The Jefferson County, Missouri, Council conducted a Regular Meeting on Monday, April 13, 2020 at 6:30 p.m. Due to the Countywide State of Emergency, the issues surrounding COVID-19 and at-risk populations, the meeting was conducted via telephone conference.

I. CALL TO ORDER

County Executive Dennis Gannon called the meeting to order at 6:31 p.m.

II. INVOCATION

Council Executive Gannon gave the Invocation. III. PLEDGE OF ALLEGIANCE

Recited. County Executive Gannon recognized Veterans and active military for their service.

IV. ROLL CALL

VIII. APPROVAL OF THE AGENDA

Council Member Reuter made a motion to remove Bill No. 20-0402, seconded by Council Member Terry. There was discussion about the state of the County budget and the need for security.

Council Member Hendrickson made a motion to approve the Agenda as presented, seconded by Council Member Reuter.

Council Member Hendrickson made a motion to approve the March 23, 2020 Regular Meeting Journal, seconded by Council Member Reuter.

XI. REPORT FROM COUNTY EXECUTIVE

County Executive Gannon reported on the Sales Tax numbers and on the expenses/costs incurred so far due to the COVID-19 emergency, noting he is daily communication with Health Department Director Kelley Vollmar. County Executive Gannon asked Director of Emergency Management Warren Robinson to give a status update.

Council Member Hendrickson made a motion to introduce and read the Bills on the Consent Agenda by title or in its entirety, seconded by Council Member Reuter. Council Members Perry and Hendrickson read the following Bills by title or in its entirety.

Council Member Hendrickson made a motion to approve the Bills on the Consent Agenda as presented, seconded by Council Member Stallman. Council Member Groeteke had a question on Bill No. 20-0407 (Recycling Grant) and asked further clarification be provided to him.

Bill No. 20-0334 – District 7– Subdivision Street Maintenance Agreement - The Barrett’s At Cedar Ridge HOA Council Member Terry made a motion to place Bill No. 20-0334 on its second reading by title, seconded by Council Member Groeteke. Council Member Perry read the Bill by title.

Council Member Terry made a motion that Bill No. 20-0334 be perfected and moved to Final Passage, seconded by Council Member Groeteke.

XXI. REPORTS AND COMMENTS FROM COUNCIL MEMBERS

District 1 - Council Member Haskins:

Thanked Councilmembers Hendrickson, Perry and Stallman for their support on the Public Nuisance changes.

District 2 – Council Member Reuter:

• Thanked Sheriff Marshak for an update he provided and sent her prayers to first responders; • Thanked the Arnold Food Pantry and the Peace Pantry for their efforts in this time of need;

County Executive Gannon also thanked the Sheriff his help during the latest incident.

District 3 – Council Member Hendrickson: • Echoed Councilmember Reuter’s remarks;

• Expressed appreciation to Hefferson County Health Department Director Kelley Vollmar and Director of Emergency Management Warren Robinson for their efforts.

District 4 – Council Member Groeteke: • Urged County residents to shop Kimmswick;

• Expressed hope the pandemic ends soon and expressed concerns about small business; • Mentioned he had held discussions with Todd Tracey of EDC.

District 5 – Council Member Perry: • Thanked all for their efforts;

District 6 – Council Member Stallman:

• Thanked County Executive Gannon, Director of Administration Courtway and County Counselor Yates for their work on the day to day operations.

District 7 – Council Member Terry:

• Thanked County Executive Gannon, Director of Emergency Management Robinson, Director of Administration Courtway, County Counselor Yates and County staff for their efforts;

• Thanked the Sheriff for his report;
