1 Executive

Summary

This report covers the general philosophy and recommendations for determining the

classification, location, and response times to Saudi Aramco facilities by the Fire

Protection Department. This is accomplished by outlining ideal locations and response

times of fire stations to provide cost effective emergency response to Saudi Aramco

facilities and proponents. In addition to identifying locations, this guideline also

provides assistance in determining the level of resources needed to address the potential

credible scenarios that are present in these facilities.

2 Scope

This report covers the general philosophy and recommendations for the classification

and location of fire stations in Saudi Aramco Facilities, including the amount of

resources (including equipment and manpower), size and amenities of various types of

fire stations, and response times needed for mitigation of potential credible scenarios

that are present in these facilities. This document is intended to be used as a guideline

for minimum requirements and as a start point for projects. Nothing in this document

should be taken as a maximum requirement.

3 Definitions

Response Time: Is defined as the amount of time that it takes for a piece of fire

apparatus to travel from the fire station to an incident scene.

Large Facilities: Best described as Saudi Aramco large industrial plants which include

refineries, gas plants, and large size communities.

Medium Facilities: Best described as Saudi Aramco medium-sized plants such as

large GOSPs, large bulk plants, and pump stations provided with airstrips.

Small Facilities: Best described as Saudi Aramco small-sized plants such as bulk

plants and SSSP’s.

Remote Facilities: Best described as Saudi Aramco small-sized plants located in

remote cities which includes small bulk plants.

4 History

Currently, there are no Saudi Aramco documents that specifically address the

classification, location, or amount of resources required for building fire stations. In

addition, there are no international documents or standards that specifically address this

issue (specific to Saudi Aramco) with respect to private or industrial fire departments.

The majority of the available documents detail the formation, organization, or operation

of existing fire stations. For example, the National Fire Protection Association (NFPA)

standards address only the operation of career or volunteer fire departments with respect

to government controlled organizations and not private industry. The Insurance

Services Office (ISO) only provides ratings based upon existing situations and does not

specify fire station location, size, or response time. It grades on actual conditions rather

than providing design or guidelines, and primarily for government controlled fire

organizations.

Based upon a detailed review of those standards (where applicable), both locally and

internationally, the Fire Protection Department conducted a study to determine

guidelines for Saudi Aramco. This study included a review of available standards,

guidelines, existing practices, practical experience, and other references to determine

the most economical solutions. The findings of the Fire Protection Study are presented

in this report.

Fire Station Classification

5.1

Class A Fire Stations

5.1.1 Class A is the largest category of fire stations at Saudi Aramco which are

typically located in major facilities such as refineries, gas plants, and

communities.

5.1.2 Class A fire stations may protect a single major facility (Refinery or Gas

Plant), major facility and community (Refinery or Gas Plant and

Community), or a single major (Refinery or Gas Plant and minor GOSP

or Bulk Plants) facility.

5.1.3 A Class A Divisional fire station will have 5 truck bays, each bay

holding 2 trucks (5 bays X 2 trucks).

5.1.4 A Class A fire station will have 3 truck bays, each bay holding 2 trucks

(3 bays X 2 trucks).

5.1.5 The manning for a Class A fire station will be 12 persons per shift plus

day workers as per the approved manpower levels.

5.1.6 Class A fire stations shall be equipped with a minimum of the following:

offices, conference room, restrooms, training rooms, dispatch office,

kitchen and dining areas, physical fitness room, day rooms, clean and

dirty locker rooms, equipment storage areas, SCBA filling/inspection

stations, musala/prayer rooms, pump testing pit,

truck washing rack and hose rack

and other necessary facilities as determined by FrPD Management.

5.1.7 A training ground will be provided for Class A fire stations. The training

ground shall be equipped with a minimum of the following: offices,

classrooms, props/evolutions, maintenance facilities, and storage. See

APPENDIX A for other details.

5.2

Class B Fire Stations

5.2.1 Class B is the second category of fire stations at Saudi Aramco. These

stations are typically located in medium-sized facilities such as GOSP,

bulk plants, and pump stations provided with airstrips.

5.2.2 Class B fire stations may protect a single medium-sized facility

(GOSP/Central Processing Plant), airstrips, pump stations, large bulk

plants, or a combination of these facilities.

5.2.3 A Class B fire station will have 2 truck bays, each bay holding 1 truck

(2 bays X 1 truck).

5.2.4 The manning for a Class B fire station will be 8 persons per shift plus

day workers as per the approved manpower levels.

