will be considered due on the first business day after the deadline. No exceptions will be

made for missed deadlines. If necessary, the district reserves the right to change the

Application Process

All applicants of magnet and all other school choice programs listed in this brochure must reside in DeKalb County School District during the time of open enrollment and thereafter. Applicants must also meet the specific criteria for each program to participate in the application process and lottery. Grade levels of the magnet program and the required eligibility criteria should be carefully noted. Applicants who previously applied, but were not accepted into a School Choice Program, must reapply.

Late Applications

All students applying after the deadline (including students new to DeKalb County School District) will be considered only if the number of applicants does not exceed the number of student replacements.

Transportation

The most current DeKalb County transportation policy will be followed for the magnet programs/schools. During the current school year, students will report to designated satellite pickup locations in their region for transportation to all magnet programs/schools.

Student Selection and Enrollment Guidelines

Home school applicants are categorized as students enrolled at the magnet site, and students for whom the magnet site is their feeder school during the time of application. At-large applicants are categorized as students not enrolled at the magnet site, and students for whom the magnet site is not a feeder school. Private and home school students are also categorized as at-large applicants.

Open Enrollment Deadline: February 27, 2015

Paper and online applications are accepted at the School Choice Office at 1701 Mountain Industrial Boulevard, Stone Mountain,

Georgia 30083. Faxed applications and supporting

documentation will not be accepted. To be considered an eligible on-time applicant, all supporting documents must be returned by the School Choice Program Open Enrollment deadline.

Selection/Lottery Procedures

If the number of applications exceeds the projected number of open seats for any or all School Choice Program, a lottery will be conducted. Visit the DeKalb County School District website at http://www.dekalb.k12.ga.us/about/schoolchoice/index.html for School Choice lottery dates.

Please note: Private and home school applicants are at-large applicants. Private and home school applicants must submit a copy of the most recent 2014-2015 report card with the student’s application. A copy of the student’s 2013-2014 or 2014-2015 standardized test scores must also be attached to the student’s application if applying for a High Achievers Magnet Program.

Applicants applying for preschool through first grade must meet the Georgia “Age of Entry” requirement . The applicant must be age eligible by September 1st of the current school

year. .

Attendance

Students enrolled in any School Choice Program must abide by the DCSD attendance policies.

School Choice Selections

If desired, applicants may elect to apply for more than one program on the application, a first, second choice or third choice. The second choice and third choice will be considered only if openings remain after the first choice lottery (random drawing).Selecting a Choice 2, will remove the applicant from the Choice 1 waiting list if a Choice 2 lottery is completed. Selecting a Choice 3, will remove the applicant from the Choice 2 waiting list if a Choice 3 lottery is completed. The applicant will not return to the original lottery status.

Programs Requiring Standardized Test Scores for Grades 4 - 9 Eligibility

Wadsworth, Kittredge, Chapel Hill Middle, Chamblee Middle, Southwest DeKalb, and Chamblee Charter High require eligible standardized test scores for eligibility requirements. (Review program description for other criteria.)

Acceptable Standardized Tests (2013-2014 or 2014-2015)

California Achievement Test, Iowa Tests of Basic Skills, Metropolitan Achievement Test, and Stanford Achievement Test The test must include a total reading score, total math w/computation score, and a complete composite score or battery to be acceptable. Standardized test scores must be submitted one week prior to the selection process to be eligible for the lottery (random drawings).

Students tested by a DeKalb County School District public school or the School Choice Office for the2014 - 2015 school year may only submit the test scores on file in the School Choice Office.

Classification of Magnet Programs

There are two types of magnet programs: (1) special interest magnet and (2) high achievers magnet. The schools in each category are:

Alternate Lottery Dates: Every Tuesday, April - September after 5:00 p.m.. if seats are available.

