Subject: Addendum # 1 to IFB #21-005, Corbalis Water Treatment Plant Surge Relief Valve Replacement
The purpose of this addendum is to make revisions to the IFB.
I. Additions, Deletions, Corrections, and Revisions to the IFB
1.
DELETE superscript 3 in Water Treatment Plant Piping Schedule under “Type of
Joint” in “Welded/Flanged” in 15390.
2.
DELETE the following language from 15000-3.05.B: “Each pipeline shall be filled
with water for a period of no less than 24 hours and then subjected to the specified test
pressure for 2 hours”
SUBSTITUTE THEREFORE the following language: “Each pipeline shall be filled
with water for a period of no less than 4 hours and then subjected to the specified test
pressure for 2 hours”
3.
DELETE the following language from 15012-3.01.B.2:
“The weld and heat affected area shall be pickled with a brush-on pickling gel in
accordance with ASTM A380 to remove all weld residue, oxide, and heat stain from
the field weld and affected areas.”
4.
DELETE the entire line for Pipe Designations “V” and “Vent” in Water Treatment
Plant Piping Schedule in 15390.
5.
DELETE the following language from 15012-3.01:
“B. Post-Weld Treatment:”
SUBSTITUTE THEREFORE the following language:
“C. Post-Weld Treatment:”
“C. Where field welding of steel piping is approved by the Engineer, all field welds
shall be visually inspected and tested by an approved quality assurance testing firm in
accordance with AWS D1.1, AISC Design Guide 21 Welded Connections, Section 9.0
and other applicable referenced sections of AWS and AISC. The Contractor shall be
responsible for contracting with an approved testing firm. Nondestructive testing
methods shall be used unless otherwise approved by the Engineer. The Contractor shall
submit a proposed testing firm and personnel for approval in addition to his proposed
plan to visually inspect and test all field welds of steel pipe prior to field welding of
steel pipe. Refer to Article 1.03 and 1.04.”
SUBSTITUTE THEREFORE the following language:
“D. Where field welding of steel piping is approved by the Engineer, all field welds

II. Questions. Fairfax Water official responses are provided in Italics:
1. M201 - Please confirm the owner will allow coring of two 6-inch diameter holes in the mezzanine slab above FWPS 2 to aid in removal of the valves
a. Yes. Coring of the concrete mezzanine slab is allowed; however, the Contractor will bear all responsibilities and cost to ensure that such action does not lessen the structural integrity of the concrete slab. The Contractor shall perform x-ray scans of the coring areas to avoid structural rebars. The Contractor shall restore the cored areas back to their original concrete condition at its own cost.
2. M201 - Please provide the capacity of the bridge crane in FWPS 2.
a. The capacity of the bridge crane is 15 tons.
3. M201 - Please confirm the bridge crane in FWPS 2 is available for contractor use.
a. Yes. The bridge crane in FWPS 2 can be used; however, the Contractor will assume all risks associated with operating it and shall be liable for any damages when using it. b. Any person engaged in a construction activity who is operating a crane must be certified
or qualified by one of the following:
Accredited Crane Operator Testing Organization
its accreditation reviewed every 3 years. The certificate must note the type and capacity of equipment for which the operator is tested and certified. The certificate is valid for 5 years.
Audited Employer Program
An employer may provide a crane operator testing program under the oversight of an independent auditor. An accredited crane operator testing organization must certify the auditor to evaluate the administration of written and practical tests. The auditor must conduct audits of the employer’s program according to nationally recognized auditing standards. Crane operator qualification under an employer program is only valid while the operator is an employee of the employer and operating a crane for the employer. The qualification is valid up to 5 years.
4. 700 - We assume the GL insurance limits required in Section 00700 General Conditions, Article 11 Insurance, can be satisfied by a combination of primary GL limits and a follow-form umbrella liability policy. Please confirm.
a. Correct. The requirements in specification section 00700, article 11 can be satisfied by a combination of general liability and excess liability coverages.
