Introduction

Baja Carpathia 2012 Rally will be run in compliance with: • FIA International Sporting Code 2012 (with Appendixes), • General Prescriptions 2012for Cross-Country Rallies, • FIA Cross-Country CEZ Cup Regulations,

• Polish Championship Cross-Country Regulations for 2012, • Polish Cross-Country Cup Regulations for 2012,

• The Polish Traffic Law Statute, • This Supplementary Regulations.

Changes to these Supplementary Regulations will be announced to all entrants by numbered and dated Bulletins (issued by the Organisers or the Stewards).

Parallely to this event there will be run the UEM championship for quads and motorbikes. There will be a 5 minute gap between the car and the UEM events. The quad and motorbike event will be run on basis of another Supplementary Regulations.

1. Description

1.1. Location and name:

„BAJA CARPATHIA 2012” rally will be run in Stalowa Wola on 29 June to 1 July 2012.

3. Entries

3.1. Opening and closing dates for Entries:

3.2. Entry procedure: 3.2.1.

Delivery of the entry form and obligatory attachments is the responsibility of the competitors. Any competitor willing to enter Baja Carpathia 2012 Rally is obliged to deliver properly filled entry form by 19 June 2012 (I term) or by 24 June (II term). PZM license holders are obliged to input all required, complete attachments to the PZM Inside system.

Sponsor teams are also subject for entries. 3.2.2.

The entry form is filled and delivered only by means of the internet site www.zgloszenia.pzm.pl. After the proper application (including payment confirmation) the entry form will be sent by email to the Rally Organizer and to the competitor.

3.2.3.

An entry will be accepted only if accompanied by full payment confirmation. Sponsor teams are also obliged to enter.

3.2.4.

While filling the internet application form and attachments there are also automatically generated: - Administrative Check Card and Scrutineering Card (OA and BK 1),

- Personal Safety Card,

- Service Park additional area order (optional),

- In-common or neighboring Service Park allotment request (optional).

3.2.5.

A PZM License holder is additionally obliged to put in the Inside PZM system the following scanned documents (all pages):

• license of the competitor and crew members, • crew members driver license,

• international health form

• written permission of the club for taking part in the competition (a single permission may also be faxed directly to the organizer)

• vehicle registration (the scan may be sent directly to the organizer) • vehicle insurance (the scan may be sent directly to the organizer) 3.2.6.

Non-PZM license holders must present the above documents at the Administrative Check. 3.2.7

A competitor must deliver the original, fully signed application form and the club permission and must be in possession of originals of all required documents, which may be requested. The printed and filled Personal Safety Card is to be presented at Scrutineering 1.

3.2.8

A competitor who wants to obtain an invoice for the entry fee and additional parking allotment fee must provide all necessary invoice data at the zgloszenia.pzm.pl internet site. The invoice will be given at the Administrative Check.

3.2.9

After closing of the II term for entries the zgloszenia.pzm.pl site will be available only for edition of crew members and the vehicle.

3.3.

Number of allowed entries and division into categories. 3.3.1.

T1 – (cross-country prototypes) – vehicles pursuant to Art. 285 Appendix J of the International Sporting Code.

T2 (cross-country serial vehicles) vehicles pursuant to Art. 284 Appendix J of the International Sporting Code.

T3 (modified cross-country vehicles) - vehicles pursuant to Art. 286 Appendix J of the International Sporting Code.

TH – vehicles pursuant to ASN technical regulations , in the country of the passport origin.

OPEN – national category according to PZM technical regulations for OPEN category

3.4. Entry fee

3.4.2.

Sponsor team entry fee is 100€ for each crew entered by the competitor-a legal person 3.4.3.

Each competitor who registers and then is not able to start in the Rally is obliged to send at least 1 day before the Scrutineering a written explanation of the absence reason. In case of unjustified absence the Organizer will induce GKSS (National Moto-Sport Commission) to impose a penalty on the competitor. Entry fee will be returned in full only in case of cancellation of the Rally or refusal of entry of a competitor

The Organizer may return 50% of the entry fee in case of Competitors who will present a written explanation from their club, confirming a force majeure.

4. Insurance

4.1.

Every entrant must be in possession of a valid third-party insurance. Casco insurance with sport extension is also recommended. The organizer is not responsible for any damages occurred during the event.

4.2.

Every competitor takes part in the rally at their own risk. By signing of the Entry Form the competitor renounces all rights to any compensation for accidents and damages occurred during the Rally. This renouncement refers to PZM (Polish ASN), the organizer, the rally officials and other competitors

5. Tires

Tires must comply to the Art. 12 of the FIA General Prescriptions.

6. Fuel

Fuel must comply to the Art. 34 of the FIA General Prescriptions

7. Administrative checks

8. Scrutineering, sealing, marking

• FIA technical passport (except TH i Open) • original car homologation printed on FIA forms, 8.4. Requirements:

Before a car enters the Scrutineering it obligatory

Przed przybyciem na BK 1 samochody muszą spełniać poniższe wymagania:

• to have all the required labels fixed (starting numbers, advertisement, rally plate) according to the Attachment 2 pattern

• During the Scrutineering turbochargers and engine blocks will be sealed. The car must be put to the scrutineering with a wire already prepared to the sealing of the above elements. The wire endings must be placed in a position convenient for the sealing.

• the Personal Safety Kit card must be accompanied by a helmet, gloves, overall, underwear, shoes, FHR collar with valid FIA homologation

8.5 Additional requirements:

Crews of vehicles without the windscreen are obliged to have helmets with face protection glass. In case of helmets without face protection appropriate glasses are mandatory.

