1. Email the request to the Contract Supervisor or, follow the instructions for Supervisors approval.
2. Email the approved request to MCF SEC Approvals – Provincial
Services MCF:EX where any additional approvals will be
determined. These will be sought out and then returned to this email account.
3. When the request has all the necessary approvals, it will be
forwarded to the MCF Security ID Admin MCF:EX account to be completed.
CARIS Locations by Region
Include all required locations with each security request. All users need access to include access to IAU.

Logging into CARIS
CARIS is a web application.
1. Go to https://caris.mcf.gov.bc.ca/caris/ 2. Click BCeID User.
3. Enter your BCeID and Password then click Next.