5. 09900 – Table 9 - Please confirm that the intent is to re-paint only the existing finished water piping located immediately adjacent to field welds, not all existing finished water piping located in each pump station.
a. Yes. The Contractor is only responsible for recoating areas affected by field welding on the existing piping. See Specification Section 09900, article 3.02.B.10.
6. IFB - Please provide an anticipated NTP date.
a. The contract package for the apparent low bidder is anticipated to be presented to the Fairfax Water Board of Directors for approval at the earliest scheduled meeting after bids have been determined to be responsive and responsible, tentatively May 07,2021. Contract execution is contingent upon the Contractor getting the required contract bonds and insurance. Notice to Proceed will be soon after contract execution.
7. 15020 - Spec 15020 3.01 C calls for all field welds to be visually inspected and tested by an approved quality assurance testing firm. Does the owner have a firm that they typically use for these services?
a. No. Fairfax Water does not have a recommended firm for inspection of field welds.
8. 15390 - Spec 15390. In the Water Treatment Plant Piping Schedule, the Finished Water type of joint has a "3" after welded/flanged, yet I see no note 3. What does the number 3 reference?
a. Refer to deletion note in section I.1 above.
a. As stated in 15000-3.05.B the hydrostatic test shall be in accordance with AWWA C600. The test pressures are listed in Section 15390.
10. 15000 - Please clarify Specification 15000 3.05 B. Do these valves need to be filled for 24 hours prior to the 2-hour pressure test?
a. Refer to deletion and substitution note in section I.2 above.
11. 15012 - Spec section 15012 3.01.B.2 states that the field welded carbon steel needs to be pickled after welding. Please confirm that pickling of welded carbon steel is required.
a. Pickling of welded carbon steel is not required. Refer to deletion note in section I.3 above.
12.
H200/H201 - Is there a maximum period of time that the HWS, HWR, and vent piping
shown on H200 and H201 can be out of service?
a. No. There is no maximum period that the HWS, HWR, and vent piping can be out of service. Specification section 01140 (limitation of sequence of construction), article 1.04.A.1 shall remain in effect.
13. 15500 - 15500 2.02 B states vent piping above ground is sch 40 PVC, but the pipe schedule in 15390 says vent is cast iron. Please specify the material of the 4" vent piping shown on H201.
a. The vent shall be Sch 40 PVC as stated in section 15500-2.02.B. Refer to deletion note in section I.4 above.
14. H200 - The existing piping diagram on H200 shows ball valves on the 2 1/2" HWS and HWR Branches (just off the main header). Please confirm that these are operable and can be used to isolate the HWS and HWR piping that is being demolished.
a. These isolation valves are actually gate valves and are operable. As per specification section 01140 (limitation of sequence of construction), article 1.04.A.5, all isolation valves are to be operated by Fairfax Water staff.
15. 00700 Article 2.A.2 - Article 2, A2 of the General Conditions states in part, "Work must be performed... entirely to the satisfaction of" the owner. This language does not appear to be in accordance with Contract Documents. What does "entirely to the satisfaction" of Owner mean?
a. The Owner and Engineer shall have sole final determination on whether work performed is acceptable or not.
16. IFB - Please confirm that the contractor will not be required to have a full time presence on site except for when actual work is occurring. For example, team may be working remotely during procurement phase.
a. The Health and Safety Officer is only required to visit the site no less than once per month during the time actual work is being performed and at other times as required by the contract documents.
18. H201 -Please indicate if an HVAC license is required to do the piping modifications shown on the H-drawings.
a. Yes. An HVAC license is required to do the piping modifications.
19. Please confirm the owner will provide any required materials testing.
a. The Owner is not responsible for any material testing. Any material testing specified shall be the responsibility of the Contractor.
III. Acknowledgement
Acknowledge your receipt of, and compliance with, this Addendum by either signing the attached acknowledgement, or referencing its receipt and your compliance, in your bid.
ACKNOWLEDGEMENT OF RECEIPT OF ADDENDUM # 1