9. Running of the rally

9.1. Starting ceremony:

9.1.3.

There will be a pre-start park for all vehicles. Vehicles must be put into the park by 16:30. Service personnel is allowed put vehicles in the park.

The park entry schedule will be published on official board at the rally office on Friday 29.06.2012 at 15:00. Lateness at the park entry TC punishment will be 75€. All crews dressed and ready for start must be present in the area of the Starting Ceremony at 16:30.

9.2. Super Selective Stage: 9.2.1. Location:

9.2.3.

SSS 1 Prolog classification will be included in the final rally results and will determine starting sequence for Leg 2.

9.3. Time cards

At each Start there will be 2-digit electronic starting devise with 2 green lights, coupled with a photocell responsible for detection of false starts. The photocell will be placed about 40 cm beyond the start line. The display will be placed so to be well visible to a crew sitting in a vehicle one the starting line. The device continuously counts down to the moment of the green light. Numbers shown in the sequence: 30, 15, 10, 5, 4, 3, 2, 1 and the green light. The green light will stay on for 20 seconds. Within this time a crew must start. The SS time measurement accuracy is 1sec (except SS1)

9.5. Service Park:

During the Rally there will be one Service Park location in Stalowej Woli, ul. E. Orzeszkowej.

Service park will be open from 29 June 2012, 7:00 till 1 July 2012,. 20:00.

Only one service car per crew is allowed in the service parkThe Entry fee includes payment for 50 m2 of the service area.

The organizer may, at a competitor’s request, allow additional service area, if space is available Additional fee is:

2 EUR per 1m2 if requested and paid by and on 24.06.2012,

5 EUR per 1m2 if requested and paid after 24.06.2012. 9.6. Maximum Selective Section time, Fixed Penalty:

Crews who for any reason have not finished a Section in Leg 2 or Leg 3 may return to the rally only under the following conditions:

• put the vehicle to the Regrouping by the scheduled In-time of the first crew in the Leg • put the vehicle to Parc Ferme before publication of the preliminary results for the Leg • get the rally continuation permission from the Technical Delegate after explaining the

reason of the SS completion failure

The above penalties apply only to crews who:

• complete at least one SS in a Leg (except Leg 1) • are present at the start of every Leg

If any of the above conditions is breached the crew will be excluded from the rally. 9.7. Early In at the end of a Leg.

An early In is allowed for Parc Ferme for TC 1D, TC 3D, TC 5F 9.8. Reconnaissance Of The Route.

Reconnaissance is not allowed. Any member of a crew present on the route by 29 June 2012 r. will violate this rule. The organizer will allow afoot reconnaissance for SSS PROLOG

9.9. Refueling.

Any refueling activity is prohibited in the Service Park and on the route. There will be a special refueling area arranged near the Service Park, limited with two TC’s. Refueling time will be determined in the rally timetable.

9.11. Transgression cards.

Transgression cards are obligatory through all time of the Rally. Traffic regulations violation penalties:

1. first – 10% of registration fee 2. second - 100% of registration fee 3. third – exclusion from the Rally

10. Final checks

10.1. Location:

10.2. Date:

1.07.2012 – Sunday- 17:00

10.3 The Final Checks will be conducted directly after Rally Finish (TC 5F). Competitors appointed to the Scrutineering must follow the organizer’s directions. Crews are obliged to provide at least one representative of the competitor and an appropriate number of service staff (mechanics).

11. Protests and appeals

11.2 Protests must be made in a written form, delivered to the Rally Director and accompanied by a payment the deposit of 400€ of the entry fee. The deposit will be returned if the protest is proven right.

11.3 If the protest requires a partial or total car disassembly the deposit value will be determined by the Stewards at the Technical Delegate request

11.4 If the protest is not proven right and the protest consideration costs exceed the deposit paid, the difference will be covered by the protestor. In case the protest consideration costs are lower then the deposit, the difference will be returned to the protestor.

11.5 In case the protest is proven right, all costs will be covered by the competitor who the protest is against.

11.6 Deposit fee for an Stewards decision appeal to GKSS declaration is 600€.

12. Prizes

12.1. Prizes giving ceremony:

Prizes giving ceremony will be held on 1 July 2012 16:30, immediately after entering the Finish TC 5E, at “MDK” parking, ul. 1-go Sierpnia 9, Stalowa Wola.

12.2. Prices:

• 1,2,3 position in the General Calssification –2 cups per crew, • 1,2,3 position in the T1 Classification- 2 cups per crew,

• 1,2,3 position in the T2 Classification - po 2 puchary dla załogi,

• 1,2,3 position in the T3 Classification – depending on the number of crew members 1 or 2 cups per crew

• 1,2,3 position in the TH Classification - 2 cups per crew. • 1,2,3 position in the Open Classification - 2 cups per crew.

Prizes will be give only in the classification of the FIA CEZ Cross Country Cup and the Polish Cross Country Rally Cup.

13. Final decisions

13.1.

The organizer reserves the right to interpret, change and supplement this Regulations and to cancel the Rally. The organizer does not take any liability for damages and losses occurred to competitors or caused by them towards third persons through all the Rally.

By signing the entry form the competitors with their service crews declare obedience to this Regulations as well as to traffic rules, fire safety and other applicable regulations in the rally and the place of accommodation.

It is reminded that crew members should bear appropriate insurance, health certificates and vehicle books.

13.2.

During the Baja Carpathia 2012 there will be a GPS security monitoring system that will record vehicles tracks and velocity. The data may be used for verification of the rally regulations obedience (route, speed limits). The obligatory GPS fee is 75 €
