2 Administration
2.1 Facilities
The Manager Training and Checking (MTC) is the controlling Manager of these facilities.
The rooms and equipment are available for use by more than one division within the company therefore it is essential that the booking procedures are adhered to. If for unforeseen reasons an approved training room will not be available the MTC will seek an alternative venue of equivalent standard.
For ground courses, the ground instructor should ensure that any required equipment for ground training is adequate for the intended course format. In the event that some of the planned equipment is not available or is unserviceable, the ground instructor is to discuss with the MTC as to alternative means of achieving the required learning outcome. Ground Instructors should report any deficiencies to the MTC.
The MTC is responsible for ensuring an audit of each training facility is conducted and meets the required company and regulatory standards.
An audit shall be completed prior to seeking CASA approval and conducting training at the facility. Further audits should be conducted at intervals not exceeding 30 months.
Audits may be completed by Training and Checking Department personnel or by the Group Compliance and QA Department. Audits will be completed using the Rex Training and Checking Facilities Audit Checklist. Refer to Chapter 7 of the Group Safety Management System Manual and the Group Audit Manual.
Once a facility has been audited and approved for use, it should be included in the list of approved facilities.
The table below lists the approved training facilities and rooms.

2.1.1 Flight Simulator and Synthetic Trainers
Simulators approved for use by Regional Express must be qualified under CASR Part 60 and to the requirements prescribed in the Manual of Standards. Withdrawal of such Regulatory approval immediately removes that synthetic trainer as an approved training device.
The simulators are used to conduct the Safety and Standards Maintenance and Assessment Programme (SASMAP).
Simulator Instructors, and Check Captains shall ensure that the simulator is equipped and serviceable for the type of session being conducted and if the session requires use of the specific inoperative item (or system), the respective item(s) must be operative.
If the unserviceability is with the Instructor Operator Station (IOS), visual or motion system (if not being used as fixed base training device), or there be any equipment or document missing, or any unserviceability that they believe may impact on the exercise, then the Instructor or Check Captain shall contact the applicable Fleet Standards Manager or Manager Training and Checking for guidance prior to starting or continuing the scheduled session.

2.1.1 Booking Procedures
The Crew Planning Officer at the Network Operations Centre is accountable for training room allocation. Instructors should not book or allocate rooms without prior consultation with Network Operations.
2.1.2 Ratio of Candidates to Facilitators
Under normal circumstances, class sizes will be restricted to 15 candidates per facilitator. This ratio may be varied by the Manager of Training and Checking in consultation with the facilitator under special circumstances.
2.1.3 Flight Simulator and Synthetic Trainers

2.1.7 Aircraft Training Devices
Regional Express may utilise a representative training device or pictorial presentations, as an alternative to using the actual aircraft or required equipment. Representative training devices (such as a Door Trainer) will accurately reflect the actual aircraft specification and operation.
Pictorial presentations may be used where there is either a Work Place Health and Safety hazard identified that may cause harm to people or aircraft for example Flight Deck Window exit, or practical demonstration is challenging and impractical for example sea dye or flare use.
The Manager Training and Checking will obtain CASA approval via submitting the appropriate CASA forms and supporting documentation where required, prior to the use of new representative training devices, mock ups or pictorial presentations.
2.1.8 Flight Deck Escape - Boeing 737
Assessment of the practical operation of the Flight Deck Windows on the Boeing 737 for the purposes of Flight Deck egress, may be performed by a CAO 82.0 approved (B737) Check Captain during the conduct of a SASMAP check, or a CAO 20.11 approved (B737) Emergency Procedures Instructor during the annual CAO 20.11 Emergency Procedures Revalidation course. Where a CAO 82.0 approved Check Captain performs the assessment, the RO.736 “Boeing 737 Flight Deck Escape Assessment” form shall be completed.

