On the Rehabilitation on the Damages by Typhoon Glenda to UP Units

The Office of the Student Regent (OSR) and the National Executive Council of the Katipunan ng mga Sangguniang Mag- aaral sa UP (KASAMA sa UP) was holding its year- long planning in UPLB when Typhoon Glenda hit the area. UPLB was heavily affected; UP Diliman and UP Manila also reported some damages. Below are some of the reported damaged infrastructure in various UP units.

UP Los Banos

 several faculty and staff houses in UPCO  Executive House

 Department of Agricultural Economics building (fallen tree destroyed its roof and inflicted damage on several equipment and furniture)

 Infirmary(damaged roof, windows, and facilities) UP Diliman

 Vinzons Hall

 Philippine Collegian office (severely destroyed roof and facilities)  Slow clearing operations of uprooted trees and electric posts UP Manila

 Philippine General Hospital (roof)

The OSR is calling for a complete assessment and rehabilitation of the damage inflicted by Typhoon Glenda to our units, including the immediate communities within UP.

In line with rehabilitation concerns, the OSR is calling the attention of the entire UP administration in expediting the system-wide assistance to units hit by Yolanda: UP Tacloban and especially UPM SHS Palo. These units are still suffering from lack of classrooms, dormitories, and facilities which hinder them to resume normal operations.

With regards to the response of the student sector, the Office is enthusiastic to report that relief programs have been immediately initiated throughout the system:

 Tulong Kabataan in partnership with UPM USC, various organizations, and college student councils (UPM)

 Serve the People Brigade spearheaded by UPLB USC, various organizations, and college student councils (UPLB)

 OSR- initiated Tulong Kabataan in partnership with various organizations and college student councils (UPD)

 IskoOperations spearheaded by UPD USC in partnership with various organizations and college student councils (UPD)

 UP Visayas Relief Drive by the University Student Council and College Student Councils

On Promoting Good Governance

Student Regent Macuha was invited by UP Faculty Against Pork (FacPork), an alliance of university faculty against the pork barrel system, to their press conference held last 09 July 2014 at Vinzons Hall Lobby. During the said conference, the Student Regent expressed disappointment and condemnation in behalf of the student body that several members of the Congress largely benefited from the people’s money through PDAF despite the continuous failure of the government in funding education, health, and other social services.

SR Macuha was also invited by the NCPAG Student Council to their Lingkod Bayan Series Forum on the Disbursement Acceleration Program (DAP) last 23 July 2014. The Student Regent shared the view of Professor Emeritus Leonor Briones, Professor Harry Roque, and Political Management Specialist Malou Tiquia that DAP was deliberately unconstitutional. In line with the principles of good governance and accountability, the Office has been actively campaigning that those who are involved with the recent pork scams be held responsible and be charged accordingly. Because of this, SR Macuha supported and co-signedthe cases filed against Department of Agriculture Sec. Proceso Alcala for his implication with the PDAF scam. Likewise, SR Macuha also co- signed cases filed against Department of Budget and Management Sec. Florencio Abad Jr., citing the Supreme Court’s decision that DAP is unconstitutional as the basis. Furthermore, also in line with the recent Supreme Court ruling, SR Macuha co-signed the impeachment complaint against Pres. Benigno Aquino III.

The OSR would liketo raise clarifications regarding the statement of the Chairperson of this Board, Honorable Patricia Licuanan, in which she stipulated that the education sector (eg. UP) benefited from DAP. Such claim irresponsibly misleads the youth, academe, and entire UP community that DAP is a bureaucratic innovation. In truth, however, had public funds been directly allotted to departments, the university would receive the same amount through its annual budget and without associating it with the president’s mere goodwill.

On Lucio Tan Legacy Forest of UPLB

The College of Forestry and Natural Resources Student Council (CFNR SC) conducted an ocular inspection in a UPLB property in Siniloan, Laguna to determine the impacts of converting the area into the Tan Legacy Forest. There were reports that portions of land in the area was already awarded to local farmers. In addition, the community in the area was also being forcibly evicted; therefore, posing issues of human rights.

It has also come to the attention of the Office that the Memorandum of Understanding between UPLB and Lucio Tan has not been raised to this Board yet. Thus, the OSR asks the Office of the Vice President for Legal Affairs to check the merits of the said proposal in line with the naming and land-use policies of the university.

However, the OSR shall, in no way, endorse the said Memorandum of Understanding since it blatantly disregards the rights of the community, violates the academic use of land policy of the university, and questions the merits of naming the whole forest to the legacy of Lucio Tan, a known crony of the late dictator Ferdinand Marcos.

On the 2012 Code of Student Conduct

Several organizations and student councils expressed their dissent on the recently approved 2012 Code of Student Conduct (Student Code or CSC). In addition, the Student Alliance for the Advancement of Democratic Rights in UP (STAND UP) and Nagkakaisang Iskolar para sa Pamantasan at sa Bayan (KAISA) have set an appointment to discuss with SR Macuha regarding the approval of the CSC. They decried that the approval of the repressive Student Code effectively hampers exercise of political freedom, the right to organize, and the right to critical discourse. The said issues were the same points raised by SR Macuha during the 1298th BOR Meeting that sadly approved the Student Code, despite him raising his objections. Attached are the position papers of the said concerned students on the Student Code.

