Thisdocumentprovidesguidelinesfortheapproval,modification,andreviewofsequentialanddualdegree programsbetweenUWͲMadisonandauniversityinanothercountry1.Italsoprovidesguidelinesforcurriculum andgovernancestructures,suggestsstandardsforadmission,continuation,andcompletionforeachprogram andofferspossiblemodelsfortheseprograms.
Definitionsandkeyfeaturesofsequentialanddualdegreesareshowninthetableonpage2.Notethat sequentialanddualdegreesaremostcommonlyestablishedforgraduateandprofessionalprograms.For undergraduateprograms,othermechanismsaremoreappropriate:transferofcreditandundergraduate admission,studyabroad,andstudentexchangeprograms.
Faculty,staffandadministratorswhoareplanningasequentialordualdegreeprogramshouldreviewthe companiondocument,“InternationalAcademicProgramandCourseCollaborations,includingDualDegrees”, May2010.
Proposalsforsequentialordualdegreeprogramswillbeconsideredonlyforprogramsinrobustacademic health.IftheUWͲMadisonprogramisrecentlyestablished,itmusthavepassedthejointreviewstagebefore beingeligible.Theprogramshouldhavebeenreviewedwithinthepast10years,haveactiveprocessesfor curricularandprogramrevision,haveanactiveassessmentprogram,andbeingoodstandingwithany specializedaccreditationagencyifrelevant.ProgramsthathaveoutstandingacademicissuesorthatarelowͲ enrollmentarenotcandidatesforsequentialordualdegreearrangements.
Sequentialanddualdegreearrangementscanberesourceintensiveanddepartmentswillneedtobeprepared toprovidetheadditionalsupportforstudentsintheprogram.
Inmostcircumstances,sequentialanddualdegreeswillbeapprovedonlyformaster’slevelprograms,
professionalprograms,andclinical/professionaldoctorates.Theywillnotbeapprovedforresearchdoctorates (Ph.D.,DMA).
Studentsinasequentialanddualdegreeprogramswillapplyto,beadmittedto,andenrollinaformalnamed optionassociatedwiththedegreeprogram.Thus,acomponentoftheapprovalprocesswillbetorequest approvalforaformalnamedoption.Formalacademicprogramreviewforsequential/dualdegreeprogramswill beconductedonafiveͲyearcycle.

DefinitionsandKeyFeaturesofSequentialandDualDegrees
Sequential Degrees Formalizedarrangementin whichstudentsearna specifieddegreeata partnerinstitutionandthen appliesto,enrollsin,and completesasecond,related programatUWͲMadison. Coursesfromthefirst programmaybeusedto waiverequirementsinthe UWͲMadisonprogram. Studentswillstillbe requiredtomeetallUWͲ Madisonprogramand degreerequirements.
x StudentsapplytotheUWͲMadisonprogram,enroll,andmakeprogressto degreeasUWͲMadisonstudents.Programadmissionrequirementsmay requirethatthestudenthascompletedthefirstdegreeinthesequenceat thepartnerinstitution.
x Forsystematicsequentialdegreepartnershipsinwhichallstudentsare labeledasparticipatinginanidentifiableprogram,thisapproachrequires approvalbytheprogramfaculty,school/collegedean,institutional
governance,provost,andchancellor.SystemorRegentapprovalandother approvalsmayberequiredinsomecircumstances.
x AslongasallUWͲMadisonadmissionandprogram/degreerequirementsare metandtheprogramfacultymaintaincontrolofthecurriculumand
programrequirements,thennoacademicapprovalsarerequiredbyexternal agenciessuchasHLC.
x Inadditiontoacademicapprovals,anMOUforsignaturebythepartner institutionsandothergoverninggroupsisalsorequired.
DualDegree Formalizedarrangementin
whichstudentscomplete therequirementsfortwo degreesfromtwo institutions,with
efficienciesincoursetaking. Eachinstitutionisprimarily responsibleforitsown degree.

