Administrative

• Parks staff toured the new Meeks Bay Trail project site

• Parks and Accounting staff met with the Tahoe City Kayak operator to discuss contract payments • Parks staff toured the Truckee River Trail project site to discuss retaining wall installation sites • Staff met to discuss Truckee River Trail Outreach and Signage Plan for upcoming trail closure • Staff attended the Sustainable Recreation Working Group meeting

• Valli Murnane attended the NTRAC meeting Parks Updates

• Mike Abarno completed his qualified applicators license with the State of California • Wes Pyatt was hired on full-time as a Parks Operations Specialist 1

• The last bunker on #9 green is installed and prepped for sod

• Continued irrigation head replacement and cart path gravel installed throughout the golf course property • Building and installation of the new floating dock at the sailing program is complete

• Two new Pico’s arrived for the recreation program sailing fleet

• Camp Skylandia is now at a total of 822 registrations, which includes both full-week and drop-in sign ups. (2017 had a total of 710). Budgeted fee revenues for Camp Skylandia this year is $126,500 and currently we’re exceeding this at $133,673. This is up $21,991 or 17% over 2017.

• Swim Team enrollment is now up to 21, which is the same enrollment count as 2017. Swim lessons registrations are at 104, up from 100 in 2017. We will be offering a fall session so numbers could inch even higher by the end of the swim season.

• Sailing continues to be strong. We have a total of 274 registrations for this year across both youth and adult programming up from 176 in 2017. Fee revenues for the swim and sailing programs combined are at $59,888 so far this year, up from $42,560 in 2017.

• Our intern Maddie held a one day logrolling program as part of a required project for her internship. The program was held at the Concert at Commons Beach on July 22. A total of 40 participants tried out the log and best time for the day was 47 seconds. A video recap posted to our Facebook page drew a lot of attention, including a message from the son of a three time world champion logroller who lives near Tahoe.

• Denise and two of the interns met with Lolly of Wild West Designs to map out the Fall Mailer scheduled to hit the stands early September. Fall programming is coming together and will include more music, thanks to continued collaboration with the Tahoe School of Music plus the addition of a fall swim lesson session and bocce league, both of which are new to our fall offerings. There is potential we may offer youth volleyball clinics and an art based program through North Tahoe Arts.

• Youth Golf Clinics with Bobby Bonino have been extremely popular this summer. So far, we’ve had a total of 93 registrations compared to 34 in 2017.

• We offered a beginning paddleboard clinic at Commons Beach through a collaboration with the Maritime Museum. It offered different dates and times then what is scheduled through our sailing program. The July session met its max of five registrations. Another session will be offered in August and is full.

SUBJ: Tahoe City Kayak Concession Refund

RECOMMENDATION:

No recommendation – informational only.

BACKGROUND:

The District has managed a concession agreement with Tahoe City Kayak for operations of a kayak and non-motorized boat concession located at Commons Beach, since June 1, 2013. Throughout that period, the concessionaire has paid rent and a percentage of gross receipts as outlined in Section 5, Rent & Percentage of Gross Receipts of the Agreement of Concessions.

While reviewing the concessionaire’s June 2018 payment, District staff recognized the concessionaire had misinterpreted the formula for calculating monthly payments as outlined in the agreement. This

miscalculation resulted in monthly overpayments to the District from June 2013 through September 2017. The total overpayment was $22,328.19. District staff alerted the concessionaire to the miscalculation, and issued a refund. Staff have provided the concessionaire with a formulated input sheet to assist with future calculating and reporting.

FINANCIAL IMPACTS:

The 2018 Parks/Beaches Department budget estimated revenue of $40,500 from the Tahoe City Kayak concession. This estimated revenue will be offset by the refund of $22,328.19.

SUBJ: Winter Bike Trail Snow Removal, Capital

TOT Funding and Bike Rack Updates

BACKGROUND:

Winter Bike Trail Snow Removal

Placer County has added a line item to their 2018/2019 annual operating budget to cover winter trail snow removal on the Squaw Valley Trail and the Northshore Trail sections currently being cleared by the

District. The budget was based off the District’s 2017/2018 budget estimate with a COLA increase year over year. Depending on the rate of fuel and increases in salary above COLA, this budget may not be sufficient in the long term and may need discussion during the agreement stage. The District informally proposed adding the Truckee River Trail section of winter trail snow removal into the County’s annual operating budget but the County chose not to pursue that opportunity. Although the budget line item has been approved by the County’s Board, we have still not entered into an agreement with Placer County. Furthermore, the county is looking for a new provider to clear the Squaw Valley Trail as the current system is too expensive and SVPSD does not have the internal staff to perform this work economically.

Capital Transient Occupancy Tax Funding

The District applied for and received $11,291 of the $13,283 needed to purchase and install eight bicycle repair stations in the North Tahoe Region. North Tahoe PUD will take possession and install two stations in their District. The District will install the remaining six with two being at Placer County Facilities (Squaw Valley Park and Dollar Creek Trail head).

The District applied for and received $18,278 of the $21,504 needed to update and replace the 24 existing bike trail map signs and install five new signs on newly created trails (inclusive of new frames as

needed). Two of these signs are earmarked for the Dollar Creek trail.

The trail map sign and bike repair station projects are scheduled to be done by October 2018.

Bike Rack Recipient

The Lake Tahoe Bicycle Coalition, working with the local bike community, secured $45,000 in grant funding to purchase bike racks and fix-it stations to be installed around the Tahoe Basin. The District was granted 25 “U” hoop style bike racks to be installed in locations throughout the District’s paved trail system.

FINANCIAL IMPACTS:

Winter Bike Trail Snow Removal

Payment to the District by the County shall include costs for salaries, vehicles, and services and supplies, with the County covering 70% of the cost and the District covering 30%. The extent of services within this

agreement will be for 320 hours of service on a 3.78 mile route. The 2017/18 Bike Trail Snow Removal proposed budget estimated the County’s cost share at $26,203 and the District at $11,230. Although the County is recommending a COLA increase on top of the 2017/2018 budget, the District estimates its 2018/2019 expenses to increase beyond COLA with its increasing personnel costs and rising fuel prices. These potential increases will need to be addressed before a final agreement is made with the County.

Capital Transient Occupancy Tax Funding

The District received TOT funding of $29,569 to complete the Bike Repair Station and Bike Trail Map Installation projects, with the District matching 15% of funds for a total of $5,218. Total project cost is $34,787.

Bike Racks

The District received 25 “U” hoop racks, a $3000 value, at no cost to the District. District staff will install the racks as a part of its 2018 Operations budget.
