Update to ECE Services using

Student Management Systems

An electronic information system to collect

participation data on children in ECE.

Move from paper-based to electronic collection of

information that you already enter into your Student

Management System (SMS).

Provide a system to help move ECE funding on-line in

future.

Why we need ELI

There are over 180,000 children enrolled in 4,300 ECE services.  Government invests over $1.4bn a year in children’s

early education.

 A core Government target is to increase participation in early childhood education to 98% by 2016.

BUT currently we have…..

No information on actual day-to-day child attendance at ECE. No way of assessing the impact that ECE has on

Prior ECE participation rates by ethnic group (2000-2013)

(measured at entry to school)

Help to prove the value of ECE in children’s educational

achievement over time in New Zealand.

Identify participation trends, and the impacts on children’s

learning, including fragmented attendance.

Shift the focus to each child’s participation and progress

through to the compulsory and tertiary education sectors.

Help the Ministry to monitor the impact of new policies and

better forecast demand for ECE and Government expenditure.

How ELI works with your

Student Management System (SMS)

The Ministry has worked with SMS providers during

the development of ELI.

SMS collect data for services in different ways.

Some ELI requirements are already being met by each

SMS but others have been developed.

This means there is some change for services using an

SMS, but on a limited scale.

Confirm child enrolment and attendance data.

ECE Return submitted through your SMS

replaces the paper-based RS61.

You can check system status

Important Reminders

ECE services must ensure that parents/guardians:

Sign and date the Enrolment Agreement Form.

Sign and date any changes to the Enrolment Agreement

Form, including 20 Hours ECE attestation.

Regularly review and sign the attendance register.

Any changes to children’s records in ELI should match the

Enrolment Agreements and attendance record signed and

dated by children’s parents/caregivers.

ECE services must ensure that:

Everyone in the service knows their obligations under the

Privacy Act 1993

All personal information is kept private and secure

Staff access to ELI and National Student Index is authorised

by the ECE Service

A National Student Number (NSN) is part of a secure

system designed to protect the privacy of individuals.

ELI brings forward the use of an NSN from enrolment

at school to when a child first enrols in ECE.

Over 135,000 NSNs have already been allocated

to children enrolled in ECE services during 2013.

You can view your service’s data held by the

Ministry through online ELI Reports.

You can check this information against the

information held in your SMS.

You will need an Education Sector account logon

and password to access ELI Reports.

A child can be enrolled at more than one service

(dual enrolment).

BUT...

 A child cannot have more than one enrolment at a service (duplicate enrolment).

Some services have used duplicate enrolments to manage: Invoicing to more than one parent/caregiver

Educator payments in Home-based ECE services.

 Your SMS has been changed to enable you to manage this.

Each service must confirm their ELI data is

accurate to the best of their knowledge.

Services can review the data sent to the Ministry

using ELI Reports on

A Confirmation function has been included

in the SMS development for ELI.

Data must be confirmed at least monthly, but

may be more frequently depending on your SMS.

 The ECE Return replaces the RS61 Roll Return and collects data about the staff in your service, teaching language and wait times.  In 2014:

The ECE Return will cover the week beginning 23 June 2014.  You will submit an ECE Return through your SMS if your

service is using ELI by May 2014. All other services will complete an RS61.

The Ministry will confirm which Return method you should use. The ECE Return will replace the RS61 for all services from 2015.
