The project is aimed at connecting PIA Head Office location in Karachi to Islamabad Blue Area Office in Pakistan through Video Conferencing System. Pakistan International Airline (PIA) intends to purchase IP-Based Video Conferencing System and Services. PIA needs high-tech Video Conferencing System (VCS) through which online discussions/conferences can be held. This will enable PIA Management to share information and resources with each other.
Pakistan International Airline needs a complete system which can be economically scalable and interoperable. This Request for Proposal describes the scope of work, technical specifications and commercial requirements for supply, installation, testing, commissioning and maintenance of the Video Conferencing System / Solution.

The Project proposal includes supply of equipment, installation, integration, testing, commissioning and maintenance/support of fully functional Video Conferencing System along with the collaborative tools at sites as in Annexure A.
The Video Conferencing System must be scalable / reliable and should have the functional & technical specifications as set out in Annexure B. The network should be evolved with Internet Protocol (IP) connectivity with SIP and H.323 support. The system should be able to support audio, video and data collaboration and connect to high quality audio conferencing system. Encryption on various interfaces for security purposes is ensured.
Both sites should have VC end point units which should be interoperable with all famous brands internal/external MCUs available in the market.
A USB Camera is required for a remote session from PIA Aircraft Hanger to PIA Head Office, this solution is optional and to be quote if you can provide Video Conferencing Solution for Remote location as well.
The system should have latest MPEG-IV audio & video codec in order to provide the maximum quality achievable by any technology currently available in the market. All systems should allow connectivity of computers to run Power Point presentations, share information, exchange of files and any image that is being displayed on the computer screen and should be possible to see presenter and presentation at the same time. The Video Conferencing System should have the ability for making all conferences highly secured on IP with SIP.
The scope of work includes design, packaging, supply, installation, integration, commissioning of all equipment as in Cat-1, Cat-II and Cat-III.
The items listed in Annexure B and all those things and accessories deemed necessary ION required for supply, erection, testing, commissioning, test run, operation and maintenance of the Video Conferencing System (VCS), Interactive Devices and Audio Equipment. The VCS, Interactive devices and audio equipment to
be completely seamless operational without any hindrances and difficulties, whatsoever.

The Video Conferencing System should be able to cover the whole meeting room, by its own or auxiliary cameras.
PIA requires the video conferencing system should support multiple sites connectivity, i.e. point to multipoint configuration. The sessions should have the capacity to be recorded as well as broadcasted on to ordinary computers on PIA network.
The offered solution shall sustain le vels for capacity performance, scalability, availability and manageability that meet present and future requirements.
The proposed system should display both presentation & presenter in the same screen by splitting it into two views.
The lighting level (LUX) should be boosted by using anti glare, specialized video conferencing lights
The proposed system shall support presentation and presenter in a point-to- point and point-to-multipoint conference

Video conferencing solution should include OEM integrated unit consisting of viewing screen with audio. It should include HD End point with separate High Definition 720p PTZ camera and codec for use over RJ-45 IP
Camera shall have 1280 x 720p CCD imager with 7X or higher optical zoom, 70deg Field of View (FOV) at min zoom, 90 degrees or higher Pan range, +10/-20 deg Tilt range in order to accept HD resolution video
Shall support ISDN PRI
Shall have H.261, H.263/H.263++ & H.264 video coding support
Shall support live resolution of 720p and deliver High definition video at 30fps from 1 Mbps to 4 Mbps
System must support H.239 for sharing of video and graphics content during the video call
Should support IPv4 and IPv6
Standards based- Packet Loss Recovery feature on H.323 call
It shall be possible to see both the near and far site on One Screen thus making most efficient use of a single display area
The system should have DVI, S-Video and HD video mode
The system must include an easy connecting VGA input (with XGA and SXGA signal support) so that any PC can be connected to the VC equipment
High Definition Camera and Codec with Remote Control Omni Directional Microphones
The system should be user friendly to allow a non technician staff to manage on his owns a Video Conference with a minimum learning time
The algorithm should be standard based and work with multiple vendor endpoints The system must include the: LAN Ethernet Connection.
The system must support H.323 and SIP protocol and must be reachable from Internet via a Session Border Controller (SBC) that provides standards-based firewall traversal for SIP and H.323.
Should easily distinguish entry tone / exit tone to inform conference participants when parties join or leave the conference
Should be equipped with a GUI or web based console for management and administration. The administrator should be able to schedule and manage conferences in various combinations.
Should prevent background noise from being included in the audio mix and to minimize the unwanted and distracting noise-triggered video switching
The Video Conferencing facility should provide facilities to adjust to the varied acoustic conditions of different rooms and distinguish speech from background noise. It must change views between broadcast, continuous presence & voice activated switching while the conference is going on
Operational and Technical Training to be given to PIA Staff.
General Terms & Conditions
Quotations are invited on turn-key basis including hardware, software, setup,
installation, commissioning and interfacing.
Vendors are required to submit
proposals for the supply and support of the total solution and not individual
elements
The Equipment should be quoted in both onetime purchase cost as well as option of paying a rental monthly fees for 3 years after which equipment will be on PIA property.
Bandwidth shall be provided by vendor. Cost of Bandwidth required for the proposed solution must be mentioned. Bandwidth must be capable of meeting the requirement for solution being offered without any congestion and degradation of service. Vendor must submit draft SLA.
Vendor shall provide a compliance sheet showing the compliance of proposed solution with the scope of work and technical requirements
Selection Criteria
Selection will be made on following criteria
Vendor must be OEM certified Partner (This is mandatory requirement) Proposed solution must be in full compliance with the scope of work
Proposed solution must meet all technical requirements mentioned in CAT 1, CAT 2 and CAT 3 as well as in Annex-B.
Proposed solution must meet all general terms & conditions criteria Planned project time from the initial signing of the contracts to completion
Proposed solution must provide smooth and uninterrupted, jerk less video conferencing functionality

Note:
1. Tenders will be called on ‘Single Stage Two Envelope’ basis.
2. Interested bidders must drop their separately sealed ‘Technical’ and ‘Financial’ Proposals in the drop box marked as ‘Commercial’ placed at main entrance of P&L Department on / before December 14, 2011 till 1030 Hrs. Technical Proposals will be opened on same day at 1100 Hrs.
3. Bidders must submit Earnest Money equivalent to 2% of total bid value in shape of Pay Order / Demand Draft along with the Financial Proposal.
4. Bidders must submit a Pay Order of Rs. 1500 as tender documents fee along with the Technical Proposal.
5. Bid must be valid for 90 days (extendable) from the date of opening.
6. PIA will not be responsible for any delay, bids received after due date / time will not be entertained.
