MINUTES OF THE COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 19TH DAY OF JULY, AT 10:00 O'CLOCK A. M. IN THE COMMISSIONERS' ROOM OF THE COUNTY COURT HOUSE AT MONTICELLO, UTAH.

Meeting opened at 10:00 o'clock a. m. with Commissioner Summers in the Chair. MINUTES READ AND APPROVED
Minutes of the previous meeting of July 12th were read and approved. Motion for approval was made by Commission-er Hazleton, seconded by CommissionCommission-er Bailey and carried unanimously.
REQUEST TO HAVE ROAD ON FOREST TO BLUE MOUNTAIN RANCH PLACED ON COUNTY SYSTEM
Eugene Porter was present to request that the road to the Blue Mountain Guest Ranch be placed on the County Road system.
It was explained that the road as far as the Forest line was already on the County Road system, and that the balance of the road from the forest line to the lodge was on forest land. Any maintenance on forest would have to be negotiated between County and Forest Service.
ANN PORTER PRESENTS LETTER FOR COMMISSIONERS' SIGNATURE
Mrs. Ann Porter presented a letter requesting that Canyonlands Park Headquarters be placed in Monticello, county seat of San Juan County, for the Commissioners1 signature.
It was suggested that a few minor changes be made and the Commissioners agreed to sign the letter.
Letters will be sent to the Secretary of the Interior, President Johnson, Governor Rampton, Regional Park Service in Salt Lake City and New Mexico, and to Utah Senators and Representatives.
RANGER OLSEN CHECKS ON AGREEMENT FOR ROAD WORK ON FOREST
Ranger Olsen was present to check with the Commissioners the agreement for road work on the Forest to Buck-board. It was found that no oiling was scheduled for this year. The Commissioners stated that the work that was scheduled for this year would be completed before very long.
Mr. Olsen also stated that he had heard that the Ski Club had proposed that the road to the ski course be moved so that the Ski Lodge could be constructed higher up on the mountain. He asked if the Commissioners had knowledge of the proposed change in road. In his opinion the Forest Service will have to take critical scrutiny of such matter.
ROAD SUPERINTENDANT REPORTS
Road Superintendant Dave Guymon reported that Dale Fuller wanted to send Raymond Bond to LaSal to take over the work in that area at all times of the year, and that it would require a patrol to be stationed there at all times.
In Dave's opinion, it would be a good move for winter maintenance, but not for summer work as the County could not spare a patrol when construction is taking place.
Mr. Guymon also suggested that the boundaries of the road districts be changed so that La Sal will be included in George Barry's district, and that Dodge be placed in the Monticello district.
Commissioner Bailey suggested that when the districts are changed that the roads also be designated as to type. He felt that maintenance should be stressed for all roads, with less expensive construction for certain
other roads.
CULVERT TO MISSION DISCUSSED
Mr. Guymon stated that a culvert had been picked up for the Saint Christopher Mission road. He further sta-ted that he had told the ones who picked up the culvert that they would be billed for it, but since the dis-cussion that the road would be county responsibility, he wondered about billing them for the expense of the culvert.
The Commissioners were unanimously agreed that if the work was being donated by Whiting and Haymond for im-provement of the road, that the County could furnish the culvert without cost to the Mission.
COUNTY EMPLOYEES TO WORK FRIDAY, THE 23RD OF JULY
Mr. Guymon asked about the road employees getting Friday off, as it preceded the 24th which was on Saturday. He was informed that it is customary that when a holiday falls on Sunday, that Monday is considered a holi-day, but that if a holiday falls on Saturholi-day, Friday is just another working day.

This location, even though undeveloped at the present time, receives a considerable amount of visitor use from people going to and from Lake Powell. Because of this we feel it is necessary that your corral be moved to another location.

