Applying for a PEI Career and Technical Education Teacher’s Certificate

Please Read Carefully Before Completing this Application for a

PEI Career and Technical Education Teacher’s Certificate. No candidate for a teaching position in the province of

Prince Edward Island may enter into an agreement to teach, verbal or otherwise, with a school board until such a candidate has had their credentials evaluated by the provincial Registrar and has been issued a certificate indicating that they are free to teach in the schools of this province.

Eligibility for the Career and Technical

Education Teacher’s Certificate

Only applicants who do not qualify for an Academic Teacher’s Certificate may apply for the Career and Technical Education Certificate. The Career and Technical Education Certificate is intended for teaching assignments at the secondary level in the career and technical education curriculum areas identified by the Minister. These include automotive, welding, carpentry and cooking. A Career and Technical Education Teacher’s Certificate may be issued in other CTE program areas only with the permission of the Minister. To be eligible for a Career and Technical Education Certificate, an applicant must hold a recognized qualification in one of these areas.

Out-of-Province Applicants:

Applicants who completed their career and technical education teacher training in a jurisdiction outside of Prince Edward Island must demonstrated that they were certified to teach first in the jurisdiction where the teacher education program was completed, even if they never taught there. Approved vocational teacher education programs must meet vocational teacher certification requirements of the jurisdiction in which the institution is located, leading to vocational teacher certification.

Application Requirements:

All applicants for a Career and Technical Education Teacher’s Certificate must submit the following: T Proof of Identity such as a copy of your Birth

Certificate

T Proof of Eligibility to Work in Canada such as a copy of your Social Insurance Number. [A Teacher’s Certificate will not be issued to an applicant who has not been authorized for employment in Canada until such time as they provide proof of permission to work in this country.] T Proof of high school completion at the Grade 12 lev el or equiv alent school completi on documentation such as completion of the GED T Official transcript(s) from the training institution of

all trades, technical, academic, and professional courses taken at the post-secondary level

T Verification of wage earning experience in the trade or area of technology from the employer(s)attesting to the total number of hours worked in the occupation

T A completed Application Form for a Career and Technical Education Teacher’s Certificate

T A $100.00 Evaluation Fee in the form of a Cheque or Money Order made out to the

Minister of

Finance and Municipal Affairs.

Additional Requirements for Out-of-Province

Applicants:

T A Statement of Professional Standing from the teacher certification authority in the jurisdiction in which your initial vocational teacher training was completed and any other jurisdictions where you are, or have been certified to teach to the effect that your teaching license is in good standing and has never been suspended, cancelled or revoked.

T Verification of previous out-of-province contract teaching experience (non-substitute teaching) if applicable. This service may be used for salary increment purposes.

Submitting Documents:

Applicants will need to include some of the above documents with the application while they must arrange for other documents to be sent directly to the Registrar by institutions or by employers on your behalf. All documents received by the Registrar become the property of the Department of Education. Please make copies of documents before you submit them.

Documents Requiring Translation:

When documents are received by the Registrar in a language other than English or French, a copy will be provided to the applicant who then must arrange for an official translation to be completed by an accredited translator. The official translation must be returned with the copy of the original to the Registrar.

Language Proficiency:

Applicants must be able to communicate effectively in either English or French to teach in Prince Edward Island schools. Applicants may be required to complete and provide acceptable results in an approved language proficiency test.

commensurate with their professional and academic qualifications . Applicants will be assigned a certificate level according to the following criteria.

CTE Levels and Requirements:

CTE Level 5 may be assigned if the applicant provides

proof of the following:

” all of the above qualifications for a CTE Certificate 4 ” an additional thirty (30) credit hours leading to the completion of a masters of education degree at a recognized post-secondary institution in an area related to the PEI school curriculum

CTE Level 1 may be assigned if the applicant

provides proof of the following:

” a grade twelve high school diploma or a verified equivalency

” a minimum of one (1) year technical education resulting in the completion of a program at a recognized post-secondary institution, in the career and technical area being authorized

” a minimum of four (4) years work experience in the career and technical area being authorized

” a recognized occupational certification such as an Interprovincial Red Seal in the career and technical area being authorized

” where all of the above count as thirty (30) semester hours of Prior Learning Assessment Recognition (PLAR) ” completion of a minimum of thirty-six (36) credit hours of teacher education, such as the Certificate in Adult Education (CAE) offered jointly by Holland College and the University of Prince Edward Island

CTE Level 2 may be assigned if the applicant provides

proof of the following:

” all of the above qualifications for a CTE Certificate 1* ” an additional twenty-four (24) credit hours of approved post-secondary teacher education course work such as in the Bachelor of Education in Human Resource Development degree program offered jointly by Holland College and the University of Prince Edward Island or an equivalent recognized teacher education program *Applicants who provide proof that they have completed an additional one (1) year technical education resulting in the completion of a program at a recognized post-secondary institution in the career and technical area being authorized may receive recognition for an additional thirty (30) semester hours and move directly to CTE Level 3.

