HAL Aerospace Division intends to award the below mentioned work. Online e-tenders are invited in Two Bid Systems (Technical Bid and Price bid) from reputed agencies/vendors towards the work. The tender notification can also be viewed on HAL corporate website www.hal-india.com. Vendors have to visit the site http://eproc.hal-india.com (select Bangalore Complex - Aerospace Division from the drop down menu of the ‘region’ tab) for viewing the full tender document and participating in the e-tendering process. The vendors are requested to upload the technical bid (including pre-qualification criteria) and price bid, duly filled through their class III Digital Signature Certificates. For assistance, the bidders may visit ‘guidelines to bidders’ on the login page of the e-procurement portal. http://eproc.hal-india.com

Note: i) If the particular day of tender opening happens to be a declared holiday in Aerospace Division, HAL, Bangalore, the next working day shall be considered.

* The technical bid will be opened on 05.05.2021. The date and time of opening price bid will be intimated later to the tenderers who qualify in technical bid.

1. The e-RFQ (Request for Quotation) consists of:

E-Tender Document, which is in the form of two bid system consisting of Notice Inviting Tender, Instructions to Tenderers, Scope of work/Scope of Services, Tender General Terms and Conditions, Special conditions, Safety Clauses and, relevant formats at Annexures.

Notice Inviting Tender (NIT) which carries the details of the required documents for Pre-Qualification Criteria and other documents to participate in further e-tendering process and general points

Prequalification/Screening Criteria data Entry Sheet (in MS Excel Form)

Price bid data entry sheet in MS Excel Form. (The Price is to be quoted in this sheet only. Price Quoted anywhere else shall make the bid of the respective bidder liable for rejection)

**Tenderers to fill all the columns of the Prequalification Excel Sheet and Price Bid Excel Sheet. Blank Fields left/Incomplete information, will render the tender liable for rejection.

2. The bidders are requested to read the NIT and the tender document fully and follow the instructions carefully to fulfill all the mandatory requirements. It is also required to upload the scanned copies of the relevant document(s) wherever required.

3. Scanned copy of the EMD and cost of tender document is to be uploaded on the e-procurement portal along with the technical bid. The original EMD and cost of tender document should reach the office of the undersigned well within the due date and time for submission of the tender.

4. The bidders should upload the tender through HAL E-Portal only. Tender submission by any other means shall not be considered and the tender will be summarily rejected.

5. A Pre-Qualification (PQ) Criteria has to be met by the participating vendors. They have to upload the required PrQualification credentials with supporting documents on the e-portal to be eligible for further tendering process. If the vendors do not submit the credentials, their bids will not be considered.

6. The required documents for PQ criteria are detailed in the next page.

7. An HAL screening committee will scrutinize the documents uploaded with regard to the Technical Bid (PQ criteria and other documents as asked in the tender). Only those tenderers who qualify in the technical bid will be considered for opening of the price bid. The decision of the committee in this regard will be final and binding on the bidders.

8. The NIT can also be free viewed on HAL website, www.hal-india.com , under the links,

e-procurement or separately logging on to the site http://eproc.hal-india.com (HAL E-Portal) 9. Please note that the vendors should have a valid class III Digital Signature Certificate (DSC) in

order to upload their quotes and other relevant documents on the HAL E-Portal. New vendors have to obtain a class III DSC from a certifying authority.

10. This is an ELECTRONIC MODE of tendering, any manual or mechanical errors committed before uploading or during the process of uploading the document shall bound to be duly accepted by the tenderer. The tenderer shall not have claim whatsoever in this regard.

Page 3 of 6 11. The Tenderers are required to make the DATA ENTRY of the item rate in figures only (in the price bid) and rate in words will be automatically generated by the system. The rate to be inserted should invariably correspond to the ‘UNITS’ given under ‘units column’

12. The Tenderers shall download and sign (with Seal) the Declaration Certificate, Letter of

Authority and Letter of Undertaking (formats as per ANNEXURE-A, B and C respectively of

the tender document) and upload the same along with other documents.

The tender documents comprising of NIT, Pre-Qualification (PQ) Criteria, Instructions to Tenderers, Tender Terms and conditions (general and special), Safety Clauses, formats for technical and price bid duly filled and annexures thereof may be downloaded by eligible tenderer upon acceptance of terms and conditions. The PQ criteria alongwith formats of Technical and Price bids duly filled alongwith scanned copies of supporting documents to be uploaded on E-procurement Portal of HAL within the due date and time of E-tender submission.

Note: It is strongly advised that the vendors to submit their tenders along with all the required documents/EMD/Tender Cost etc, well within due date and time to avoid last minute rush and inconvenience.