Program continuation is contingent upon Board approval. Parents will be notified in writing of the selection status. The student selection status and other identifying information will not be provided by telephone. Please register selected students at the local school choice site by the date indicated on the selection letter. Students selected for any School Choice Program must register at the local school choice site by the date indicated in the selection letter. If the applicant does not register, the seat will be declined and offered to the next eligible applicant on the waiting list. Please see individual school/program descriptions for school locations and telephone numbers.

All lottery results are subject to verification by the Management Information System Office. Any malfunction of the lottery system will result in the immediate voiding of the drawing. The DeKalb County School District reserves the right to void and repeat any lottery drawing that results from any system malfunction or human error. All lottery sessions will be held in the auditorium at the DeKalb County Board of Education.

Automation Process

All lottery results are subject to verification by the Management Information

System Office. Any malfunction of the lottery system will result in the immediate

voiding of the drawing. The DeKalb County School District reserves the right to

void and repeat any lottery drawing that results from any system malfunction or

human error.

Initial lottery sessions will be open to the public and held in the auditorium at

1701 Mountain Industrial Boulevard, Stone Mountain, GA 30083.

All alternate lottery sessions will be held internally at the Office of School Choice

at 1701 Mountain Industrial Boulevard, Stone Mountain, GA 30083.

Students selected for any School Choice Program during the first choice lottery

must register at the local school choice site by the date specified in the selection

letter or the seat will be declined and offered to the next eligible applicant on the

waiting list.

Alternate lottery dates to fill additional seats will be held internally every

Tuesday following the initial lottery date at 1701 Mountain Industrial Boulevard,

Stone Mountain, GA 30083 only if seats are available. Registration dates for

selected students will be provided in the acceptance information.

For all School Choice Programs with more than one choice available, the first

choice lottery will be conducted initially. If additional seats are available after the

first choice lottery, applicants not selected for their first choice will be placed in

the second choice lottery. The applicant will be removed from the first choice

waiting list to participate in the second choice lottery. The applicant will not

return to the previous waiting list.

The DeKalb County School District will utilize a random automated process

to select eligible applicants for all School Choice Programs.

Appeals regarding the selection processes, procedures and outcomes

must be

submitted in writing

to the School Choice Office by September 30, 2015. All appeals

will be reviewed and resolved by the School Choice Office administrators.

All resolutions will be submitted in writing and all decisions will be final.

Clifton, Chamblee Middle School, Columbia Middle School, Chapel Hill Middle School, Chamblee Charter High School, Columbia High School, and Southwest DeKalb High School. An effort is made to give the home school magnet students the opportunity to fill 50% of the total magnet program open seats from its home pool. The other 50% will be filled from a county at-large pool. Additional students not selected will be wait listed per grade level. Home pool seats will be filled by home applicants when available. At-large pool seats will be filled by at-large applicants when available.

Evansdale Magnet School

All eligible students rising to grades kindergarten through fifth will be selected from an at-large pool of applicants. Additional kindergarten through fifth grade applicants not selected will be wait listed from the at-large pool.

DeKalb Elementary School of the Arts (DESA)

Students rising to grades kindergarten through third will be selected from an at-large pool of applicants. Additional kindergarten through third grade applicants not selected will be wait listed from the at-large pool. New applicants rising to grades four through seven will submit the audition application and recommendations to DESA. Additional fourth through seventh grade applicants not selected will be wait listed based on their audition ranking.

DeKalb High School of the Arts (DSA)

Students rising to grades 8 through 12 are required to complete and submit the audition applications with current transcripts and recommendation forms to DSA. A successful audition (in two performing arts areas) is also required. DSA applications will be available in locals schools. The application is available at www.dekalb.k12.ga.us/dsa.

Kittredge/Wadsworth

Rising fourth graders will be selected by conducting a school-by-school lottery. This means each elementary school with eligible applicants will have at least one student selected from its pool of applicants. All private and home school students will represent a “school” and at least one student will be selected from the pool of applicants. Additional eligible fourth grade students may be considered for a second at-large drawing if seats are available after the initial selections. Fourth grade students not selected will be wait listed. Fifth and sixth grade students will be selected from an at-large pool of applicants. Additional fifth and sixth grade applicants not selected will be wait listed from the at-large pool.