CTE Level 3 may be assigned if the applicant

provides proof of the following:

” all of the above qualifications for a CTE Certificate 2 ” an additional thirty (30) semester hours of approved post-secondary education course credits beyond the Bachelor of Education degree and at the non-introductory level in a subject area related to the PEI school curriculum or in an area related to the teaching profession

CTE Level 4 may be assigned if the applicant provides

proof of the following:

” all of the above qualifications for a CTE Certificate 3 ” an additional thirty (30) semester hours of approved post-secondary education course credits beyond the Bachelor of Education degree and at the non-introductory level in a subject area related to the PEI school curriculum

Appeal Policy

An applicant may appeal the Level assigned to the Certification and Standards Board by the Registrar or the refusal of the Registrar to issue a CTE Teacher’s Certificate. The appeal must be made no later than 20 working days from the date of notification. In the event of a hearing, the decision of the Board is binding and final.

School Board Employers:

Although Teacher Certification is handled by the Registrar’s Office of the Department of Education and Early Childhood Development, all employment matters are dealt with by the employing authorities. The contact information for the three school boards is listed on the cover of this application package. If you wish to seek employment teaching in Prince Edward Island, you will need to contact the appropriate school board and make application for employment. When applying for a teaching position, you will be required to provide a copy of your teacher’s certificate. Criminal background checks are required by the employing school boards.

Substitute Teacher Authorization for

Certified Teachers:

Once certified, you may be interested in working as a substitute teacher in PEI. In order to be eligible to substitute teach in the school boards of Prince Edward Island, interested individuals must first obtain an Authorization to Substitute Teach from the Office of the Registrar of the Department of Education and Early Childhood Development. Once you are a certified teacher, you are eligible to receive the certified substitute teacher rate of pay. Applicants may apply for a Substitute Teacher Authorization form found on our web site or by completing Section 5 of this application form. Certified substitute teachers pay a one-time authorization fee of $50. You must indicate in Section 5 of the application form, the PEI school boards where you would like the Registrar to send your Authorization to Substitute Teach. You must include the $50 fee when submitting your application form to the Office of the Registrar. With this authorization, you are eligible to substitute teach in all three Prince Edward Island school boards. Once you have been issued your Authorization to Substitute Teach, you must apply directly to the employing school board. The school boards will ask for criminal background checks as well as additional employment related information. While Certified Substitute Teachers are not required to renew their authorization each school year, they are responsible for notifying the school board(s) at the beginning of each school year as to their availability for substitute teaching for the current school year.

Substitute teachers are no longer required to pay a fee. Please indicate in Section 5 of the application form, the PEI school board(s) where you would like the

Registrar to send your Authorization to Substitute Teach. With this authorization, you are eligible to substitute teach in all three Prince Edward Island school boards. Once you have been issued your Authorization to Substitute Teach, you must apply directly to the employing school board. The school boards will ask for criminal background checks as well as additional employment related

Substitute Teacher Authorization Renewals:

If you were already authorized during the current school year as a non-certified substitute teacher, you are not required to pay again. Simply indicate in Section 5 of the application form contained in this package that you are requesting that the Registrar notify the school board (s) where you wish to work that your status has changed from non-certified tocertified.

Career and Technical Education Letter of

Authority:

Where a school board has demonstrated to the Minister that a suitable certified candidate cannot be found to fill a teaching assignment at the secondary level in the career and technical education area, an individual who has not completed an approved teacher may be issued a Career and Technical Education Letter of Authority at the recommendation of the school board. A CTE Letter of Authority is issued for the current school year and can only be renewed to a maximum of five times. The holder of a Letter of Authority must renew their certificate for each school year using the application form found on our web site. The applicant must demonstrate that they are making satisfactory progress towards the completion of a Certificate in Adult Education in order to have their Letter of Authority renewed for the following school year. The holder of a Letter of Authority will be paid at the Technology Education Certificate Level 1 during the school years while completing the educational requirement under a Letter of Authority.

Submission of the Completed Application:

The required fee of $100.00 in the form of a cheque or money order written to the Minister of Finance and Municipal Affairs the as well as the completed application form and required documentation must be received by the Registrar before a Career and Technical Education Teacher’s Certificate will be issued. A certificate becomes valid from the date when all required documents included the evaluation fee have been received by the Office of the Registrar. All documents must be sent to:

Fee Policy

Fees may be paid by cheque or by money order made payable to the the Minister of Finance and Municipal Affairs. The fee may be paid in cash at the Office of the Registrar. Fees are non-refundable unless the application has been withdrawn and in the event that no staff time has been invested in processing the application.

Submission of the Completed Application:

A Career and Technical Education teacher's certificate becomes valid from the date when all

required documents included the evaluation fee have been received by the Office of the Registrar.

Teacher's certificates issued after May 2011 are non-expiring and remain valid unless suspended, cancelled or revoked.
