First of all, I would like to thank iProperty.com for inviting me to share my thoughts in this publication. Let me also take this opportunity to extend my commendation to iProperty for successfully bringing this book to print. I trust that your effort in promoting the property industry will contribute significantly to the growth of this sector while also revving up Malaysia’s economy.
The Government is indeed very committed to promoting Malaysia as an international real estate investment hub. To encourage and facilitate foreign investment in this sector, the Government has liberalised regulations pertaining to the foreign ownership of properties. The Government has also collaborated with the private sector to promote Malaysian property in the international market with the aim of attracting foreign direct investment in Malaysia’s real estate.
I understand that international real estate investors find Malaysia an attractive place to invest as the Government has always been very business friendly. Continuous efforts are in place to minimise red tape and improve the public service delivery of the relevant Government agencies at the federal, state and local levels. In this regard, the Ministry of Housing and Local Government will constantly have open discussions and dialogue with relevant industry players and house buyers to ensure that the policies, regulations and programmes that have been formulated and implemented are fair in protecting the interests of all parties concerned.

Malaysia is once again on the radar of international homebuyers as an attractive destination, for many reasons. This is a country blessed with tropical weather and warm summer temperatures, all year round. The economy and political environment, both remain stable and promising for many years to come under the Malaysian Government’s far-reaching plans for infrastructure improvement. It is high time to give our property developers their due recognition. From a country of plantations and mines, Malaysia has become a land of world-class office towers, condominiums and malls. It’s an achievement worthy of showcasing to the rest of the world, which is what iProperty has done with this book.
Looking back, it’s amazing how we managed such prolific growth.
Malaysia hasn’t done badly for itself as far as Asian tigers go. The country’s standards of living have increased in tandem with most developing countries, and in some places have even matched the standards of developed countries. A stable political environment encourages entrepreneurship and investment, while the country’s steady tax regime and healthy domestic consumption patterns keep the economy purring steadily onwards.
All of this has catalyzed the transformation of Malaysia’s Old Economy into the New Economy of today. Farming, rubber production and mining have given way to increasingly high-tech businesses. Once-sleepy small towns have become powerful magnets of growth. Together, the changing face of industry and the rising living standards of Malaysians have sparked a hungry demand for modern offices, malls and homes.
During these years of growth, many of the country’s plantation companies have unlocked the value of their agricultural holdings, turning them into high-value property developments – Subang Jaya, Bukit Jelutong, Puchong, Sungai Buloh, Kulai, Kulim, Central Melaka, Nilai and Sungai Petani are some of the countless examples of these transformations throughout the country.
This spirit of transformation from the Old Economy to the New Economy can be seen in the rise of Malaysia’s modern mixed developments, like the renowned Mid Valley City, as well as KL Ecocity, an ambitious future development based on a bold ten-year plan to create the country’s first integrated green development. KL Ecocity is aimed at achieving certification in the Malaysian Green Building Index and the US-based Leadership in Energy and Environmental Design (LEED).

As it stands now, the property sector contributes a healthy share of national GDP – 7.8 per cent, or RM30.5bil, in 2010. Even with the downtrend in 2011, developers are continuing to build. Housing and Local Government Minister Datuk Chor Chee Leung has stated: “This year we have come out with the most number of licenses to developers to sell and to advertise.”
What’s more, the possibility of a property bubble seems remote, as Budget 2012 has introduced measures for curbing the rise real estate prices, such as a revised real property gains tax rate. As such, Malaysia’s property scene will remain exciting for some time to come.
Much of that excitement will no doubt stem from its cities. Penang will remain the Pearl of the Orient and darling of foreign property investors for the foreseeable future, while the Golden Triangle in Kuala Lumpur will continue to be a hotbed of competition. Old buildings in and around the heart of KL continue to be bought and redeveloped into sparkling new developments, such as Berjaya Times Square – with over 7.5mil sq ft of built up floor area, it is among the largest buildings in the world and stands as a testament of the city’s continuing transformation into a modern metropolis. The upcoming MRT project will only drive property prices further up, especially around iconic developments such as KLCC, Bintang Walk and Pavilion.
To say that Malaysia’s transformation from agricultural backwater to modern economy was built on the shoulders of the country’s property developers might seem like an overstatement, but let’s face it: we couldn’t have done it without them. Modern economies need infrastructure, and without the ambitious pioneers of our property sector, we would not have the buildings, malls, houses and condominiums we have today.