On the Miag-ao Tricycle Accident (July 2012)

This June, during a courtesy call with Chancellor Rommel Espinosa of UP Visayas, SR Macuha asked for updates regarding the unfortunate Miag-ao tricycle accident last 13 July 2012. This accident unfortunately took the lives of UP Visayas Public Health student Alyssa Naranjo and the driver, Mr. Carlito Muzones. Two students, also from Public Health, Bealou Patrishe Galupo and Jimel Tolentino, were then in critical status which prompted Chancellor Espinosa and Vice Chancellor for Administration Nestor Yunque to sign a guarantee in behalf of the said students. According to the Chancellor, it was a measure to ensure that the said lives shall be saved and be given appropriate medical attention despite financial difficulties. Fortunately, the two survived the accident and are currently recovering from their gruesome experience.

The OSR lauds with highest regard the swift actions undertaken by the UP Visayas Administration, and also recognizes the help that the UP System Administration led by Pres. Alfredo Pascual and the UP Alumni Association. However, both Chancellor Espinosa and Vice Chancellor Yunque disclosed that they are still indebted of around Php 1.3 million to Iloilo Doctors Hospital and West Visayas State University Medical Center for the medical fees of Galupo and Tolentino. Thereby, the OSR humbly asks the Honorable members of the Board to assist our administrators from UP Visayas in raising this amount.

On Socialized Tuition System

Last 03 July 2014, the OSR conducted a grievance consultation on the initial results of the Socialized Tuition System held at the UP Diliman University Food Service. Students from UP Diliman, UP Manila, UP Visayas and UP Los Baños, several faculty members of UP Diliman,and a parent of a student in the College of Music attended the said consultation.

Among the issues, concerns, and questions raised on the consultation were the following: 1. Several students were put in a bracket beyond their capacity to

pay.Representatives from the UPD Business Administration Council and UPD Engineering Student Council also reported of cases where sibling that input the same information were assessed with different brackets. Last, self-supporting students who were asking whether their income while being a working-students are being taken against them.

2. The problem on information dissemination and coordination which was already reported by SR Macuha. Several staffers were not informed regarding the release of UP Mail accounts to UPM College of Nursing students. According to the UPM Nursing Student Council Chairperson Irish Palomeno, this hindered one- fourth of their population in applying for STS.

3. Students maintain that the question does not really contextualize their capacity to pay. The parent present also raised the concerns of some vague questions on the STS questionnaire. She also added that she was insulted with how some questions were phrased.

Furthermore, several student councils across the UP System have started conducting their own series of consultation throughout the month in order to gather the sentiments of students with regards to STS. Attached are the different statements of student councils regarding STS.

The said consultation among students, and student councils were the main basis of the motion of the Student Regent to be discussed in the meeting. The Office of the Student Regent, together with the support of the majority of student councils across the UP system, maintains that the Socialized Tuition System is a form of de facto tuition increase and alienates those coming from low income brackets in the university. Furthermore, the students and the OSR pray to the Honorable Members of the Board to grant the said motion.

To the UP Board of Regents:

The Office of the Student Regent expresses strong disappointment and objection to the hasty deliberation on the motion for approval of the UP Master Development Plan 2014. The UPD MDP 2014, which will affect more than 50% of over 9,000 households registered through the 2011 census conducted by the Office of Community Relations, has not undergone proper consultations with the affected communities and has yet to fulfill many prerequisites for consideration of approval.

In line with the guiding principles of the said project, the OSR would like to put in question its adherence to procedures involving investigation and analyses such as, but not limited to, the following:

- Environmental Impact Assessment - Social Impact Assessment

- Long-term, sustainable relocation plans for displaced communities

It has also come to our attention that the absence of consultation and collective decision-making has led to retaliations from the administrators coming from the College of Science and the College of Engineering as this project shall greatly affect a big chunk of UP’s land allotted for their academic use.

The Student Regent urges members of the Board to take these matters into consideration before coming up with a hastened approval of the UP Master Development Plan 2014. Such a decision impacts largely on the perceived public character of the University of the Philippines, and needs to be carefully studied and weighed through a clear, transparent, and democratic process to yield viable decisions.

To the Board of Regents:

The Iskolar ng Bayan’s fate has long rested on the hands of only a few – administrators primarily – with regard to availing “affordable” tuition rates. In reality, not all students would appeal for a lower bracket. Even worse, not all of these appeals will be entertained. And the sad truth is that only a handful will be granted. This circumstance has proven the effectivity of a socialized tuition mechanism when it comes to generating income and profit from the University’s primary stakeholders – the students. Time and again, we have exhausted this means of bargaining; always burdened by proving our financial incapacity, always settling for relatively lower tuition rates. We endure the skyrocketing cost of this supposedly accessible education even at the expense of working extra hours, resorting to debts, and selling valuable investments. Now this forbearance must come to an end. If the socialized tuition scheme shall not be put to a halt, future generations of Iskolar ng Bayan will continue to be deprived of quality tertiary education. A plethora of this nation’s youth will remain to suffer the same denouement as those who have lost the heart to struggle. Reclaiming the right to education is not merely an option but a sacred duty incumbent upon today’s youth.

The Katipunan ng mga Sangguniang Mag-aaral sa UP (KASAMA sa UP) has gathered support from students across the UP System and we wish to forward this demand to the Board of Regents at the 1299th BOR Meeting this 31st of July, 2014.

We demand that the UP Administration adhere to the following calls as well: 1. OPPOSE TUITION INCREASE

2. STOP FEE HIKES

3. JUNK THE SOCIALIZED TUITION SYSTEM 4. ROLL BACK THE TUITION

5. NO TO COMMERCIALIZED EDUCATION 6. UPHOLD THE PUBLIC CHARACTER OF UP