House Bill 251

A transfer option available to DeKalb County School District students that allows applicants to transfer to other schools within the same school district as long as the school has available classroom space after its assigned students have been enrolled. All eligible students rising to grades kindergarten through twelve will be selected from an at-large pool of applicants through a random selection lottery process based on seat availability. Additional kindergarten through twelfth grade applicants not selected will be wait listed from the at-large pool.

International Baccalaureate

All eligible students in grades kindergarten through twelve will be selected from three pools of applicants including attendance area, IB experience, non-IB experience. Additional kindergarten through twelfth grade applicants not selected will be wait listed based on the designated pool.

Discovery Learning Academy

All eligible students rising to grades kindergarten through fifth will be selected from an at-large pool of applicants. Additional kindergarten through fifth grade applicants not selected will be wait listed from the at-large pool.

Charter

All eligible students rising to grades kindergarten through twelfth will be selected from an at-large pool of applicants. Additional kindergarten through twelfth grade applicants not selected will be wait listed from the at-large pool. Peachtree students will be selected from four pools including attendance area, siblings, charter experience and non-charter experience.

Coralwood/Hawthorne Partnership

All eligible typically developing three and four year old applicants will be selected from the regional home pool or at-large pool. All eligible typically developing five year old applicants will be selected from a sibling pool, regional home pool or at-large pool. Typically developing students selected to enroll in the Coralwood/Hawthorne Partnership in grades Preschool through kindergarten may continue enrollment to Hawthorne Elementary School. However, three year old students selected to attend Coralwood School must reapply for the 4 year old (PreK Program) at the Coralwood School according to the Georgia State Department of Education guidelines.

Montessori

All eligible students rising to grades kindergarten through fifth will be wait listed from an at-large pool of applicants. Montessori experience is required for all students applying for first through fifth grade.

Appeals regarding the selection processes, procedures and outcomes must be submitted in writing to the School Choice Office by September 30, 2015. All appeals will be reviewed and resolved by the School Choice Programs Office administrators. All resolutions will be submitted in writing and all resolutions will be final.

1. Parental involvement is at the core of student achievement. DeKalb schools strongly encourage parents to complete volunteer hours to support the students, staff, school, and local communities.

2. Elementary students who apply for the magnet programs for high achievers must have a fall 3.0 (or higher) grade point average (GPA) in the core subjects. DeKalb students rising to grades 4 - 6 must also earn a 75th percentile (or higher) total reading score, 75th percentile (or higher) total math w/computation score, and an 85th percentile (or higher) complete composite score on the fall 2013-2014 or fall 2014 - 2015 Iowa Tests of Basic Skills (ITBS). All students not enrolled in a DeKalb school must also earn a 75th percentile (or higher) total reading score, 75th percentile (or higher) total math w/computation score, and an 85th percentile (or higher) complete composite score on a 2013-2014 or 2014-2015 standardized test. Elementary students enrolled in the magnet programs for high achievers must maintain a 3.0 (or higher) grade point average (GPA) in the core subjects throughout the program each year. Students who do not maintain the academic performance criteria are placed on probation for one semester. Support plans will be provided for any student who has a GPA below the academic performance criteria throughout the probationary period. Students who do not have a 3.0 GPA after two consecutive grading periods or two semesters, must exit the magnet program and enroll at their home schools.If a student does not meet promotion criteria during any term of the school year, the student will immediately be withdrawn from the magnet program and returned to the home school.

