IMPORTANT:

Bidders must acknowledge receipt of this Addendum. All documents must be fully executed at the time the Bid is submitted. All information contained herein, including:

Addendum to the Contract Forms; Addendum to Drawings; referenced attachments shall form a part of this Addendum.

This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents dated 13 February 2022.

RESPONSES TO CONTRACTORS’ QUESTIONS (From Pre-Bid Meeting)

Q1: Is the contractor responsible for construction layout?

R1: Yes, the plans provide horizontal and vertical control points for contractor’s use.

The design survey and grading files can be provided to awarded contractor for contractor’s field verification upon request.

Q2: Is GPS survey equipment permitted?

R2: Yes, access to the control will need to be coordinated. It was noted that leaving the unit within an operational pavement object free area is not permitted. Secondary control may be required of the contractor for certain work areas.

Q3: Can you explain the Taxiway C drainage item?

R3: This is a lump sum item that covers the demolition, excavation, backfill, pipe, structure and connections as outlined in the project specifications. The hot mix asphalt will be measured and paid separately under the unit price of asphalt.

Q4: Is there concrete paving work required?

R4: No, the concrete was highlighted to draw contractor’s attention to it for bidding/construction awareness.

Q5: The marking quantities seem to be off as there is more temporary than permanent.

R5: Will review the quantity take off, but there is some temporary marking and marking removal associated with the Taxiway C work areas that may be impacting that number.

See Addendum 1 for updates to the marking quantities.

Q6: Is the contractor responsible for acceptance testing?

R6: No, acceptance testing is the responsibility of the owner. The contractor is required to provide quality control testing in accordance with Item C-100 and P-401. It was noted that the contractor is responsible for pavement cores per P-401.

A. Opening and Introductions

ADCI advised that this project will be following federal requirements for bidding and construction.

6. Bid Questions

Any questions or interpretations of the plans, specifications or documents must be submitted, in writing, no later than close of business on March 7, 2022, to Mr.

Keith Fritz of ADCI. Questions can be submitted via email to kfritz@adci- corp.com

7. Instructions to Bidders`

a. It is the intent of the OWNER to award a Contract to the lowest responsible Bidder providing the Bid has been submitted in accordance with the requirements of the Bidding Documents and does not exceed the funds available. The OWNER shall have the right to waive informalities or irregularities in a Bid received and to accept the Bid which, in the OWNER's judgment, is in the OWNER's best interest.

b. The OWNER shall have the right to accept Additives in the order included in the documents,

2. Bid Bond/Bid Security

a. Carefully read and comply with the requirements set forth in the General Instructions for Bid Bonds.

b. Bid Bond shall be in the amount of ten (10%) percent of the Base Bid.

3. Contract Forms

a. The successful Bidder will execute the Agreement contained in this section with the Owner and return it within 20 calendar days of Notice of Intent to Award.

b. The PennDOT Bureau of Aviation may check the Prime and all Subcontractors for debarment from work in Pennsylvania, and the Federal Aviation Administration may check the Federal SAMS list.

c. Lobbying Certification Form – completed and signed d. Waiver of Lien Form – completed and signed

4. Performance Bond

a. The successful Bidder will execute the Bond contained in this section with the Owner for an amount equal to 100% of the amount awarded for Performance and Payment.

b. This Bond shall remain in effect for a period of two (2) years after the date of final payment.

5. Labor and Material Payment Bond

a. The successful Bidder will execute the Bond contained in this section with the Owner for an amount equal to 100% of the amount awarded.

b. This Bond shall remain in effect for a period of two (2) year after the date of final payment.

6. Statutes and Regulations Required by SARAA

a. This section of the Project Manual contains information regarding acts/laws that are required by the federal/state/locality where the project is located.

7. SARAA General and Supplementary Conditions

a. General Conditions – This section contains SARAA General Conditions. It was noted that the insurance requirements may be different than standard DOT projects, the contractor should review in detail.

b. Supplementary Conditions- This section contains the Supplementary Conditions

• DBE Goal – Nine and nine tenths percent (9.9%) of the original contract amount. No Subgoals are included.