Prequalification Criteria:

Following details with supporting documentary proof to be furnished for eligibility/qualifying for this tender:

i. Tender Cost: The cost as specified against the work to be submitted in the form of DD from schedule bank/ Nationalized Bank drawn in favor of “HAL, Aerospace Division” issued after the date of tender notification and payable at Bangalore. The details of the DD no, date and amount to be provided in the e-bid. The scanned image of the DD to be uploaded alongwith other documents before the due date and time. Parallely, the original DD towards the cost of tender document should reach the office of the undersigned within the tender due date and time in a sealed envelope super scribing on the envelope the Tender notice number/draft contract no/Description of the work and tender due date. In case Tender cost is not submitted

the Bid will be liable for rejection

ii. Earnest Money Deposit (EMD): An EMD by way of Banker’s Cheque/Pay Order/Demand Draft from Schedule bank/Nationalised Banks in India, drawn in the name of “HAL, Aerospace Division” payable at Bangalore to be submitted. The details of payment (number, date and amount) to be provided in pre-qualification profile of the e-bid. The scanned image of the same to be uploaded alongwith other tender documents and original one to be submitted (in a sealed envelope superscribing tender no, due date, and work) to the office of the undersigned before the tender due date and time. HAL is not responsible for any postal delay. No other means of EMD payment will be accepted. Tender shall be considered as invalid and rejected if it does not accompany the appropriate earnest money deposit in the prescribed mode. Vendors exempted from the submission of EMD, etc as per Govt. of India directives must upload a scanned copy of the certificate issued by Govt of India for such exemption in lieu of EMD, etc. The EMD Deposited by the tenderer shall not bear any interest to the contractor. iii. Annual Turn Over: The Average Annual Financial Turn over during the last 3 years ending

March-2020 should be at least 30% of the approx. estimated amount put to tender. Details like Balance Sheets, Profit and Loss Statements, IT Returns etc (duly certified by a chartered accountant) to be uploaded as per the PQ format. The turnover documents of FY 19-20, FY 18-19, and FY 17-18 shall be considered.

Page 4 of 6 iv. Solvency: The solvency required will be 40% of the approx. estimated amount put to tender. The solvency certificate shall be from a nationalised bank or scheduled bank and issued within a period of 12 months from the due date of submission of tender. The image of the same to be uploaded on the portal

v. Experience: Experience of having successfully completed similar works*during last 7 years ending last day of March-2021 should be either of the following: -

• Three similar completed works each costing not less than the amount equal to 40% of the approx. estimated amount put to tender.

OR

• Two similar completed works each costing not less than the amount equal to 50% of the approx. estimated amount put to tender.

OR

• One similar completed work costing not less than the amount equal to 80% of the approx. estimated amount put to tender.

Note:

1. If completion certificate is from a private organization, same shall be supported with TDS certificate and shall be accompanied with the copies of work order and completion certificates issued by respective clients and to be uploaded on the web portal.

2. The work shall be completed as a whole. Partial value/completion shall not be considered *By similar work is meant Contracts for Industrial Electrical Works.

vi) ESI & EPF Code: The firm should have a valid ESI code. The scanned copy of the relevant document(s) to be uploaded on the portal. The contractor is required to indemnify HAL for any liabilities arising on account of ESI& PF act as per indemnity bond format at Annexure-F

*Please note that if the validity of any document asked in the tender is expiring within the contract period, it is the firm’s responsibility to renew the same within reasonable time at its own cost and submit the relevant documents to HAL thereof

It may please be noted that HAL will not be responsible for any transit / postal delay or delay due to any other reason whatsoever in receipt of the envelope containing the above EMD and Cost of tender documents.

General points

1. The Earnest Money Deposit of unsuccessful Tenderer will be refunded on finalization of the Contract. In case of the successful Tenderer (on whom the order is placed), the Earnest Money Deposit will either be returned on submission of the required Bank Guarantee / DD towards Security Deposit/ or adjusted in the Security Deposit . The Earnest Deposit is liable to be forfeited in case the Accepting Officer feels that the Tenderer is not bonafide or the Tenderer modifies or revokes the tender after its’ submission. The decision of the Accepting Officer is final and binding on the Tenderer.

2. Offers received will be opened on the date and time indicated above. Bidders if so desired may participate in tender opening after producing authorization/ identity.

3. HAL reserves the right to issue / accept any tender, in part or in full or to reject any or all tenders or to annul the tendering process without assigning any reason thereof.

4. Please note that if a bidder quotes for the tender, it will be deemed that he/she has accepted all the terms and conditions of the tender and annexures thereof.

5. HAL shall not be responsible for the delay or non -receipt of the EMD & cost of tender document by post for any reason whatsoever.

6. LIABILITY OF THE CONTRACTOR: The Contractor shall be liable for any loss caused to HAL due to financial or any other irregularities by the employees or labour deployed or working under the contractor

7. The tender request/ bids received from vendors who are banned/debarred from quoting in HAL contracts will not be considered even if they qualify all the criterias.

8. Contractors are subject to be disqualified, even though they meet the qualifying criteria, if they : • Make misleading or false representations in the request, statements and attachments

submitted in proof of qualification requirements including holding information and / or • Have record of poor performance such as abandoning the works, not properly

completing the contract, inordinate delays in completion, litigation history, or financial failures, requesting for claims not admissible under the contract conditions, etc.

9. The tenders received after the due date and time are liable for rejection.

10. This Tender notice forms a part of Tender document.

11. Contractors registered with HAL also needs to submit the above credentials

12. In addition to the Documents mentioned above, following should comprise of the tender and should be uploaded on the HAL E-Portal along with scanned copies of the relevant documents.

ii. Constitution and legal status (copy of company registration/ partnership deed etc)

iii. GST registration certificate alongwith HSN/SAC Number.

iv. Copy of PAN Card / GIR No. Registration Certificate issued by Income Tax Authority.

v. Annexures A, B and C duly signed and sealed