3. Middle and high school students who apply for the magnet programs for high achievers must have a Fall semester 3.0 (or higher) grade point average (GPA) in the core subjects. DeKalb students rising to grades 7-9 must also earn a 75th percentile (or higher) total reading score, 75thpercentile (or higher) total math w/computation score, and an 85th percentile (or higher) complete composite score on the fall 2013-2014 or fall 2014 - 2015 Iowa Tests of Basic Skills. All students not enrolled in a DeKalb school must also earn a 75th percentile (or higher) total reading score, 75th percentile (or higher) total math w/computation score, and an 85th percentile (or higher) complete composite score on a 2013-2014 or fall 2014 - 2015 standardized test. Students who do not maintain the academic performance criteria are placed on probation for one semester. Support plans will be provided for any student who does not meet the academic performance criteria. Students who do not maintain an overall numerical core average of 80, a numerical grade of 71 in all core subjects, and do not meet the promotion criteria each semester for two consecutive semesters, must exit the magnet program and enroll at their home schools.If a student does not meet promotion criteria during any term of the school year, the student will immediately be withdrawn from the magnet program and returned to the home school.

Support plans will be provided for each student who has a GPA below 3.0 throughout the probationary period. Students who do not maintain a 3.0 GPA at the end of two consecutive grading periods or two semesters, must exit the magnet program and enroll at their home school.If a student does not meet promotion criteria during any term of the school year, the student will immediately be withdrawn from the magnet program and returned to the home school.

Students are also required to complete two performance credits each school year.If a student does not meet promotion criteria during any term of the school year, the student will immediately be withdrawn from the magnet program and returned to the home school.

7. Students enrolled in a Magnet Program must complete the required magnet or approved college level courses to earn magnet credit or the Magnet Program diploma seal.

8. Only multiple birth siblings are linked for participation in the random student selection lottery process.

9.When a magnet student placement is available and the placement is declined, the student will not be able to apply for placement in a magnet program until the next open selection/lottery period, Spring 2016.

The most current DeKalb County transportation policy will be followed for all School Choice Programs during the 2015-2016 school year.

Transportation Schedule Cards will not be mailed to selected students. Parents must report to the satellite location selected on the submitted 2015-2016 Magnet or Theme School Transportation form. Please contact the Transportation Routing Department for further assistance. If for any reason a parent wishes to change a child's bus route, the parent must submit a new School Choice Program Transportation form to the Transportation Department to have the route changed.

Normal business hours for the Department of Transportation are 7:30 a.m. to 4:30 p.m. Monday thru Friday. Dispatch staff members, however, are on duty from 5:30 a.m. to 6:30 p.m. Should an emergency occur during this timeframe, parents can reach a Transportation staff member by calling (678) 676-1305. This will route your call straight to the Dispatch section.

However, should an after-hours emergency occur between 6:30 p.m. to 5:30 a.m., please call (678) 676-1300. This will direct your call to the Answering Service for assistance.

Magnet Programs

Transportation is provided for students selected to attend a magnet program/school through the School Choice Program. Students will report to designated satellite pickup/drop off locations in their region for transportation to and from all magnet programs/schools.

Discovery Learning Academy

Transportation is not provided for students selected to attend Ronald E. McNair Discovery Learning Academy through the School Choice Program. Students who reside in the attendance area will receive transportation.

House Bill 251

Transportation is not provided for students selected to attend a House Bill 251 school through the School Choice Program. Students who reside in the attendance area will receive transportation.

International Baccalaureate Programme

Transportation is not provided for students selected to attend an International Baccalaureate Programme through the School Choice Program. Students who reside in the attendance area will receive transportation.

Charter Schools

Transportation is not provided for students selected to attend a Charter School through the School Choice Program. Students who reside in the attendance area will receive transportation.

Coralwood/Hawthorne Partnership

General education students residing in the attendance area will follow the most current DeKalb County School District transportation policy. Parents must provide transportation for typically developing students residing outside the attendance area and all selected three year old students regardless of location.

Montessori

Transportation is not provided for students selected to attend a Montessori School through the School Choice Program. Students who reside in the attendance area will receive transportation.

Creating a Parent Portal Account

1.Students not enrolled in a DeKalb County School District public school must complete the Registration Authorization process to be eligible to complete a School Choice Program Application.