x StudentsapplytotheUWͲMadisonprogram,enroll,andmakeprogressto degreeasUWͲMadisonstudents.Programadmissionrequirementsmay requirethatthestudenthasbeenadmittedtothepartnerprogram,orhas completedspecificelementsofthepartnerprogrampriortoadmissionoras partofprogresstodegree.
x Forsystematicdualdegreeprogramsinwhichaspecificpartnershipis establishedandparticipatingstudentsaretobeidentified,thenapprovalis requiredbyprogramfaculty,school/collegedean,institutionalgovernance groups(GFEC,UAPC)andtheprovostandchancellor.
x IfthedualdegreeprogrammakesuseofanexistingUWͲMadisonprogram authorization,andifallUWͲMadisonprogram/degreerequirementsare met,andtheprogramfacultymaintaincontrolofthecurriculumand programrequirements,thenapprovalsbyexternalagenciessuchasHLCare probablynotrequired.
x TheseprogramsmustbereportedtoUWSystemAdmin,theBoardof Regents,theHigherLearningCommissionandotherexternalagenciesso institutionalapprovalsandtrackingare*required*.
x Ifthedualdegreeisdevelopedasanewprogram,thentheprocessfornew programapprovalisfollowed.
x Caremustbetakentomaintaina“homeinstitution”modelinwhichthe facultyandgovernanceresponsibilityfortheUWͲMadisonprogramremains withUWͲMadison.

Processtocreateasequentialordualdegreeprogramwithaforeigninstitution
Therearethreestepsintheprocesstocreatesequentialordualdegreepartnershipwithaforeigninstitution,as summarizedintheflowchartabove.
Step1:LetterofCooperation(LOC)2
TheLetterofCooperationsignalsaninformalunderstandingbetweenthepartnerprogramsanduniversitiesto developasequentialordualdegreeagreement.AsampleLOCisappended.Itisnotabindingagreement.The LOCisoptional:ifcircumstancesallow,theprogramfacultymayskipthisstepandgodirectlytoStep2,the developmentofthefullproposal.
TheLOCensuresthatdepartmentsandtheirdeanshavediscussedthenewrelationshipandarewillingtoinvest thetime,energy,andfinancialresourcesneededtomapoutthedetailsoftheseprograms,gainformal
approval,andeventuallyimplementtheprogram.TheLOCistypicallyestablishedforadefinedperiodoftime betweenone(1)andthree(3)years.AJustificationStatementmustbeattachedtotheLOC.Atthisearlystage, theprogramfacultyneedtoarticulateexplicitlythebenefitstoUWͲMadisonofsuchapartnership,howitaligns withstrategicprioritiesandadvancesthemissionoftheUniversity.Becausesequentialanddualdegreescarry substantialadministrativeoverheadtheyshouldbe“worthit”.Onoccasionadocumentmayneedtobesigned quicklyoratasigningceremony,andtheLOCmayfillthisrole.
TheLOCisapprovedbytheUWͲMadisonprogramfaculty,theschool/college(usuallyviatheAPCand/orthe dean).ConcurrencebythedeanoftheGraduateSchool,thedeanofInternationalStudies,theviceͲchancellor foradministration,andtheprovostsignalsthattheyareawareofplanstodevelopafullproposal.Final approvalisgivenbythechancellor,whosignstheLOC.
BecauseofthepotentialneedfortimelinessandthenonͲbindingnatureoftheLOC,theLOCwillbeprovidedto GFECandUAPCforinformationattheearliestopportunity,butapprovaloftheLOCbythesegovernancebodies isnotrequired.
Step2:ProposalforaSequentialorDualDegreeProgram,includingaProposalforaFormalNamedOption Theacademicelementsnecessarytocreatetheprogramneedtobeoutlinedandagreedtobybothinstitutions. Suchdetailswillneedtobeapprovedbyallappropriateentities,includingthoseonͲcampus,andifnecessary offͲcampusentities(UWSystemAdministration,BoardofRegents,HigherLearningCommission,parallel agenciesassociatedwiththeforeignuniversity).
TheproposalisapprovedbytheUWͲMadisonprogramfacultyandtheschool/college(usuallyviatheAPCand dean’soffice).TheproposalistransmittedtothedeanoftheGraduateSchool(forgraduateprograms)andthe provost(allprograms).Afteradministrativereview,theproposalwillbeconsideredbytheGFEC(forgraduate programs)andtheUAPC(allprograms).FinalapprovalisgivenbythedeanofInternationalStudies,theprovost andthechancellor.ThesequentialordualdegreeprogramisreportedtoUWSystemAdministration.

