Executive Summary

Between June 1, 2014 and August 25, 2014 the Master of Science in Urban and Regional

Planning program and the Center for Public and Nonprofit Management at the University of

Central Florida, in partnership with Orange County Public Schools (OCPS) conducted an audit

of the pedestrian infrastructure within a 2 mile radius around four elementary schools in Orange

County, Florida.

Within the Waterford Elementary study area there were 51 issues identified as affecting

pedestrian facilities. The majority of these issues relate to the presence of faded, missing or

damaged paint on crosswalks. Within the Lake Silver study area 79 issues affecting pedestrian

facilities were identified. The majority of these issues dealt with the presence of temporary or

permanent obstructions blocking pedestrian paths. Slightly fewer issues – 75 - were found within

the Spring Lake study area. The majority of these issues relate to the adequacy and maintenance

of the walking surface. Within the Shingle Creek study area there were 31 issues identified.

These issues are primarily related to the presence of faded, missing or damaged paint on

crosswalks.

No issues were found that exceed the minimum requirements to be deemed hazardous, as

prescribed by FS § 1006.23 (4) (a) (1) which states “It shall be considered a hazardous walking

condition with respect to any road along which students must walk in order to walk to and from

school if there is not an area at least 4 feet wide adjacent to the road, having a surface upon

which students may walk without being required to walk on the road surface. In addition,

whenever the road along which students must walk is uncurbed and has a posted speed limit of

55 miles per hour, the area as described above for students to walk upon shall be set off the road

by no less than 3 feet from the edge of the road.”

Introduction

Walking is an important and healthy means of transportation. Yet, the interactions between

pedestrians and automobiles, and inadequate or poorly maintained infrastructure, often put

pedestrians at risk. Issues which contribute to an unsafe walking environment include:

unprotected street crossings, lengthy crossings, crossings that are spaced too far apart,

interchanges, partial or nonexistent walking paths, poor quality walking surfaces, nonexistent or

inappropriate crossing treatments, lack of separation from vehicular traffic, high speed traffic,

the perception that walking is a risk to personal safety, and more

. Appropriate walking areas are

essential to improving pedestrian safety

. In 2012, 4,743 pedestrians were killed in traffic crashes

in 2012, an increase of six percent from the previous year. Approximately 76,000 pedestrians

were also injured in traffic crashes. Six percent of those pedestrian fatalities and eighteen percent

of injuries were children ages fifteen and younger

In Orange County, Florida, traffic crashes

resulted in 460 pedestrian injuries and 37 pedestrian fatalities in 2012

.

The existing neighborhood conditions that surround schools pose a unique set of challenges

to school age children. Young children have lower mobility levels, reduced visibility due to their

lower height, and reduced motor skills that limit their ability to walk at certain speeds, turn their

heads in certain ways, and see all signs, signals, and markings

In order to improve the safety of the pedestrian environment for elementary school age

children, the MSURP program and the Center for Public and Nonprofit Management at the

University Of Central Florida, in partnership with Orange County Public Schools, conducted an

evaluation of the existing built environment within a two-mile radius of four elementary schools

in Orange County, FL (Waterford Elementary, Lake Silver Elementary, Shingle Creek

Elementary, and Spring Lake Elementary). A report was generated for each school which

identifies locations where there are pedestrian safety concerns and provides recommendations for

improvement.

Overview of Road Safety Audits

In order to ensure the safe operation of roadways and pedestrian infrastructure, and improve

safety for all road users, local, state, and federal transportation agencies have engaged in Road

Safety Audits (RSA). The Federal Highway Administration defines a Road Safety Audit (RSA)

as a process to identify safety issues and make suggestions on measures and facilities to improve

pedestrian safety. RSAs are typically conducted to address the safe operation of roadways and

crossings to ensure a high level of safety for all road users. The main objective of the four RSAs

in this report is to identify pedestrian safety issues and make recommended improvements to

existing pedestrian infrastructure. While some RSAs are conducted prior to the start of

consruction, the RSA conducted for the purposes of this report are

post-construction

assessments

of existing pedestrian infrastructure within a two mile walk radius around four elementary

schools. A post construction RSA is a formal safety examination of an existing roadway and

pedestrian network conducted in order to identify the roadside features, design elements, and

local conditions, and how these elements intersect with each other and with all road users