2.Each parent must use the online Infinite Campus Parent Portal Registration at

http://www.dekalb.k12.ga.us/about/schoolchoiceor http://eportal.dekalb.k12.ga.us/eportal/to register the student and receive an Activation Key (GUID Number) to create a login user name and password. 3.If the child for which you plan to submit a School Choice Program application is enrolled in a DeKalb County School District public school and you have created a Parent Portal Account user name and password, complete steps 1 through 12 in the next section.

4.If the child you plan to submit a School Choice Program application is enrolled in a DeKalb County School District public school and you do not have a Parent Portal Account, please contact your local school to receive an Activation Key (GUID Number) to create a login user name and password.

5.Create a Parent Portal Account at http://www.dekalb.k12.ga.us/www/infinite-campus/.

6.Select Parents. Next, select Campus Portal Parent Login. Follow the instructions to create a user name and password.

7.The user name and password will be used to access the Infinite Campus Parent Portal and the School Choice ePortal.

8.Once you have established an account, complete steps 1 through 12 in the next section

Steps to Complete an Online School Choice Program Application

1.Go to ePortal School Choice Program webpage at http://eportal.dekalb.k12.ga.us/eportal/. 2.Click “Log In” at the top right corner of the web page.

3.Provide a user name, password, and click “Login.”

The Georgia Charter Schools Lawprovides the means to seek a performance-based charter which ties improved performance to the waiver of specific exemptions approved by both the state and local boards of education. This policy makes provisions for employee’s who work full-time for the DeKalb County School District to enroll their children into the school in which they work or a school in the vertical feeder-pattern of the school in which they work.

Special Features: Enrollment under this provision is to only enroll in the general education program. Employees who live in the DeKalb County School District and wish to enroll their children into any of the special programs offered during School Choice Open Enrollment must meet all eligibility requirements and must submit an application to enter the lottery and select the programs of choice for their child.

Eligibility: A child whose custodial parent or legal guardian is a full-time employee of the DeKalb County School District. Person submitting the request must be able to show proof of guardianship if requested. Students who are approved to attend a school under this provision must abide by school and District approved standards of behavior, attendance, and punctuality in order to be allowed to remain enrolled. Grade Levels Served: K – 12 The provisions of this policy do not apply to Pre-K placements. Transportation: The employee is responsible for all transportation.

Program Description: The Clifton Mathematics, Science, and Computer Education Magnet Program offers a unique and technology intensive environment. It provides third through fifth grade students the opportunity to go beyond the confines of the classroom to explore real-life problems. These students are preparing to harness the power of computers to achieve success in personal and professional ventures. The magnet program exposes students to DeKalb’s excellent curriculum. Each student will have full access to a computer or laptop throughout the day, every day. Increased access to the computer provides bonus: more time to improve reading and math skills and more time to solve problems and manage information. Students use computer technology to conduct grade level research projects that integrate all curriculum areas. Computers are used to collect and analyze data in order to solve problems. All students are strongly encouraged to enter the DCSD Technology Fair with a project in one of the technology disciplines. The magnet teachers have access to specialized hardware and innovative computer software for desktop publishing, graphic design, writing, simulations, science experiments, graphics and word processing. This technology intensive environment for third through fifth grade students provides each student with opportunities to express themselves and demonstrate their work at the higher order of the Depth of Knowledge process. Applications such as telecommunications and other technology are used to enhance the present instructional program.

Program Description:The Evansdale Mathematics, Science, and World Language Program strives to meet the needs of students in kindergarten through fifth grade with an interest in developing their math, science, and communication skills in a challenging environment balanced by fine arts and a world language component. Program Description: The magnet program will emphasize mathematics, science, and technical concepts and skills required to go beyond the confines of basic instruction. The curriculum is designed to develop math, science, and technical skills as well as enhance creative, critical, and research skills. Science instruction takes place in a laboratory setting to provide students with real-life, hands-on experiences. Technology is integrated to allow students to take part in tutorials, simulated experiments, problem-solving activities, and collecting and analyzing data for research projects.
