Overview
• There is a strong need for a third runway at MEL
• Four runways has been planned since the 1960s with 2 built on day of opening
• The current planned position of the 4-runway system have been in plans since 1990
• 2013 Master Plan announced East-West as preferred third runway for sound reasons at the time
• New information obtained between 2016 – 2018
required an orientation review and pause on East-West • After industry consultation Melbourne
Airport announced preferred orientation now North-South

Melbourne Airport must comply with statutory assessment
requirements
Why? Airports Act 1996
• As the airport-lessee company for the airport, Melbourne Airport is required to follow the
statutory process for requesting approval for this MDP, which is set out in the Airports Act 1996. • Melbourne Airport is required to seek approval
for any major airport development from the Commonwealth Government, primarily through the preparation of a Major Development Plan in accordance with the Airports Act 1996.
• Major airport developments must be carried out in accordance with an approved major development plan (MDP)
• Specifies the contents of a major development plan
• Specifies the matters the Minister for Infrastructure must regard in deciding whether to approve or refuse a MDP:
• the likely impact on the environment
• the consultations undertaken in preparing the MDP, and the outcome of the consultations
• the views of the Civil Aviation Safety Authority and Airservices Australia (safety and operational aspects)

Environment Protection and
Biodiversity Conservation Act 1999
• Advice from the Minister for the Environment must be obtained and considered for: • the adoption or implementation of a plan for aviation airspace management involving
aircraft operations that have, will have or are likely to have a significant impact on the environment
• the adoption or implementation of a MDP (as defined in the Airports Act 1996) EPBC Act 1999 Significant Impact Guidelines 1.2 ‘Actions on, or impacting upon, Commonwealth land, and actions by Commonwealth agencies’

How will aircraft noise be considered?
Aircraft noise modelling
• Australian Noise Exposure Forecast / Concept (ANEF/C)
• N-above contours for school day, day, evening & night periods
• Single event noise contours (single aircraft Lmax) • Continuous noise level contours (Leq)
Within aircraft noise contours
• Dwelling counts (residences)
• Identify community facilities: aged care, childcare and kindergarten, community centres, hospitals, libraries, places of worship and schools
Aircraft noise considerations
• Are inevitable impacts of an airport
• Must be managed to minimise its impact on communities
• Like car traffic noise, railway noise and industrial noise, it
cannot be eliminated
• Aircraft are getting quieter BUT more numerous
• Changing navigation technology changes impacts for
better and worse
• The last seven years have seen major changes in aircraft
noise management
• Extensive research, generally at very busy airports (Ron's

• Assess construction and operation of third runway
• Comparison of ‘No Build’ (existing runways only) and ‘Build’ (with third runway) for:

▪ After 5 years

• Two broad study areas: 15-kilometre radius & 15-50 kilometre radius