Methodology

Guiding Document

The U.S. Department of Transportation Federal Highway Administration Pedestrian

Road Safety Audit Field Manual and Master Prompt List was used as the overarching guide for

conducting each RSA. The master prompt list consists of two basic elements: the universal

considerations and the matrix of pedestrian prompts. The universal considerations include: the

needs of pedestrians, connectivity and convenience of pedestrian facilities, traffic, behavior,

construction, and school presence. The RSA matrix of pedestrian prompts consists of 3 major

topic areas (pedestrian facilities, traffic, and traffic control devises), 9 subtopic categories

(presence, design and placement; quality, condition, and obstructions; continuity and

connectivity; lighting; visibility; access management; traffic, signs and pavement markings; and

signals) and 4 RSA zones (streets, street crossings, parking areas/adjacent developments; transit

areas). The RSA team reviewed the existing pedestrian infrastructure based on the prompts in all

9 subtopic categories. Descriptions of the detailed prompts used in this report are located in

Appendix 1.

Continuity and Connectivity

Concerns barriers and discontinuities that disrupt the pedestrian infrastructure throughout the study area.

Visibility Regards the visibility of pedestrians walking along pathways throughout the study area.

Access Management Concerns the presence, number, or spacing of driveways throughout the study area affects pedestrian movement.

Traffic Assays conflicts between pedestrians and other modes of transportation throughout the study area.

Signs and Pavement Markings

Assesses the conditions of marked crosswalks and pedestrian signage which warns drivers that pedestrians may be crossing the street.

Signals Identifies the presence and effectiveness of pedestrian signal heads which assist pedestrians in crossing intersections safely.

Definitions

This report assessed each safety and walkability issues associated with the existing

pedestrian infrastructure along street segments and street crossings within each study area. The

street segment assessment identified issues on sidewalks, trails, or other paths that may be used

by pedestrians. The street crossings assessment identified issues on the pedestrian infrastructure

where one roadway crosses another

. Pedestrian infrastructure includes: sidewalks, curb ramps,

marked crosswalks, roadway lighting improvements, buffers, and curb ramps (Comprehensive

Study to Reduce Pedestrian Crashes in Florida). Parking areas and Transit areas were excluded

from this RSA because the main focus of this study is to assess the pedestrian facilities that are

utilized by children walking to school within the two mile walk zone study area.

Identified issues within each study area were categorized into one of the nine subtopic

categories and then associated with one of the detailed prompts. Issues within the nine subtopic

categories were assessed as to whether they represented a

primary

or

secondary

problem. For

the purposes of this study, primary issues are defined as those which present a serious threat to

pedestrians and require immediate action to remove the issue. If two minor issues are present at

one given location this is then categorized as a primary issue due to the compound threat they

represent. Secondary issues are defined as those which represent a more minor threat to

pedestrians and pedestrian travel. Secondary issues have the potential to develop into or combine

with other secondary issues to create a primary issue.

Roadway Functional Classifications

This report also provides information about the functional classifications of roadways within

each study area. Roadway functional classification is “is the process by which streets and

highways are grouped into classes, or systems, according to the character of traffic service that

they are intended to provide”.

Principal Urban Arterial roadways serve as major activity centers, are the corridors with

the highest traffic volume and the longest trip demands. They serve demand for intra-area

travel between the central business district and outlying residential areas.

Minor Urban Arterial roadways interconnect the higher-level Arterials and serve trips of

moderate length, serve geographic areas that are smaller than their higher Arterial

counterparts and offer connectivity to the higher Arterial system.

Major Urban Collector roadways serve both land access and traffic circulation in higher

density residential, and commercial/industrial areas. These roadways run through

residential neighborhoods, often for significant distances, and distribute and channel trips

between.

Minor Urban Collector roadways serve both land access and traffic circulation in lower

density residential and commercial/industrial areas. These roadways also run through

residential neighborhoods, but often only for a short distance, and distribute and channel

trips between Local Roads and Arterials, usually over a distance of less than

three-quarters of a mile

Local Urban Roads provide direct access to adjacent land and higher systems. These

roadways carry no through traffic movement. They are not intended for use in long

distance travel, except at the origin or destination end of the trip, due to their provision of

direct access to abutting land.