5.2.5 Class B fire stations shall be equipped with a minimum of the following:

offices, restrooms, training rooms, dispatch office, kitchen and dining

areas, physical fitness room, day rooms, clean and dirty locker rooms,

equipment storage areas, SCBA filling/inspection stations, musala/prayer

rooms, pump testing pit, and other necessary facilities as determined by

FrPD Management. (For Class B Fire Station general layout, see

APPENDIX B)

5.3

Class C Fire Stations

5.3.1 Class C is the third category of fire stations at Saudi Aramco. These

stations are typically located in the smallest Saudi Aramco facility in

which a dedicated fire station is provided. This would include bulk

plants and SSSP.

5.3.2 A Class C fire station will have 2 truck bays, each bay holding 1 truck

(2 bays X 1 truck).

5.3.3 The manning for a Class C fire station will be 5 persons per shift plus

day workers as per the approved manpower levels.

5.3.4 Class C fire stations shall be equipped with a minimum of the following:

offices, restrooms, training rooms, dispatch office kitchen and dining

areas, physical fitness rooms, day rooms, clean and dirty locker rooms,

equipment storage areas, musala/prayer rooms, and other necessary

facilities as determined by FrPD Management. (For Class C Fire Station

general layout, see APPENDIX C)

Locations of Fire Stations

6.1

Fire stations shall not be located in fire hazard areas as determined by risk

assessment studies such as Process Hazard Analysis (PHA), Hazard and

Operability Analysis (HAZOP), or other hazard identification and evaluation

methods.

6.2

Fire Stations should be located upwind of the prevailing wind direction based

upon approved meteorological studies and the 10 year wind rose.

6.3

Fire stations should be located next to main gates, roadways, and other general

access passage ways to ensure quick and timely responses to all areas of the

facility.

6.4

Fire stations should not be built in areas that could be affected from outside

hazards, incidents, or exposures such as leaks, hostile actions, or from other

Saudi Aramco and non-Saudi Aramco facilities.

7

Response Time to Saudi Aramco Facilities

7.1

Fire Department response time is considered as the third component of the

response time sequence. This could be managed by selecting fire station

locations based on the amount of time it takes to travel from the fire station to

the incident scene.

The response time sequence to an incident consists of five (5) steps as the

following:

(1) Dispatch

Time which is the amount of time that it takes to receive and

process and emergency call.

(2) Turnout

Time which is the time from when crews receive information and

prepare to leave the station.

(3) Response

Time which is the travel time from station to incident scene

(wheel start to wheel stop).

(4) Access

Time which is the amount of time required to move from where the

apparatus stops to where the emergency exists.

(5) Setup

Time which is crew deployment, apparatus placement, and apparatus

set up.

Response time is what determines selecting fire station locations.

7.2

Community response time is 3 to 5 minutes.

7.3

Refinery response time is 3 to 10 minutes.

7.4

Gas plant response time is 3-10 minutes.

7.5

GOSP’s with central processing and NGL response time is 3-10 minutes.

Examples: Abqaiq, Manifa, Khurais, Khursaniah (Remote GOSP’s, see section

7.8).

7.6

Terminal response time is 3 to 10 minutes. Examples: Yanbu COT, Juaymah

COT, Juaymah Pier Terminal.

7.7

Bulk Plant with Saudi Aramco fire station, the response time is 3 to 10 minutes.

Where a Saudi Aramco fire station is not present, Civil Defense will respond in

15 mintues.

7.8

SSSP above-ground facilities is 3 to 10 minutes. Response to SSSP

under-ground facilities will differ based upon location and incident. Response time

will comprise of the time from the above-ground fire station to the under-ground

facility. Upon that time, a response to the incident area underground will vary

depending upon incident type and location.

7.9

Remote Area response time is 1 hour. Example: Remote GOSP’s, Well Heads,

Rigs, Pump Stations.

7.10

Offshore response time is 15 minutes from fire station to boat dock or airport

where officer in charge joins the team. Example: Sea Islands, Production

Platforms, Marine Vessels.

7.11

Facilities that are not mentioned above are dependant upon conditions. Each

facility has its own acceptable response time. Example: DOB, Offsite Offices,

Mussadia Building, Radwah, Rihab Complex.

7.12

Response will always be made to any Saudi Aramco Facility no matter what the

distance is or the length of time to respond. However, the response may only be

a light vehicle with manpower and some equipment.

8 Miscellaneous

A fire risk assessment study shall be conducted in order to determine the necessity of

having a fire station at new and existing projects and facilities. This study should be

conducted by a 3

party in conjunction with technical support from the Fire Protection

Department and other associated supporting departments.
