The Country handled the impact of the conflict efficiently, thanks to a good

internal response mechanism that guaranteed the rapid restoration of basic

services (water electricity health services transportation) and thanks to the

services (water, electricity, health services, transportation) and thanks to the

immediate dispatch of humanitarian aid by the international Community.

The ROSS Emergency Program

The ROSS Emergency Program

The “Emergency Initiative for the Rehabilitation, Occupation, Services,

Development (ROSS),” promoted by the Directorate General for

Development Cooperation (DGCS) of the Italian Ministry of Foreign Affairs

Development Cooperation (DGCS) of the Italian Ministry of Foreign Affairs

has the following objectives:

to intervene in regions affected by the conflict to contribute to the

return of the people to abandoned villages

to rehabilitate villages and to improve the social, economic and

environmental conditions of the population and of the territory

Rehabilitation of economic sectors in the areas most affected by the

conflict through the restoration and strengthening of income generating

be addressed by the Program’s projects, regardless of sector of intervention.

The Gender approach implies additional

considerations on the differences in conditions,

levels of pollution in all primary environmental

sectors (air-water-ground) due to industry,

agriculture, transportation, civil sewage and a

situations, priorities and needs between women

and men. Within the ROSS Program, the Gender

approach consisted of identifying the needs of

women in the various sectors of intervention,

latest conflict deteriorated the environmental

situation both by directly causing damage and by

magnifying the already structural problems of the

country
