TENDER CALL NOTICE No.1/2020

Sealed tenders in prescribed tender papers are invited from the intending Manufacturers/ Suppliers/ Farms only through Registered Post/ Speed Post/ Courier to be received by 5.00 PM on Dt. 28.05.2020 to supply quality Fisheries Requisites such as Ground nut Oil Cake/ Rice Bran/ Polythene bags/ feed (Sinking and floating)/ Lime/ Dolomite/ net material to be utilized at different Fish Seed Hatchery Projects of the Corporation for the year 2020-21. The Sealed tender should be accompanied with Earnest Money deposit not less than 3% of the total estimated value of the requisites quoted by the tenderers in shape of Bank Draft drawn in favour of Odisha Pisciculture Development Corporation Ltd., Bhubaneswar. The above tender shall also be accompanied with up to date VAT No. & Xerox copy of Pan Cards, Sale Tax/Income Tax Clearance Certificate OR Non Assessment Certificate issued in support of the Firm. The Earnest Money deposit will be treated as Security Money deposit in case of successful Tenderers. In case of other Tenderers, the Earnest Money shall be refunded. The tender shall be totally rejected without such documents.

The tender paper showing details of materials approximate, requirement along with the place of delivery with terms & conditions etc. can be obtained from the office of undersigned located at Plot No. ‘D’ Nayapalli, Bhubaneswar-12 on any working day from dt.01.05.2020 onwards during the office hours on payment of item-wise Tender Papers as details: 1) Rs. 2,000/- (including VAT @ 5%) which will be the cost of tender paper. Tender paper can also be downloaded from our Website given below & cost of tender document is to be submitted along with bid document in shape of Demand Draft in favour of Odisha Pisciculture Development Corporation Ltd. The Tender will be opened on dt.29.05.2020 at 12.00 PM in presence of Tenderers or their Authorized Representatives.

The authority reserves the right to reject any or all the tenders without assigning any reason thereof.

GENERAL TERM AND CONDITIONS FOR SUBMISSION OF TENDERS INVITED VIDE ADVERTISEMENT NO. 1 DATED 05 .05.2020 FOR SUPPLY OF MATERIALS.

1. The tender paper shall be duly typed or hand written by ink so as to make it legible and fill in prescribed Tender Papers. There should be no erasing , overwriting etc. If there are any corrections those should be made clearly and duly signed by the tenderer. The tender will be received by Registered Post/Speed Post/Courier Services only. No tender will be received by hand.

2. Tenders are necessarily to be furnished in the prescribed tender paper only otherwise they are liable to be rejected.

3. The tenderer shall have to furnish his Name, Parentage, Complete Address (Village, Post, Police Station & District etc.) if he is an individual and complete address if it is a firm. They have to furnish their Sales Tax Registration Number (Xerox copy), Vat Card (Xerox copy) & Pan Card (Xerox copy).

4. Tenderer is required to quote rates for those items only which he can supply at reasonable rate and time if placed with orders.

5. i) Rates should be quoted strictly in accordance with the particulars specifications wherever mentioned in the tender paper. Where no specification is mentioned the tenderer while quoting the rate should mention the specifications and also make, model and brand of the materials, which they can supply.

ii) In case a tenderer desires to quote more than one rate for one item on account of different “Makes”, “Model” etc. and he finds the space left in the tender paper insufficient to quote such rates, he may attach the details as per the prescribed proforma in a separate sheet duly typed/hand written and signed keeping a reference against the particular item in the original proforma.

6. The tenderer should note that if placed with orders for supply, they will have to effect supply in strict accordance with the specifications quoted and approved, within the time limit mentioned in the supply order.

7. Like rate & quality of the items, delivery period is also an important factor, which is to be taken into consideration at the time of selection. Tenderers are, therefore, requested to give their positive delivery schedule along with their Tenders. However the purchase order date line is to be strictly adhered.

8. The tenderers shall quote a definite rate for each item which should remain valid up to 31.03.2020.

The above date line may be changed as per the requirement of the Corporation. Other item will be supplied as per order issued by the Corporation.