Atthistime,UWSystemAdministrationdoesnothaveguidelinesforsequentialordualdegreeprogram approval.TheguidelineslaidoutinthisdocumentaresubjecttochangeifUWSAestablishesoverͲriding requirements.
Theproposalforasequential/dualdegreeandaformal,namedoptionshouldincludethefollowinginformation: Ͳ AcopyoftheLOCthathasbeensignedbyboththeUWͲMadisonchancellorandtheagentsofthe
partnerinstitution,ifrelevant.
Ͳ Motivationandrationalefortheprogram,includingacompellingcaseforadvancingthestrategic directionsofUWͲMadison.ThecasemadeintheLOCwouldberepeatedhereinsuchawaytoreflect anyevolutioninthinkingassociatedwiththeplanningprocess
Ͳ Programgoalsandexpectationsforstudentlearning.Discusshowstudentswillbenefitfromthe sequentialordualdegreepartnershipinawaythattheydonotfromtheUWͲMadisonprogram. Ͳ Admissionrequirementsandanyinformationrelatedtotheadmissionsprocess.
Ͳ Anydetailsaboutprogramdesign,forexampleiftheprogramwilloperateinacohortmodel,details aboutwhenthestudentswouldbeenrolledatUWͲMadisonandatthepartnerinstitution.
Ͳ Detailsofthecurriculardesign,whatworkwillbedoneateachinstitutionandhowitwillapplyto degreerequirementsatUWͲMadison,andhowalloftheUWͲMadisondegreerequirementswillbemet. Whatarelimitsonoverlap?
Ͳ Plansforlanguagetrainingandspecificationofthelanguageofinstructionatthepartnerinstitution,and UWͲMadisonifotherthanEnglish.
Ͳ Descriptionofhowstudents’progresstodegreewillbemonitoredandverified,andanyframeworkfor assuringtimelyprogress,andconsequencesfornonͲcompliance.
Ͳ Plansforassessmentofstudentlearning(useexistingassessmentplanorreviseforthisprogram),and plansforprogramreviewandevaluationofprogrameffectiveness.Programreviewisrequiredevery fiveyears.
Ͳ Provisionsforaprogramsunset,descriptionofconditionsunderwhichthepartnershipwillbedissolved. Ͳ Specificationofadministrativearrangementsincludingapplication,admission,andregistrationlogistics. Ͳ Detailsrelatedtofinancialsupport,financialaid,assistantships,orfellowship,includinganyspecial

Whensteps1and2arecomplete,theMOUcanmoveforwardtobeformallysigned,usuallybytheChancellor. TheMOUwillusuallyhaveelementsthatsignalagreementsbetweenUWͲMadisonandthepartnerinstitution, andaspecificprogramagreement.

Aftertheacademicapprovals,theprogramfacultymakeanyfinalchangesneededtotheMOU.Thefull proposal,noticeofgovernanceandprovostapprovalisroutedwidely,includingtotheOfficeofInternational Studies3,theMOUisreviewedonelasttime,revisedifneeded,andforwardedtothechancellorandother agentsforfinalsignature.

Forgraduate studentsenrollingatUWͲMadison,GRE,GMATorequivalentscoresarerequired.ESLREQUIREMENT. 2.03 Studentswillberesponsiblefortheirowntransportationandforhousing,insurance,andother costsofdailyliving,unlessotherwisestipulated.

2.04 Programs may have resources to providetosupportstudentsintermsof scholarships, assistanceͲships,orotherfinancialassistance.
2.05 AllUnitedStatesfederalfinancialaidforUWͲMadisonstudentswillbedistributedsolelybyUWͲ Madison.USfederalfinancialaidisnotavailabletointernationalstudents.Bothinstitutionswillmake theestimatedcostofattendanceavailabletostudentparticipants,includingestimatesfortuition, requiredfees,books,roomandboard,transportationandotherpersonalexpenses.
2.06 Participatingstudentswillbesubjecttotherulesandregulationsoftheinstitutionatwhichthey areenrolled. Anybreachoftheseruleswillbedealtwithinaccordancewiththehostinstitution’s disciplinarypolicy.
2.07 RulesandregulationsgoverninginternationalstudentsintheUSandin[country]willapplyto studentsinthesequential/dualdegreeprogram.

3.01 ThisMOUwillbecomeeffectiveonthefinaldateofsigningandwillhaveadurationoffive years.
3.02 ThisMOUmaybeterminatedbyeitheruniversitybyproviding180dayswrittennoticetothe Coordinatorslistedbelow.