2.2 Training Files
CAO 82 and CAO 20.11 requires an operator to maintain a training file for all crew members, i.e. Pilots and Flight Attendants.
Each crew member's personal file will contain details, as appropriate to crew member category, of:
each ground training course completed or attempted, including the results for each phase or subject and the final assessment of the standard achieved:
ground training courses include Engineering Ground Schools, Crew Resource Management, Dangerous Goods, Emergency Procedures Proficiency Testing;
each endorsement training course completed or attempted, including the results of each phase of training, the number of times each exercise was undertaken and the results of each test or check;
each flight or simulator proficiency check completed or attempted, including the number of times each exercise was undertaken and the results of the checks; and
any other period of training undertaken in an aircraft or simulator, including the exercises completed, and an assessment of the standard achieved.
Short Term files (12 months) shall be held at Flight Operations Sydney. Where required, long term files may be archived in accordance with Company procedures.
Storage and security of the Training Files is the responsibility of the Crew Resources Manager.
Access to the Training Files is restricted normally to the following staff:

Access to the Training Files by other persons is to be specifically approved by either the General Manager Flight Operations/Chief Pilot, Manager Training and Checking, or the National and/or Assistant Flight Attendant Manager.

shall ensure that the documents pertinent to the training or check undertaken are carefully, accurately and fully completed and the comments brought to the attention of the crew member being trained or checked before submitting. When the assessment form is complete, the crew member must be made aware of all assessments, gradings and comments, and may be asked to sign it. If the crew member disagrees with the assessment, he/she must be referred to the Manager Training and Checking, the Assistant Flight Attendant Manager for Flight Attendant T&D Manager for
consideration. Where electronic “documents” are used, the crew member may raise any disputes directly with the Manager Training and Checking, Assistant Flight Attendant Manager or Flight Attendant Training & Development Manager. The Manager Training and Checking must be made aware of any disputes that relate to this manual or a person exercising privileges granted by this manual.
If the crew member under assessment requests a copy of his/her assessment form, it will be supplied. The Documentation will then be forwarded to Flight Crew Records for update of Merlot, and then for retention in the crew member’s file. Course
Attendance Records are to be forwarded to the Flight Crew Records Officer for storage.
The Training File will be prefixed by a Crew Records Cover Sheet that contains crew member identification and currency summary information. Training records are to be maintained whilst personnel are employed with the Company and thereafter for a period of two years.
NOTE
Check Captains/Check Flight Attendants are responsible for immediate notification to Network Operations Centre in the case of an unsatisfactory check.

2.3 Flight Crew License/Rating Issue
For authorised Part 142 activities the Flight Examiner will not endorse a pilot's license unless the required supporting documentation is complete.
It is the responsibility of the Flight Examiner to ensure that applicant’s licenses and medicals are valid and current, and that all documentation pertaining to the issue of licenses or ratings have been sighted and are true and correct.
2.4 Aircraft Scheduling for Training
Scheduling of aircraft for training or checking flights will be carried out by the Network Operations Centre.
Notification to the Check Captain of the allocated aircraft scheduled for the flight detail will be advised via the Crew Briefing sheet generated at duty sign-on time.
2.5 Carriage of CASA Inspectors on Training or Checking Flights
CAR 262 authorises CASA Flight Operations Inspectors to undertake surveillance of an airline's training and checking activities. This is more fully described in Chapters 5 and 12 of the Regional Express Policy and Procedures Manual.
CAO 82.0 authorises CASA to issue an Approval to pilots nominated by the Company as Check Captains. The approval processes requires CASA Flight Operations
Inspectors to make assessment as to the suitability of the Check Captain nominee by observing them conduct a check flight.
It must be clearly understood that, at all times, the Captain employed by, and nominated by the Company is the pilot in command. The CASA Flight Operations Inspector has no command responsibility in connection with the flight.
2.6 Reporting Training Incidents
Should an aircraft sustain damage or be involved in a potentially hazardous incident the Check Captain shall notify the Manager Training and Checking before continuing with the flight.
A detailed description of the procedure for the reporting of accidents and incidents can be found in the Group Safety Management System Manual (GSMSM).