• Contractor will be required to submit Form HIA DBE-1 within 24 hours of bid opening.

• Monthly Status Report, Forms A, B, and C will need to be submitted with each application for payment. The airport noted they can assist at the onset as some of these forms may be more than contractor is accustomed to filling out.

• Davis Bacon Wage Rates apply to the work on this Project.

8. FAA General Provisions a. General Provisions

This section of the Project Manual contains the FAA Standard General Provisions required for all contracts on airports involving Airport Improvement Program (AIP) Funding.

9. Division 1 – General Requirements a. Special Provisions

To tailor the Project for local conditions and requirements, this section also contains Special Provisions.

b. Items for consideration

• Items that increase or decrease by less than 25% can be approved by a change order with proper justification and approval before work begins.

• Pay quantities shall be based on measured field quantities.

SARAA. Included with each pay app will be all DBE forms required per SARAA Supplementary Conditions and certified payrolls. Contractor’s and Sub-Contractor’s first and last payrolls must be notarized and original hard copy provided.

▪ Contractor is responsible for construction layout. The Engineer shall establish necessary horizontal and vertical control.

• Project Bulletin Board – Post immediately including wage rates, wage rate posters, and EEO policies. Information may be maintained in a project binder. Details will be determined at Pre-Construction meeting.

• Contractor shall maintain As-Built Drawings that shall be provided to the Engineer at completion of the project. Retainage will not be released until the as-built drawings are received.

10. Technical Specifications

a. Aviation Technical Specifications have been prepared in accordance with FAA Advisory Circular (AC) 150/5370-10H, Standards for Specifying Construction of Airports.

b. ADCI advised the Contractor to review each item carefully in regards to what is incidental, what is being measured and how items are being paid for as required.

c. Availability of Advisory Circulars (AC’s). Current copies of FAA ACs applicable to a project are available to prospective bidders, on the FAA Website at www.faa.gov.

D. General Project Scope

ADCI provided an overview of the general project scope as follows:

1. Base Bid

The Captial City Airport Rehabilitate Taxiways project is a taxiway rehabilitation project. The base bid consists of the rehabilitation of existing Taxiway’s B and C. The rehabilitation will include the conversion of the existing w section taxiways into crowned taxiways. Proposed rehab will also include the adjustment of existing inlets to match newly proposed grades and proposed marking in accordance with FAA standards.

2. Additive No. One (1)

This portion of the project includes a mill and overlay of the existing Taxiway A East Run Up Pad. This will consist of a 2 inch Mill and 2 inch Overlay of the existing pad, and replacement of existing marking.

3. Additive No. Two (2)

This portion of the project includes a mill and overlay of existing Taxiway J. This will consist of a 2 inch Mill and 2 inch Overlay of the existing pad, with leveling course proposed where necessary to maintain the existing crowned profile.

4. Additive No. Three (3)

This portion of the project includes a mill and overlay of existing Taxiway D. This will consist of a 2 inch Mill and 2 inch Overlay of the existing pad, and replacement of existing marking.

5. Additive No. Four (4)

This portion of the project includes a mill and overlay of existing Taxiway L. This will consist of a 2 inch Mill and 2 inch Overlay of the existing pad, and replacement of existing marking.

Construction Safety and Phasing Plan contained in bid book that has been submitted to the FAA for approval.

2. Safety Plan Compliance Document (SPCD)

a. Pursuant to the requirements set forth in Federal Aviation Administration (FAA) Advisory Circular 150/5370-2G, an SPCD for this project shall be submitted to the Owner, Engineer, FAA and PENNDOT Bureau of Aviation (BOA) for review and approval.

3. General Operational Safety/Phasing Requirements

a. Engineer provided a brief overview of the Airport Operational Safety and Phasing Plans.

b. Staging areas – identified on plans.

c. Haul routes – identified on plans.

H. Open Discussion and Questions

Several questions were posed at the meeting and the Engineer advised that the questions and their responses would be included in Addendum No. 1 as part of the minutes. Please see addendum 1 (dated 2/25/2022) for responses to questions from the prebid meeting.

1. Site visit should be coordinated through SARAA; Mr. Jamie Sides, Project Manager, 717-525-1171.