9. If any tenderer withdraws his offers before the expiry of the above period OR he did not supply the materials as per order of the Corporation, the Earnest Money deposited by him shall be forfeited by the Corporation.

10. i) For items, as given in, Tender Papers rate shall be quoted F.O.R. Hatchery sites such as: Binika in Sonepur, Chipilima in Sambalpur, Saramanga in Bhadrak, Bhanjanagar in Ganjam and Bayasagar in Kalahandi district.

For some items as mentioned in the Tender Paper; rates, should be quoted F.O.R. Corporation Office at Bhubaneswar.

ii) The tenderers should note that the requirements of different items,as mentioned in the tender paper, are approximate. It may so happen that in some items more quantity and in some items less quantity may be purchased depending upon the actual requirements.

11. i) No tender will be considered unless accompanied with the samples for the items mentioned in the Tender Papers. Samples shall reach the office of the undersigned on or before the time specified for receiving tenders i.e. by dt.28.05.2019 before 5.00 PM.

ii) Samples of different items should be packed separately with clear mention of the name of the material and tenderer on the package cover. Wherever possible, sample of different packed items may be packed together but with clear mention of

the items to which the sample related. On the package cover the name of the tenderer & the packed sample items contained therein should be mentioned. Sample shall be handed over in the Corporation Office with due acknowledgement.

GNOC/DORB/MOC/Soya bean Oil Cake/Lime/Dolomite/Pellet fish feed (floating & sinking)/Polythene/Net & Happa sample should be in five packets, each ½ Kg. for five Projects. Polythene sample should be in Six Nos.

iii) A list of sample furnished by the tenderer shall be sent along with the sample packet and a copy of such list should be enclosed along with the tender. If the rate of tender is accepted he should supply the material in accordance with the sample otherwise his material will not be accepted & the whole consignment will be returned at his own cost. If delay caused, his EMD/Security will be forfeited. iv) Samples must be supplied free of cost wherever mentioned in the Tender Paper. 12. The rates quoted shall be inclusive of all taxes like Excise Duty and Entry Tax etc.

Central/Odisha Sales Tax should be mentioned separately. So far as Central Sales Tax and O.S.T. are concerned, declaration in proper form will be given by the tenderer.

13. i) Tenders must be accompanied with the up to-date Income Tax Clearance Certificate issued by the concerned I.T.O. and Sales Tax Clearance or Non-Assessment Certificate issued by the competent Sales Tax Authority under the Govt. of Odisha.

ii) Tenders will not be considered unless the above certificates are furnished in the prescribed forms and from Competent Authority.

14. The tenderer having E.P.M. rate contract on any items shall furnish copy of the orders of the Director, Expert, Promotion & Marketing along with the tender, failing which the said tender will not be considered.

15. i) Tenderer must deposit the full Earnest Money, i.e. 3% of the quoted cost failing which their tenders will be rejected. The E.M.D. will be treated as 3% Security Deposit in the event of acceptance of tender.

ii) The Earnest Money shall be deposited in favour of Odisha Pisciculture Development Corporation Ltd., Bhubaneswar in shape of Bank Draft drawn at any Nationalised Bank.

iii) Receipt in support of purchase of Tender Paper shall be attached to the tender. The terms and conditions paper should be duly signed page-wise by the tenderer and it should be attached with the tender paper. Otherwise his tender will not be accepted.

16. Tenders duly filled in the prescribed tender paper shall be sent in sealed cover to the Managing Director, Odisha Pisciculture Development Corporarion Ltd., D-Nayapalli, Bhubaneswar-751012 by name and super scribed Tender for Fisheries Requisites for Odisha Pisciculture Development Corporation Ltd. during 2019-20 at the top left hand corner of the envelop. The tender so received up to 5.00 PM on dt. 28.05.2020 will be opened 29.05.2020 at 12 PM in the presence of such tenderers or their accredited representatives in their absence.

17. If any tenderer requires any clarification on the above terms and conditions he may obtain clarifications personally from the undersigned or any Concerned officer of Odisha Pisciculture Development Corporation Ltd. on any working day during office hours before dt.28.05.2020 and on that ground no extension of time will be allowed.