2.7 Flight Time Limitations – Training
Aircraft training shall be limited to Line Training, and training on specific equipment or procedures that are not able to be replicated in a flight simulator but does not involve simulated OEI or other abnormal operations. Aircraft Training shall be planned in accordance with CAO 48.1 or any CASA approved Fatigue Management System (FMS).
Training and checking will be conducted in accordance with the normal Flight and Duty Time limitations with the following exceptions:
Any training flight, excluding simulator and line training, may not be planned to exceed two (2) hours flight time but may be extended to two and a half (2.5) hours flight time due to ATC or similar delays after which a minimum period of thirty (30) minutes ground rest must be taken.
Training, checking or conversion sessions conducted in the flight simulators will be limited to a maximum of five (5) hours in the simulator. In addition, briefing times will be limited to a maximum of two (2) hours for pre-briefings and one (1) hour for debriefings. Total training duty time including briefing and debriefings, however excluding deadheading, cannot exceed eight (8) hours.
NOTE
The Manager Training and Checking may vary these times on a case by case basis.
2.8 Simulation of Emergencies and Abnormal Situations
During line training the following is not permitted:
The deliberate disabling of, and or tripping of circuit breakers.
Simulated IMC conditions are not permitted.
The deliberate degrading of system(s) capability.
Deliberate errors, or simulating pilot incapacitation .

2.9 Recency Requirements – Pilots
The following procedure applies to all pilots.
The Company may revalidate a pilot either in the simulator or in an aircraft. Use of the simulator is dependent on the accreditation level of the simulator and the assigned credits.
A Flight Crew Status Report must be completed and issued to the Network Operations Centre on completion of a pilot revalidation. If a Check or Flight Test is required as part of the revalidation process a Pilot Assessment Report form (RO.104) must also be completed.
2.9.1 Recency Requirements
Pilots must comply with Recency Requirements published in the CASR or exemptions as published in the PPM.
Pilots-in-Command
Captains must undergo a Proficiency Check if recent experience is outside ninety (90) days. Refer to the recent experience table for any additional training requirements.
If the Captain has not flown as a crew member in the preceding forty five (45) days he/
she must complete either:
a simulator refresher course (of a minimum one (1) hour inclusive of two (2) takeoffs and landings), or
undergo a supervised flight by a Check Captain or Training Captain for the purpose of currency. The Check or Training Captain must occupy a control seat.
First Officers
First Officers must undergo a Proficiency Check if recent experience is outside ninety (90) days. Refer to the recent experience table for any additional training requirements.
If the First Officer has not flown as a crew member in the last forty five (45) days he/
she must complete either:
a simulator refresher course (of a minimum one (1) hour inclusive of two (2) takeoffs and landings), or
undergo a supervised flight by a Check Captain or Training Captain for the purpose of currency. The Check or Training Captain must occupy a control seat.

2.10 Recency Requirements – Check and Training Captains
A Competency Assessment is conducted on all Training and Checking Pilots as indicated in Chapter 7.21.1 of this manual. To ensure their continued competence and compliance with the Training and Checking Manual. This Assessment is conducted by person listed in the Flight Operation Approval Register or an independent assessment by CASA in the course of their normal surveillance duties.
Where a Training or Check Captain has not performed any associated duties in an aircraft or simulator within the preceding 12 months a Competency Assessment must be completed in accordance with Chapter 7.21.1 of this manual.
2.11 Recency Requirements – Flight Attendants

2.12 Training Sequence
The training sequence or Programme for Pilots and Flight Attendants is detailed below.
The contents of each course is detailed in its respective Chapter or Subsection contained in this Manual. The Manager Training and Checking is to create a Training Programme for all individuals who are outside the Line Operations routine programme of Check and Training which is called the Safety and Standards Maintenance and Assessment Programme (SASMAP).
2.12.1 Pilots
Training of pilots is divided into two sections - First Officer Training and Command Training. The individual programmes for each section are detailed below.
First Officer Training
First Officer training is conducted for:
First Officers new to type,
First Officers returning to type,
Captains being downgraded to First Officers, and
First Officers new to the Company with an applicable type rating.
The purpose of this training is to familiarise the candidate with the operating
procedures from the RH seat, develop operational skills, consolidate standard operating procedures and provide network familiarisation.

