Disaster Management Plan
This Plan has been prepared in compliance with the Civil Aviation Regulations 1998 Part 139 for Certified Aerodromes and is used in conjunction with the Aerodrome Manual and Airport Emergency Plan for Townsville Airport.
The organisation responsible for coordinating this Plan is Townsville Airport Pty Ltd (TAPL) and is authorised by the Manager Aviation (MA) and is for use by TAPL Staff and tenants as guidance for the preparation for and recovery from a natural disaster.

Document Instructions
The purpose of the Townsville Airport Disaster Management Plan is to minimise the risk of injury to staff and passengers, damage to aircraft or equipment and to provide guidance for the preparation and recovery from a disaster at Townsville Airport.
These actions are a guide only. Tenants should develop a staged plan of action to prepare for and recover from a disaster. Implementation of these actions will be based on the threat of the disaster.

Disaster Management Plan
1.1 Introduction
The Disaster Management Act 2003 S13(1) defines a disaster as a serious disruption in a community, caused by the impact of an event, that requires a significant coordinated response by the State and other entities to help the community recover from the disruption. Disasters that may affect the Townsville Airport include:
Tropical Cyclones
Gale‐force wind
Floods Storms Storm Surges Earthquake Dust Storm Tsunamis Volcanic Ash Tornados
This plan has been prepared to counter the potential danger and damage that may occur as the result of a Disaster.
In the event of a disaster without pre warning, TAPL management will activate Stage 6 of the DMP in conjunction with the Local Disaster Management Group (LDMG) and District Disaster Management Group (DDMG).
Other Organisations Disaster Plans
Other organisations Disaster Plans are held by the Manager Aviation (MA) and will be reviewed annually for integration with this Plan.
An annual Disaster Management Meeting to be held in October of each year to be chaired by MA.
Review of Plan
The Townsville Airport Disaster Management Plan (DMP) will be reviewed annually by the MA.
1.2 Objectives
To plan action to prevent loss of life and minimise damage to facilities when a disaster occurs.
To arrange restoration of services after the event has occurred and in accordance with a pre‐arranged plan.
1.3 Pre‐Emptive Actions
Warning ‐ Method of Notification
The warning will be passed to TAPL Managers and Staff as per the callout list in the DMP Standard Operating Procedures (SOP’s).
If the warning is given outside the hours of duty of the Airport Safety Officers, the Bureau of Meteorology (BOM) will notify the MA who will then activate the callout list in the DMP SOP’s. It is the responsibility for all who work at Townsville Airport and tenants to provide the Townsville Airport Administration Office with up to date contact details.
Dispersal of Aircraft
RPT Aircraft
Times permitting all Regular Public Transport (RPT) aircraft will be dispatched to other centres and inbound aircraft diverted.
General Aviation Aircraft
Time permitting GA aircraft owners will be advised to disperse to other locations. The remaining aircraft will be either placed in hangars or tied down on the apron. Aircraft owners / operators are responsible for the safety of their own aircraft.
Fire Protection
Asset Manager (AM) to confirm that fire fighting equipment is serviceable.
Essential Equipment ‐ Assembly
Vehicles and equipment will be dispersed as per Appendix B.
Access to the Airport
Access roads to the airport may be subject to flooding. The secondary access point for TAPL staff is via the RAAF main gate.
Emergency Generators
TAPL may isolate the emergency generators in preparation for a cyclone to avoid damage to the set by power spikes and to protect against injuries caused by damaged lines or infrastructure. The generators will be engaged as a matter of priority after the danger has passed. The generators will power essential circuits only in the terminal, on the apron and in the TAPL Management Centre.
Buildings outside of these are not serviced by TAPL emergency generators. Tenants should plan for power outages in the aftermath of a major cyclone.
1.4 Warnings
The priority stages for Townsville Airport Pty Ltd will be declared by the MA based on advice from the Bureau of Meteorology.

Declared in conjunction with the DDMG. Call in of essential staff to return the
airport to operational status

The intensity of cyclones will be reported using the following system

1.5 Annual Review of Disaster Management Plan
a) All staff to review Disaster Management Plan.
b) Terminal and Stakeholder Relations Manager (TSRM) to review stock:
• 40 large industrial quality rubbish bags, one roll of plastic and six rolls of reinforced packing tape or equivalent to enable office equipment, safe and filing cabinets to be waterproofed • prepare and confirm supplies of batteries, torches, gas, plastic covers and ropes
• check serviceability of transistor radio
• ensure additional stocks of water in Terminal Control Centre (TCC)
c) Workplace Health and Safety Officer (WHSO) to check first aid kits are fully stocked. d) Airport Services Officer Mechanical (ASOM) to ensure maintenance of Gen Sets completed. e) Office Supervisor (OS) to
• ensure staff contact list is current
• email letter to all tenants advising start of cyclone season and to take appropriate precautions
f) MA to hold a meeting with airport operators.
g) AM to ensure cyclone bolts are maintained and the holes for each door cleaned out.
1.6 Actions to be taken on receipt of Cyclone warning
Stage One
Note: Should Townsville be on a cyclone watch prior to a weekend Chief Operating Officer (COO) may require activation of multiple stages. Staff will be advised prior to COB on Friday.
1. Management Team (MT) to report to the COO to assess likely threat. 2. All staff to review Townsville Airport DMP SOP’s.
3. All vehicles/plant and Gen Sets are to be refuelled. 4. Work in progress to be completed or secured.
5. Office Supervisor to broadcast fax/email warnings to all tenants.
Stage Two
1. MT is to report to the COO's Office to formulate plan of action for Stage Two. 2. MT to contact Staff and inform them to stand‐by.
3. The MA will direct staff to:
• Establish the TCC – Terminal Conference Room in the Domestic Terminal if required. • Advise airlines, tenants and advise alternate airports (Cairns, Brisbane, Mackay and Mt Isa) • Advise GA operators to:
a) relocate their aircraft to an alternate airport; b) hangar their aircraft; or
c) tie‐down their aircraft. 4. AM will distribute weather‐proofing material.
5. Dispersal of vehicles and plant to commence in accordance with vehicle dispersal plan at Appendix B. 6. COO to advise insurance company.
Stage Three
1. Priority of shutdown of facilities to be decided by MA at the declaration of "Stage Three". 2. All necessary staff to be recalled to duty if outside normal hours.
3. Waterproofing of non required facilities will commence in conjunction with shutdown of non required facilities.
4. In conjunction with RAAF SADFO the Airport will be closed to arrivals/departures at least three hours before destructive winds are forecast to reach the outskirts of Townsville, or, if wind speed reaches 80kph. Additionally, if a storm surge warning is issued (approximately 6 hours before destructive winds are due) Stage 4 may be declared.
5. Isolate Powerhouse.
Stage Four
Staff will be released as soon as possible from duty on the declaration of "Stage Four" to take shelter with their families until "All Clear" is advised or as required.
Stage Five
Staff to remain in shelters. Stage Six
All staff should attempt to contact management ASAP and report their disposition.
Stage Seven
All Clear is announced. As instructed by Management, staff are to assist with the clean‐up and re‐opening of Airport Operations.
In the event of a disaster without pre warning, TAPL management will activate Stage 6 of the DMP in conjunction with the Local Disaster Management Group (LDMG) and District Disaster Management Group (DDMG).
