Queensland Training Subsidies

Certificate 3 Guarantee Contestable Qualifications 2013-14

The Certificate 3 Guarantee provides an entitlement to a Certificate III qualification in accordance with the Program

Policies and the Vocational Education and Training Pre-qualified Supplier Agreement. The following certificate III

qualifications are contestable from the date specified. TAFE and non-TAFE training providers may deliver these

qualifications in the 2013-14 financial year.

Year 12 Fee Free High Priority Qualifications

The Certificate 3 Guarantee provides an entitlement to a Certificate III qualification in accordance with the Program

Policies and the Vocational Education and Training (VET) Pre-qualified Supplier Agreement. TAFE and non-TAFE training

providers may deliver these qualifications to Year 12 Fee Free Graduates from 1 January 2014 to 30 June 2014.

Funded Lower-level Training Year 12 Fee Free

The primary intent of the Certificate 3 Guarantee is the delivery and completion of certificate III qualifications which will lead

to employment outcomes. The delivery of lower-level training (on the list below) to eligible Year 12 Fee Free Participants is

permissible in exceptional circumstances when supported by evidence. Typically this will be when the lower-level training

leads directly to employment, or is necessary because the Participant is unlikely to succeed by a direct enrolment at the

certificate III level.

Training providers may deliver these qualifications to Year 12 Fee Free Graduates from 1 January 2014 to 30 June 2014 and to

retain evidence of exceptional circumstances by, for example, a pre-assessment instrument which identifies the need for

lower-level training. Lower-level qualifications which are a mandated prerequisite for a funded certificate III level

qualification will be supported.

The Certificate 3 Guarantee will also support any students requiring foundation skills – language, literacy or numeracy.

Enrolment in these courses may occur in parallel with the qualification above being undertaken and will not affect a

student’s entitlement to a certificate III level qualification.

Funded Lower-level Training

The primary intent of the Certificate 3 Guarantee is the delivery and completion of certificate III qualifications which will lead

to employment outcomes. The delivery of lower-level training (on the list below) to eligible Participants is permissible in

exceptional circumstances when supported by evidence. Typically this will be when the lower-level training leads directly to

employment, or is necessary because the Participant is unlikely to succeed by a direct enrolment at the certificate III level.

Training providers will have to retain evidence of exceptional circumstances by, for example, a pre-assessment instrument

which identifies the need for lower-level training. Lower-level qualifications which are a mandated prerequisite for a funded

certificate III level qualification will be supported.