^5.4E Proficiency Check will be undertaken where the candidate requires the issue of an ATPL.
Captains returning to type as First Officers shall undergo training as stipulated in the
“Recent Experience Requirements” in Chapter 2 of this manual.
Where Technical course training, Simulator Training and the Type Rating Proficiency Check are undertaken by a 3rd Party Part 142 operation, the Candidate will undergo training as described in the “New to Company, existing Type Rating” column, except where the minimum Line Training shall be not less than 50 sectors.
2.12.2 Remedial Training
Remedial training may be undertaken following a crew member’s unsatisfactory standard if it is believed to be beneficial in mitigation identified deficiencies. If remedial training is planned it must be approved by the Manager Training and Checking / AFAM, the applicable Standards Manager, Flight Attendant Training &
Development Manager, or Emergency Procedures Coordinator.
2.12.3 Persons Authorised to Develop Training Plans
Only persons that are listed in the 'Flight Operations Approvals Register' are permitted to develop training programs. All training programs are required to be approved by the Manager Training and Checking/AFAM, the applicable Standards Manager, Flight Attendant Training & Development Manager, or Emergency Procedures Coordinator.
2.12.4 Development and Content of Training Programs
Authorised Persons must fully consider the performance of a crew member that is Subject to Operational Clearance when developing their Training Program. Items that may appear to be isolated can be an indication of wider ranging deficiencies. Training Programs must be designed to explore the candidates skill sets to ensure this is not the case.
In constructing Training Programs, Authorised Persons must review the need for remedial training in the following areas:
Human Factors.
– Specific course or mentoring provided by line training staff.
Technical Knowledge.
– Specific course or instruction provided by line training staff.

2.12.5 Subject to Operational Clearance
A crew member is “Subject to Operational Clearance” (SOC), when the crew member does not meet the requirements to conduct line operations as part of a normal line qualified crew compliment. An SOC crew member will be removed from line operations. A crew member will be made SOC for the following reasons:
Undergoing training to qualify and yet to achieve Clear to Line Status.
Failure to qualify.
Recency has lapsed.
Unsatisfactory standard achieved in a required SASMAP assessment.
Unable to maintain the required medical standard.
Presentation of required manuals that do not meet current revision status.
following an incident where the GMFO, MT&C, relevant Standards Manager, AFAM, EP Coordinator or FATDM deems that retraining is required.
Where an investigation is initiated (that may or may not directly investigate the crew member) by the Board, Management Committee, Flight Operations or the Human Factors Group.
Removal from SOC requires authorization from either the:
AOC Holder/Chief Operating Officer;
Manager Training and Checking;
Relevant type Standards Manager;
General Manager Flight Operations / Chief Pilot;
Flight Attendant Training and Development Manager;
National Flight Attendant Manager;
Emergency Procedures Coordinator;
Assistant Flight Attendant Manager;
Where a candidate who is SOC for standards reasons has successfully completed the prescribed remedial training that was authorised by a person listed in 2.11.3, and has successfully completed the remedial training and recheck program, the candidate may be removed from SOC by the Check Captain or Check Flight Attendant who conducted the assessment.
A crew member who is SOC solely for the purpose of undergoing training to qualify, may be removed from SOC by successfully completing a Clear-to-Line assessment.

2.12.6 Assessment Following Unsatisfactory Standard
Subject to the successful completion of training the crew member can undertake a further assessment. The crew member must demonstrate, without assistance, that deficiencies have been remedied.
Crew members that satisfactorily complete their assessments may return to line operations upon successful completion of the authorised remedial training and
assessment, and the submission of the required records of training assessments. (Refer to 2.20.1 of this manual for the relevant forms).
The unsatisfactory completion of any item contained in a Training Program or the unsatisfactory completion of an assessment following training must be referred to the Manager Training and Checking.

