PROFESSIONAL EXPERIENCE
Los Angeles Community College District 2011-present Position: Vice Chancellor of Economic & Workforce Development
In this leadership position, I create district wide strategies that secure local, state, and federal grant awards. I act as the district's liaison to elected officials and establish a presence in the region’s workforce development arena. I communicate directly with the Board of Trustees on workforce and economic development initiatives and always strive to identify trends in business and industry in order to help create Career & Technical Education (CTE) and Career Pathway programs. I oversee the development of grant proposals and budgets,

initiate special projects, guide district wide procurement strategies, and work with district colleges to ensure their full accountability of EWD activities. I communicate with college presidents and their senior management to expand awareness of workforce development trends as well as develop enrollment management strategies that leverage relationships with external agencies. I communicate with district legal representatives on facility related matters and I work with federal-level agencies and congressional offices to expand awareness of college-based activities. I develop district procedures relative to workforce and economic development plans and related accreditation standards. I provide senior management level support to the Chancellor and act as an advisor to the Board of Trustees. I act as the administrator for the Van De Kamp Innovation Campus and oversee contract negotiations, credit-based course offerings, tenancy grievances, student services, facility management, and event scheduling.
Los Angeles Community College District 2008-2011 Position: Dean of Resource & Economic Development
While in this position, I created the necessary partnerships that broadened the service capacity of the entire district. I developed grant proposals that resulted in more resources that expanded and enhanced CTE and EWD-related services. I also deployed sector-based consortiums that address emerging industry trends and coordinated meetings, information-exchange forums, and developed reports on economic development and skill competency needs for select job clusters.
Santa Monica College 2006-2008
Position: Dean of Workforce & Economic Development/CTE
While in this position, I provided leadership and oversight to all CTE programs and vendor training activities. I used state and federal funds to expand or enhance credit-based programs and deployed marketing and outreach activities to expand awareness on the college throughout the local community. I established alliances with business and industry leaders in order to open up opportunities for contract education. I provided guidance to the college-hosted Small Business Development Center (SBDC) and directed all departmental procurement efforts towards local, state, and federal funding sources (relative to economic development and employment/training services). I provided career guidance to career-transitioning students in the corporate training area. I developed personnel procedures and guided the recruitment efforts for frontline staff and instructors. I ensured all contracts were in accordance with mandatory regulations and provided oversight for customized online courses, online registrations, and video-based educational content. I represented the college in local and regional education and employment/training events and while relayed information back to the college via the Academic Senate, Occupational Education Committee, and senior management staff.
Santa Monica College 2001-2006
Position: Project Manager / Director
In this position, my duties included having oversight of the college’s vendor-training division and providing leadership during regional CTE and contract education marketing efforts. I provided leadership on all contract education projects that related to the Industry-Driven Regional Collaborative (IDRC) and Job Development Incentive Fund (JDIF) grants. I secured funding for the college's first Small Business Development Center (SBDC) grant and procured additional grant awards from local and state funding sources (relative to economic

development and employment/training activities). I provided career guidance to special project participants, which included sharing information on higher education opportunities. I formed partnerships with corporate America in order to benefit the college and its local target community. I developed budgets and conducted recruitment efforts for all instructional staff. I ensured all contracts were in accordance with mandated criteria and provided oversight in developing online courses and registration procedures.
Inet-Visionz, Inc. 1999-2001
Position: Director of Workforce Development
While in this leadership position, my duties included overseeing the corporate sales department as well as implementing education plans and developing collaborative partnerships. I participated in company-wide organizational activities while reporting directly to the CEO. I ensured all government employment and training programs were able to meet corporate expectations. I approved training-related documents for the State of California funding source and designed all staff development workshops to raise sales performance and ensure the achievement of corporate student enrollment projections.
Los Angeles City One-Stop Workforce Development Center 1997-1999
Position: Director of Operations
My duties included developing and continuously upgrading all operations of the One-Stop Center. I ensured timely submission of all program and fiscal reports to the Los Angeles Community Development Department. I conducted the hiring activities for new employees as well as provided professional development activities to raise the daily service output of all workers. I formed center partnerships and negotiated financial and non-financial agreements with external entities. I led the case management division and provided leadership to case workers on how to assist career-transitioning and economically disadvantaged participants towards meeting their career objectives. I developed customer flow matrices to ensure the highest possible customer satisfaction level through the One-Stop Center project. I participated in facility lease negotiations and designed program budgets, cost allocation plans, and invoicing documents to ensure full accountability of all expenditures. I developed the center’s operations manual and participated in proposal development activities that resulted in the center's initial contract worth $1.4 million.
Quality Business, Inc., subsidiary of DANKA Corporation 1996-1997
Position: School Director
While in this position, my duties included providing daily oversight for the Los Angeles-based vocational school. I ensured the compliance of all federally funded programs in accordance with funding source criteria and the California Bureau of Private-Postsecondary and Vocational Education standards. I hired instructors for the school's training programs and developed strategic plans to reach school enrollment goals. I provided student counseling support as well as acted as the school's grievance administrator. I provided staff development activities and procured funds from state and federal sources such as the Job Training Partnership Act (JTPA), School-to-Career, and Welfare-to-Work. I developed customized training projects with local corporations and assisted in developing the school’s accreditation documents.

Southeast Los Angeles County Private Industry Council 1992-1996 Position: Contracts Department Manager
In this position, I procured all contracts in accordance with State and Federal guidelines and developed the general list of vendors used by in-house case managers. I conducted public announcement events and coordinated all bidder conferences relating to available funding opportunities. I provided reports to the Executive Committee and the Private Industry Council on a monthly basis and acted as the technical advisor to all JTPA-related departments. I created two-year plans that met the approval of the California Governor’s Office and I ensured all performance levels met or exceeded State of California standards.
Southeast Los Angeles County Private Industry Council 1990-1992 Position: Program and Fiscal Monitor
My duties included performing all JTPA monitoring activities and conducting qualitative and quantitative program reviews against contractual obligations. I reviewed cost allocations and expenditure plans and provided technical oversight and guidance to 35 funded agencies. I conducted service provider meetings on a bi-monthly basis and reported directly to the Oversight Committee on a monthly basis. I ensured the performance of all service providers and provided support during all procurement activities.

Duties included grant writing, negotiating contracts and managing daily operations of special projects including JTPA, vocational rehabilitation, and Employment Training Panel contracts.
