Scope of Bid:

Dexter Community Schools is accepting bids for a redesign of our school’s website. We are accepting proposals for the following software and services to be rendered to the district under a specified timeline:

1. Website Design

Bid Specifications: General Expectations

The web redesign is to create a website that promotes Dexter Community Schools as a world-class school and offers outstanding functionality which will create an ease of use, continuity, and usefulness to the community and staff. Families should be able to interact with the district in a meaningful way

through the website on desktop, laptop, and mobile devices and be pleased with the appearance of the pages.

The web design will include both a home page and lower level pages to be used for district content, six schools, and community education. The design will also include a mobile page and mobile functionality.

Specific Expectations 1. Website Design

A. Multi-level Access

The software will allow individual access to pages and features. District employees will be able to update photos, news, and announcements on their authorized pages.

B. Staff Directory

The software will include a staff directory that includes email addresses and phone extensions. If the teacher has a web page, it will be included.

C. Calendar

The software will include a provision for a district calendar. D. Mobile/Tablet Use

The design will include compatibility with mobile devices and tablets. Pages will be mobile friendly.

E. Search Feature

The design will include a search feature that yields meaningful results. F. Unique Design that Represents Dexter Community Schools

The design process will allow for creative input from the Dexter Community Schools Superintendent and the Board of Education Communications Committee. It will not be a typical “school” website or a single color banner with district content dropped into place. 2. Content Management System

The content management system will adhere to “best web practices” and rely primarily on CSS+HTML. It will be user friendly, even for non-technical users.

3. Information Management and Set-up

The proposal will include information management and complete set-up of pages, tabs, main photographs, features, and multi-level access.

4. Training

The company will provide training for district employees to be able to use the software to add events to the calendar, update photos, news, and announcements within the scope of their position of authority in the district, e.g., building principals will be able to upload content to their school pages.

5. Support and Upgrades

The company will have provisions for continued support as needed and will also offer upgrades and updates to software.

6. Possibility of expansion

The company will be able to offer the possibility of a continuing relationship and the addition of functions or modules if the district desires further web development.

7. Web Hosting

The company will offer web hosting as an option should the district desire off-site hosting for speed or security.

Proposal:

Please submit a complete proposal for software and services to provide a web redesign and set-up for Dexter Community Schools, including District content, six schools, and Community Education. The proposal must include provisions for content management, training, and support. The District understands that the time required to complete this service may vary, but a realistic deadline for completion by each vendor must be specified.

Please include a price breakdown for specific services, including costs incurred in each fiscal year (i.e., July 1, 2013 – June 30, 2014; July 1,2014 – June 30, 2015; July 1, 2015 – June 30, 2016, etc.). Please describe any grant (i.e., erate) considerations.

Include a company summary and five references that are presently using a website designed and set up by your company.

Include the attached Vendor Deviation Form and the Bid Disclosure Affidavit form with your proposal.

Please submit two hard copies by mail or in person. An electronic copy must also be included. All mailing, shipping, emailing, or delivery of proposals should be addressed to the bid contact. No verbal or faxed proposals will be considered.

Questions regarding the bidding process may be submitted to the bid contact. Questions regarding the specifications must be submitted in writing to the website specifications contact.

This request for proposal is posted on the District website for a minimum duration through the proposal due date. From www.dexterschools.org, follow the links to “Departments” to “Business Office” to “Purchasing” to “Bids/RFP.”

Awarding Contract:

After the qualities of proposed services are evaluated, cost and other considerations will be evaluated. Once all factors have been evaluated, the vendor most qualified to deliver the best overall value will be recommended. The responsible district administrator (or the Board of Education, when required by board policy) will authorize awarding the contract for software and services.

Contracts for professional, technical, and consultant services shall be awarded on the basis of an analysis of the quality of the service and may be based on the presence of a continuing relationship with the provider.

Whenever goods and services are of comparable quality and cost, qualified local businesses shall be given preference. A qualified local business is defined as one whose principal place of business is located within the geographic boundaries of the school district.

The District reserves the right to accept or reject any or all bids, either in whole or in part; to award contract to other than the low bidder; to waive any irregularities and/or informalities; and, in general, to make awards in any manner deemed to be in the best interest of the district. The District retains the right to qualify or disqualify vendors on the basis of available information pertaining to their service and/or the suitability of the goods and services proposed. No bid shall be accepted from or contracted to any person who is in arrears to the District upon debt through contract or purchase, or who is the defaulter of security or otherwise upon an obligation to the District, or who shall in other respects be disqualified. All prices proposed by the vendor must be firm for 180 days from the due date of the proposal.

All purchases are to be exempt from all taxes, including state and federal taxes. A Michigan Sales Tax Exemption Certificate is available on the District website or will be furnished upon request.