2.13 Pilots Safety and Standards Maintenance and Assessment Programme (SASMAP)
CAR 217 requires a pilot to undergo two (2) checks per calendar year. The SASMAP ensures that a pilot will undergo at least two (2) simulator and two (2) line check within a twelve (12) month period. Line checks are not considered tests in order to meet the requirements of CAR 217(2).
To qualify for entry to the SASMAP, a pilot must hold a type rating on the aircraft type, and have successfully completed the required training course outlined in 2.13.1 of this manual.
NOTE
The Manager of Training and Checking may vary the requirement for two (2) line checks in a twelve month period, to not less than one (1) line check in a 12 month period.
When varying this requirement the MTC shall consider:
• Candidate’s experience on type.
• Candidate’s recent experience.
• Candidate’s performance in previous assessments.
2.13.1 Cyclic Training and Proficiency Programme
The Cyclic Training and Proficiency Program (CTPP) is designed to meet the standards of CASR Part 61 Manual of Standards and CAO 82.
It also enables assessments of the pilot's proficiency in flight management techniques including areas of crew resources, flight / autoflight and threat and error management.
The programme is designed normally to assess a Captain and a First Officer in the one session. Where this is not possible the simulator exercise is adjusted to ensure all matrix items are achieved for the Pilot under assessment.
Additional simulator sequences may be included as directed by the Manager of Training and Checking.
The programme requires all pilots to undertake four (4), simulator sessions per year comprising two (2) two (2) day sessions. Day 1 and Day 2 of the CTPP session will normally abut. With the approval of the Manager Training & Checking, the maximum period between Day 1 and Day 2 may be extended to 28 days.
Successful participation in the SASMAP (approved Training and Checking System) allows the pilot to exercise the privileges of their licence as required by the company Part 61.040 exemption against various recency requirements to part 61. A valid class one medical certificate must be held for line operations.

A pilot shall be deemed to have joined the programme once that pilot has successfully completed the Proficiency Check 5.4D (Saab 340)/ 6.4D (Boeing 737) as appropriate.
The crew members’ CTPP will cycle through Session A followed by Session B. Where a session is missed the CTPP may be recommenced from the Proficiency Check 5.4D/
6.4D (as appropriate to the type) or the CTPP Session missed.
Where a pilot joins the programme part way through the three-year cycle, that pilot will commence at the current CTPP Session A of the programme.
A pilot is deemed to have the left the CTPP on resignation.
Where a pilot has left the programme and sub-sequentially completed a Proficiency Check, such a check will displace the current Session B of the CTPP.
2.13.2 Rules of Operation
The programme is to run on a three-year cycle of six (6) simulator sessions. Each Session will normally be scheduled for 8 hours, inclusive of four hours simulator time . A Line Check (5.4B/6.4B) will normally be conducted between each CTPP session A and CTPP Session B. Every pilot will complete a Line Check at intervals not exceeding 12 months.
The CTPP will be conducted within the following framework:
The CTPP will be conducted using the simulators identified in section 2.1.3.
The CTPP Matrix is the syllabus for the Cyclic Training Proficiency Programme.
CTPP Sessions will be completed within a 180 day period from the previous CTPP Day 2 Session or Operator Proficiency Check 5.4D/6.4D. A CTPP session may not be completed earlier than 4 months from the previous CTPP session.
Assessment of individuals in the CTPP will be either:
– competency (C) based in accordance with Chapter 2.14.4 or,
– evaluated (E) in accordance with MOS 61 and graded in accordance with Chapter 3 of this manual, and the outcome appropriately recorded.
Where a syllabus item is deemed to be unsatisfactory it may be repeated in accordance with Chapter 3 of this manual.
Credits issued in accordance with section 3 of this manual will be valid for a period of 28 days.
Where a sequence has not been completed to the required standard, and cannot be further repeated, the pilot will then be removed from flying duties.
Where applicable, remedial training will be provided in accordance with this manual. The respective CTPP Session must then be repeated. Credits may be issued in accordance with Chapter 3 of this manual.
