How to Access SCIP

Website

In the address field of your Internet browser, type web address: https://www.scportal.us/. The SCIP Welcome page appears.

Home

This the main page of the SCIP Welcome page and clicking on will bring you back to this page. The Home page provides an overview of the Security Cooperation Information Portal (SCIP) along with access instructions and an email link to contact the SCIP Help Desk in case users have questions or need assistance from the SCIP Help Desk.

Registration Info

Clicking on takes you to the Registration Info page. Here you will find

information and a link to register for a SCIP account. There are also links for Token users that will need reviewed prior to completing a SCIP registration form.

The SCIP Help Desk email link is also listed on this page too in case users have questions or need assistance from the SCIP Help Desk.

Click at the top of the page to display the DoD – User Agreement .PDF. The .PDF will display the DoD – User Agreement in its entirety.

SCIP Logon

Click at the top of the page. If employing a functioning certificate, the following client authentication screens display. Note: depending on your software, your screens may not match what is pictured in this guide. If, after reading this guide, you are unable to log onto SCIP, contact the SCIP Help Desk at [email protected].

Digital Certificate with Name – CAC or PKI users

One or more digital certificates may appear, indicating you probably log on using a Common Access Card (CAC) or Private Key Infrastructure (PKI) software certificate. If you have previously registered with the SCIP Access Administrator as a CAC/PKI user, select the appropriate certificate and click OK. The appropriate certificate is the non- e-mail certificate issued by the CA (Certificate Authority) of the certificate sent to SCIP Help via the digital signature

If you have NOT registered your CAC/PKI with the SCIP Access Administrator, you will not be able to access SCIP. Exit out of the browser and contact [email protected] for further instructions on how to register your certificate.

Token Users

Token users must have an RSA SecurID token, which displays a different 6-digit number, called a

TOKENCODE, and changes every 60 seconds.

If you have successfully created a PIN and logged on to SCIP, skip to here. First time token users and users in receipt of a PIN reset should continue.

Enter the 6-digit TOKENCODE number from the token in the Passcode area and click Authenticate. This takes you to the ClearTrust Login screen.

Create an 8-position Personal Identification Number (PIN). The PIN must be exactly 8 positions with letters and numbers only (no special characters). The PIN should be something that is easily

remembered; do not forget your 8-position PIN (e.g. mypin123). Enter the 8-position PIN, reenter the

PIN to confirm, and click .

If you receive a “logon unsuccessful” message, wait until the current TOKENCODE changes to a new 6-digit number then repeat the step above.

After logging on to the Portal for the first time, subsequent logons are accomplished by entering your assigned UserID (and clicking Continue), followed by your 14-position PASSCODE, (your personal 8-position PIN plus the newest 6-digit TOKENCODE) from your token.

If your logon fails, do not attempt another logon until a new 6-digit TOKENCODE is displayed. After three consecutive logon failures, you are prompted to enter the next 6-digit TOKENCODE following the one you just entered. Five consecutive failures or attempted logons causes a lockout of your Portal account. Request a reset of your PIN through the SCIP Access Administrator. If you have any problems or