DETENTION AGREEMENT BETWEEN SAN JUAN COUNTY; SALT LAKE COUNTY AND STATE OF UTAH
The following executed agreement between San Juan County and Salt Lake County has just been received through the mail:
D E T E N T I O N A G R E E M E N T
Memorandum of agreement made and entered into this 6th day of July, 1964, by and between Salt Lake County, by and through its Board of County Commissioners, hereinafter referred to as First Party, and San Juan
Coun-ty, by and through its Board of County Commissioners, hereinafter referred to as Second ParCoun-ty, and the State of Utah by and through its Public Welfare Commission, hereinafter referred to as State,
WITNESSETH
For and in consideration of their mutual covenants and to carry out their respective responsibilities in
accordance with the provisions of Section 55-10-49, Utah Code Annotated, 1953, as amended to date, the parties hereto do stipulate and agree as follows, to:wit:
1. First Party agrees to receive and provide care for all eligible children who are residents of Second Party, at the juvenile detention facility of First Party in accordance with minimum standards of the State Depart-ment of Public Welfare; Provided, however, that First Party shall have no responsibility to provide care in excess of its normal capacity.
2. First Party agrees to submit to the State Department of Public Welfare within 30 days following the end of each fiscal period as hereinafter provided, a statement of expenditures for detention care on forms vided by the State Department of Public Welfare, including a statement showing the number of children pro-vided care, the number of days, or portions thereof, each child received care, and the County responsible
for payment of said care.
3. Second Party shall submit to the State Department of Public Welfare within 30 days following the end of each fiscal period a statement of travel expenditures.
4. Upon receipt of the statement referred to in paragraph 2, hereof, State agrees to: a. Examine and approve the same if it conforms to this agreement.
b. Compute the average daily cost of care.
c. Promptly pay First Party the percentage of State Participation of the approved expenditures. Said amount not to exceed $500 per annum.
5. Second Party agrees to promptly pay First Party, upon receipt of a statement from First Party setting forth days of care, or fraction thereof, an amount equal to the balance remaining after State's participation has been deducted therefrom.
6. State agrees to promptly pay Second Party at the end of each fiscal period and upon receipt of the statement of travel expenditures as herein provided the percentage of State participation of said expenditures.
7. This agreement shall be and become effective on the 1st day of July, 1964, and shall run until termination: Provided, however, that this agreement may be terminated by any party upon 30 days notice in writing; and pro-vided further, that this agreement may be terminated by State at any time the detention facility shall not meet minimum standards as herein defined.
8. It is understood and agreed that this agreement shall not be and become binding upon the State until it shall be approved by the Attorney General of the State of Utah as to form and by the State Finance Commission of the State of Utah as to availability of funds.
9. In accordance with law, and the minimum standards as herein referred to State certifies that it approves the fiscal program of and the area to be served by the juvenile detention facility and that it has on file
in writing the certification of the Administrative Office of Juvenile Courts that the juvenile detention fa-cility now or as A contemplated meets the minimum detention standards.
DEFINITIONS
It is understood and agreed that the following words and phrases as used in this agreement shall mean: Minimum Detention Standards shall mean Minimum Standards of Care for the Detention of Children in the State of Utah, as adopted by the Public Welfare Commission and approved by the Governor of the State of Utah on July 1, 1961, pursuant to the provisions of 55-10-49, Utah Code Annotated, 1953, as amended to date.
Average Per Capita Daily Cost shall be the amount resulting from dividing the number of days care provided in a fiscal period into the amount of approved expenditures.
Approved Expenditures may include salaries, food, clothing, utilities, professionsl services, travel, and miscellaneous services related to operation and maintenance. Amortization of cost of physical facilities, or an approved rental amount in lieu thereof, may also be included.
A Day of Care shall be a calendar day in which detention services are provided.
Travel Expense shall be the number of actual and necessary miles traveled in delivering a child to the juve-nile detention facility or returning him from the detention facility to the Juvejuve-nile Court or his home or other place as designated by the court, times $.07 per mile, plus the hourly wage paid to not more than two attendants during the time of said travel.
Percentage of State Participation Percentage of State participation on services rendered Second Party by First Party pursuant to this agreement shall be 50 percent.
Fiscal Period shall be each Calendar Month.

COMMISSIONER SUMMERS REPORTS
Commissioner Summers reported that he took the Nurse's car that isn't being used to Redd's and that they will allow $515.00 on a trade-in when the County desires to purchase a new car. A new car will be cost plus 10%.
Commissioner Bailey wondered if the County shouldn't ask for a proposal from Palmers Ford Sales in Blanding. Since the car may have to be used by the coordinator in the Tuberculosis program, it was decided to let the matter stand for awhile before taking action.

COMMISSIONER HAZLETON REPORTS
Commissioner Hazleton reported that Bob Anderson of the Bureau of Land Management had contacted him regard-ing the special land use permit for Mr. Williams of Moab. Mr. Anderson desired a letter from the San Juan County Commissioners regarding their opinion on the matter. Mr. Hazleton further stated that the Planning Commission was favoring a permit for only one year and that the lease be reviewed at the end of that time when zoning in the county will be completed.
Commissioner Summers felt that the Bureau of Land Management was passing the buck by putting the burden of making a decision in the Commissioners' lap.
It was agreed after some discussion that Commissioner Hazleton draft a letter in behalf of the Planning Com-mission to be sent to Mr. Anderson.
COMMISSIONER SUMMERS REPORTS
Commissioner Summers reported that the County will enter its new "Caterpillar No.12" Motor Grader in the Pioneer Days Parade, and which motor grader will be pulling the old tractor which was purchased for display as an antique.
REGISTRATION AGENT MAY NOT FIND TIME FOR POSITION
Josephine Pehrson, appointed registration agent for Monticello 2A District stated that since she is now work-ing full time she may not have time to act as registration agent for the Municipal Election.
Since the Registers do not go to the Registration Agents until in September, and since only one registration agent is used for each town, it was decided to let the matter rest for the time being.
LETTER OF COMMISSIONERS' ACTION REGARDING APPLICATION FOR FEDERAL AID MATCHING FUNDS TO GO TO PARK SERVICE It was unanimously agreed that a letter stating the Commissioners' action regarding making application for matching funds under the Federal Aid system for the Halls Crossing Road be sent to the Park Service, with a
copy of said letter to Governor Rampton.
