1 Introduction and Overview

1.1

Statement of Confidentiality

This Request for Proposals (RFP) and all materials provided by Ashghal (Public Works Authority), concerning the affairs of the company, must be considered confidential. It must not be forwarded to any third party for evaluation or for any other purpose without the written consent of Ashghal.

When submitting confidential material to Ashghal, the Tenderer must clearly mark it as such.

1.2

Mission and Overview

Ashghal’s mission is to provide and maintain state-of-the-art infrastructure that fully meet the national economic and social development plans by adopting the best practices known internationally.

Background

Public Works Authority “ASHGHAL” was established on the basis of the Emiri Decree No. (1) issued by HH the Emir Sheikh Hamad bin Khalifa Al Thani on January 20, 2004, as an autonomous body to oversee all infrastructure related projects as well as public amenities of the State. The Emiri Decree stressed on quality and perfection of work as per international specifications and standards.

The establishment of ASHGHAL marked an important turning point in the history infrastructure development of the State of Qatar which has embarked on a major phase of change and development in all aspects of life.

1.3

Purpose of the RFP

The objective of this Request for Proposal (RFP) is to procure

F5 Viprion Load Balancer

solution. The solution should provide high availability, redundancy, load balancing and

centralized access policy enforcement for applications mentioned below and other

applications with high availability and centralized access policy requirements.

1.4

Tenderer Response

 The Tenderer(s)’s response shall include a Technical and Commercial Proposal with complete technical information and pricing details of their solution, products and services, which will meet or exceed Ashghal’s requirements and specifications as described in this document.

 The Tenderer shall also propose a clear implementation strategy and provide its corporate profile and scope of capability information.

 The proposal must contain the signature of a duly authorized officer or agent of the company submitting the proposal.

 The price you quote should be inclusive. If your price excludes certain fees or charges, you must provide a detailed list of excluded fees with a complete explanation of the nature of those fees.

 If the execution of work to be performed by your company requires the hiring of sub-contractors you must clearly state this in your proposal. Sub-sub-contractors must be identified and the work they will perform must be defined. In your proposal please provide the name, address, and EIN of the sub-contractor. ASHGHAL will not refuse a proposal based upon the use of sub-contractors; however we retain the right to refuse the sub-contractors you have selected.

 Provisions of this RFP and the contents of the successful responses are considered available for inclusion in final contractual obligations.

 ASHGHAL will negotiate contract terms upon selection. All contracts are subject to review by Contracts Affairs and Legal Affairs Departments, and a project will be awarded upon signing of an agreement or contract, which outlines terms, scope, budget and other necessary items.

1.5

Delivery Plan

The response must include a detailed Delivery Plan including Timeframes. The plan should be inclusive of any and all project phases.

ASHGHAL reserves the right to modify time estimated by bidder for a certain project activity or as a whole project after consulting with the bidder.

1.6

Selection Process and Evaluation Criteria

ASHGHAL selects services and solutions based on the best value and affordability in meeting or exceeding the company’s requirements. The Technical and Commercial

Proposals may be evaluated separately prior to the final decision. The technical evaluation will utilize a scoring approach based on requirements compliance and company capability to determine the value of a proposal.

The proposal will also be qualified according to its responsiveness according to following criteria:

 Shows understanding of the problem/s

 Adequately addresses stated objectives (e.g. makes recommendations)  Addresses standards, prototypes and other key issues.

 Exhibits creative thinking with proper clarity  How complete the response is

Statement of Work and Business Requirements

2.1

Objective

The objective is to procure F5 Viprion. The solution should provide high availability, redundancy, load balancing and centralized access policy enforcement for any ASHGHAL applications.

2.2

Project Description

F5 Viprion is a scalable solution to provide high availability, redundancy, load balancing and centralized access policy enforcement for all ASHGHAL applications. F5 Viprion has multiple other features on-demand: Datacenter Firewall, Global Traffic Manager for site redundancy, secure DNS and support for application Centric Infrastructure in future. All functions are running in isolated virtual environment. Additional functionality can be procured by license purchase. Additional productivity can be covered by new blade purchase.

2.3

Project Scope

Contractor’s responsibility in respect of performance of Services under this Contract shall include, but not be limited to the following:

• All Manpower Tool and Equipment to deliver the complete solution. • Planning and Progress Statement.

• Contractor to provide a program of On-Site and Off-site activities within 14 days from Award.

• Devices in scope: 2 F5 Viprion in High Availability mode (Ref. 2.4 Technical Specifications)  Provision of Access Policy Management (APM) for 2500 users

• Installation, configuration and software upgrade to the latest available version. • Documentation of the installation and support processes.

 Knowledge transfer training for: a) LTM configuration training b) BIG-IP Administration training, and c) BIG-IP Edge Gateway and APM training

Project Deliverables:

Contractor is required to provide but not be limited to the following: • F5 Viprion hardware

• Latest software and licenses for LTM and APM

• Professional services for software installation, upgrade and configuration • Documentation of the following:

- F5 Viprion Installation processes - F5 Viprion administration document. - F5 support portal access.

-F5 APM Installation processes -F5 APM Administration document

Minimum 10 business applications should be configured for both LTM and APM.

2.6

ASHGHAL to provide

• Access to Data Center for hardware installation.

• Remote access from ASHGHAL office to F5 hardware installed in Datacenter. • The proper network setup for the new F5 Viprion solution.

2.7 Hardware and Software Compatibility Requirements:

The solution should have no conflict with most common browsers.
