The Project Management Office within the Information Systems Division is seeking a highly

motivated and qualified individual to join our team. The Staff Information Systems Analyst

(SISA) Specialist functions as a Business Systems Analyst/Customer Relationship Manager

eliciting requirements, identifying IT business process improvement opportunities,

delineating business needs and ensuring the department is in compliance with control

agency requirements for IT projects. The SISA will use excellent customer relationship

skills as a liaison and interface between ISD and our business partners. The incumbent will

have the opportunity to work with Calif Dept of Technology and other departments to

perform benchmark research and coordinate project efforts through the Stage Gate

process. Assignments may involve projects with tight schedules, complex stakeholder mix

and high visibility. The SISA will typically be responsible for managing multiple efforts

concurrently. The incumbent may function as Project Lead managing small-medium sized

IT projects using the Project Management Body of Knowledge (PMBOK), Calif Proj Mngmt

Methodology (CA-PMM) and Business Analysis Body of Knowledge (BABOK)

methodologies. The SISA participates in every phase of the project life cycle controlling

scope, schedule and quality ensuring the product is thoroughly verified and validated prior

to deployment. The SISA will plan and ensure a smooth transition from DD&I to service and

support. This position requires the incumbent maintain consistent and regular attendance.

The Information Systems Division's (ISD) mission is to develop, support and promote the business value of

Information Technology (IT) which comes from the ability to conduct business processes more reliably, faster and at lower cost. ISD creates value by continually improving customer service and providing access to information that enables better decision making by CDSS business units. ISD accomplishes this by:

- effectively managing information systems and equipment;

- planning, communicating and implementing responsible information technology policies and solutions; and, - sharing and transferring information technology knowledge and tools.

Under general administrative direction of the Data Processing Manager II (DPM II), the Staff Information Systems Analyst (Specialist) (SISA) acts as the Business Systems Analyst and Project Lead over small-medium sized information technology (IT) projects. On large projects, the SISA will assist the project manager. Assignments may involve projects with tight schedules, complex stakeholder mix and high visibility. The incumbent will typically be responsible for concurrent management of multiple projects. The SISA performs user researcher eliciting requirements and identifying IT business process improvement opportunities, delineating business needs, and ensuring the department is in compliance with control agency requirements for IT projects.

40%: Lead enterprise governance activities and develop business case

Using Business Analysis Body of Knowledge (BABOK) methodologies, the incumbent will:

Analyze Information Technology Service Requests (ITSRs) for software change in order to fully understand business problems/opportunities by conducting stakeholder analysis, assessing capability gaps and determining business goals and objectives using SMART objectives. Assess the capabilities of the enterprise in order to understand the change needed to meet business needs and achieve strategic goals by analyzing the current state of the enterprise

architecture using SWOT analysis, user research and other analysis techniques to document the new capabilities required. Determine the most viable solution approach to meet the business through research, benchmarking, estimating time and costs, and leading multi-disciplinary or technical workshops to arrive at feasible solution alternatives. Define the solution scope by conceptualizing and documenting the recommended solution in enough detail to enable stakeholders to understand what the initiative will deliver and to allow IT governance to support a go/no go decision to invest and move forward with the proposed project. Document and track reportable projects through the California Department of Technology's (CDTs) Project Approval Lifecycle (PAL) process .

30%: Information Technology Customer Relationships Manager (CRM)

The CRM is the liaison and interface between Information Systems Division and business division partners. Excellent customer service will be provided by delivering the following supportive services: Provide technical expertise on a wide range of IT subjects to assist the business in determining how emerging technologies might enhance the future business needs of the department as a whole. Analyze and conduct user research to gain understanding of the current business processes and procedures and provide opportunities for business re-engineering improvements. Review submitted ITSRs for software change and conduct root cause analysis to determine business need. Develop and maintain positive working relationships with internal and external business stakeholders. Develop strategic alliances with external departments to identify service leveraging opportunities.

25%: Under the direction of the Data Processing Manager II, manage small-medium sized delegated projects Act as project manager in the project planning, initiation, executing, controlling and close-out activities of less complex IT projects using PMBOK, CA-PMM and BABOK methodologies. Collaborate with program and IT project team to prepare project work schedule based on WBS and activity list. Create, manage and communicate project schedule using MS Project and other tools. Clearly identify project stakeholders and CDSS IT resources’ roles and responsibilities. Elicit business requirements using focus groups, user stories, observation, prototyping and other techniques. Translate detailed IT system user requirements into functional requirements and in a clear manner that is comprehensible to developers/project team. Model business and data processes to aid stakeholder/developer understanding and define project scope. Collaborate with business partners to prioritize requirements and control project scope. Create and maintain requirements trace matrix for backward and forward tracing. Assist in the creation and review of system test plans and scripts. Review and validate system test plans/scripts, and oversee User

Acceptance Testing. Work with IT technical operations staff to ensure a smooth transition from development to post implementation.

The SISA (Specialist) acts under the general direction of the DPM II (Supervisor).

The SISA has contact with staff at all levels of the department, other departments and control agencies, e.g., Health and Human Services Agency, Department of Finance, Department of General Services, Department of Health Care Services, Office of Systems Integration, Federal Agencies, California Department of Technology and local

government organizations and stakeholders. The SISA also meets regularly with vendors and contractors.

The SISA must perform due diligence in completing staff work and exercise good judgment in their business analysis and project duties. The SISA is accountable for all assigned project deliverables. Failure to perform due diligence, exercise good judgment and meet deliverable deadlines would have an adverse impact on the ability of the ISD to deliver successful information technology projects that support the business and on the branch to provide knowledgeable, informed recommendations to the CDSS for effective use to technology.

This position requires the incumbent maintain consistent and regular attendance. Inconsistent attendance would shift workload to other employees and negatively impact the quality and time line of projects.

Knowledge and experience applying the Business Analyst Body of Knowledge (BABOK), Project Management Body of Knowledge (PMBOK), California Project Management Methodology (CA-PMM), or Information Technology Project Oversight Framework processes as a business analyst, project manager or team lead. Ability to

communicate complex technical and business process risks and issues to executive level staff. CBAP and/or PMP certification or eligibility is desirable. Experience in MS Office products, i.e., Word, Excel, Visio, MS Project. This position is subject to fingerprinting and criminal record clearance by the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
