Revised Project Performance Rating. The new rating methodology comprising: (i)

contract awards, (ii) disbursements, (iii) financial management, (iv) output and (v) safeguards,

was applied to project loans and grants from January 2020. To ensure that ratings are

reflective of actual project implementation status, ‘on track’, 'for attention' and 'at risk' are used

in the new rating system. As of 30 September 2020, 99 projects (15.3%) were rated ‘at risk’

compared with the same period of 89 projects (13.6%) that were rated as ‘actual problem’ in

the old rating system. This was due to the strengthening of the financial management, output,

and safeguard indicators, and the impact of COVID-19.

COVID-19 Portfolio and Disbursement. The active committed portfolio in support of

COVID response, including (i) commitments under newly approved projects; (ii) support under

ongoing projects within their current scope and (iii) and repurposing

of ongoing projects, were

$10.6 billion, of which $10.3 billion were for loans, $233.2 million for grants, and $105.6 million

for TAs. COVID-19 project disbursements for loans and grants amounted to $471.0 million

while policy-based were $7.2 billion of which $7.0 billion were CPRO.

COVID-19 Related Impact on Existing Portfolio. Actual contract awards for project

loans and grants were $6.6 billion (of which $377.9 million was for COVID-19 response

projects), or an increase of 5.8% compared with the same period in 2019 ($6.2 billion).

Disbursements of project loans and grants were $5.3 billion (of which $471.0 million was for

COVID-19 response projects), or a decrease of 8.5% compared with the same period in 2019

($5.8 billion). Ratios of ‘at risk’ project ratings for contract awards and disbursement indicators

(the two of five indicators that were not revised in 2020) increased from 14.6% and 14.9% at

the end of 2019 to 19.5% and 22.4% as of end September 2020, respectively.

COVID-19 Related Impact on Completion Report Circulation. A significant impact

was seen on circulation of project completion reports (PCR) and extended annual review

reports (XARR). Forty-nine PCRs and five XARRs were circulated to the Board as of end

September, against 107 PCRs and 33 XARRs planned to be circulated in 2020 respectively.

This is due to restrictions on mission travels, difficulty in mobilizing consultants, slow

responses from borrowers, clients and stakeholders, and prioritizing urgently required

COVID-19 response projects.

Covers all loan and grant projects (including ADB fully administered cofinancing). The rating methodology of three of the five indicators of the project performance rating system: (i) technical, (ii) financial management, and (iii) safeguards were revised to be more effective in measuring performance. To ensure that ratings are reflective of actual project implementation status, terms used to define two of the three overall project ratings were updated from 'potential problem' to 'for attention' and 'actual problem' to 'at risk'. The overall scoring methodology was also refined to obtain the optimal scoring equivalent and range and applied from the first quarter results of 2020.