Data Used

GIS maps provided by Orange County Public Schools were used to identify each study

area. Each study area is represented as a 2 mile walk radius around each elementary school.

Additional GIS data representing roadways, roadway functional classifications, intersections, and

local jurisdictions were gathered from the Orange County data download (FTP) website

.

The field data for this report was gathered by the RSA team who walked each roadway

segment and crossing within each study area. Existing roads and pedestrian networks within the

two-mile radius that are considered priority areas for evaluation were based on the residence of

school age population and areas known to have safety issues based on incidences reported to

Orange County Public Schools. Data was gathered between the times of 7 A.M and 11 A.M on

weekdays in order to represent conditions at peak travel times for both children walking to

school and automobiles.

The Waterford Elementary study area is entirely located within the jurisdiction of

unincorporated Orange County, Florida. The Lake Silver Elementary Study area is located

primarily within the jurisdiction of the city of Orlando with several sections within

unincorporated Orange County. The Shingle Creek Elementary study area is located partially

within the jurisdiction of the city of Orlando and partially in unincorporated Orange County. The

Spring Lake Elementary study area is located primarily within the jurisdiction of the city of

Ocoee with several sections in unincorporated Orange County.

Major Findings

Waterford Elementary

There were 51 identified issues within the Waterford elementary study area, of which 26

were Primary issues and the remaining 25 were secondary issues.

The majority (6) of the street segment issues fit into the Quality, Conditions, and

Obstructions category, most of which were issues associated with adequacy and maintenance

of the walking surface.

The majority (25) of the street crossing issues were fit into the Signs and Pavement Markings

category, most of which were issues of faded, missing, or damaged paint on stop and

crosswalks. Faded or damaged crossing signal signs were also included in this subcategory.

The majority of both primary (14) and secondary (11) issues were street crossings issues of

faded, missing, or damaged paint on stop and crosswalks.

Lake Silver Elementary

There were 79 identified issues within the Lake Silver elementary study area, of which 60

were primary issues, and 19 secondary issues.

The majority (21) of the street segment issues fit into the Quality, Conditions, and

Obstructions category, most of which were issues with temporary or permanent obstructions

blocking pedestrian paths.

The majority (17) of the street crossing issues fit into the Continuity and Connectivity

category, most of which were issues associated with whether the pedestrian network

connectivity continued through crossings by means of adequate, waiting areas at corners curb

ramps and marked crosswalks.

The majority (16) primary issues were street crossings issues dealing with whether the

pedestrian network connectivity continues through crossings by means of adequate waiting

areas at corners, curb ramps, and marked crosswalks.

The majority (14) secondary issues were street sections issues dealing with whether the

pedestrian path was clear form both temporary and permanent obstructions.

Shingle Creek Elementary

There were 31 identified issues within the Shingle Creek elementary study area, of which 21

were primary issues and 10 were secondary issues.

The majority (8) of the street segment issues fit into the Quality, Conditions, and

Obstructions category, most of which were issues associated with the presence of temporary

or permanent obstructions obstructing the pedestrian pathway.

The majority (10) of the street crossings issues fit into the Signs and Pavement Markings

category, most of which were issues of faded, missing, or damaged paint on stop and

crosswalks. Faded or damaged crossing signal signs were also included in this subcategory.

The majority (8) of primary issues were street crossing issues dealing with faded, missing, or

damaged paint on stop and crosswalks.

The majority (3) of secondary issues were street segment issues dealing with whether the

path was clear from temporary or permanent obstructions.

Spring Lake Elementary

There were 75 identified issues within the Spring Lake elementary study area, of which 48

were primary issues and 27 secondary issues.

The majority of the (33) street segment issues fit into the Quality, Conditions, and

Obstructions category, most of which were issues associated with the adequacy and

maintenance of the walking surface.

The majority of the (15) street crossing issues fit into the Continuity and Connectivity

category, most of which were issues associated with whether the pedestrian network

connectivity continued through crossings by means of adequate, waiting areas at corners curb

ramps and marked crosswalks.

The majority (20) of primary issues were a mixture of 10 street segments and 10 street

crossings issues dealing with whether the walking surface was adequate and well maintained.

The majority (13) of secondary issues were also a mixture of 7 street segments and 6 street
