Information Network Associates, Inc. (INA) has been licensed as a Private Detective Agency in Pennsylvania since January 11, 1983. INA specializes in protection, investigative, security and consulting solutions for clients in both the public and private sectors.

Our employees have extensive backgrounds in military special operations, military intelligence and law enforcement at the federal, state, county and municipal levels. Additionally, we have professional staff trained in specific investigative areas, such as computer forensics and forensic accounting services. INA has developed a best commercial and governmental practices approach to its implementation of quality assurance and process enhancement. We have integrated the most advantageous quality components from ISO 9001, the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), the Department of Energy’s (DOE) Integrated Safe Officers and Security Management (ISSM), and pharmaceutical industry Good Manufacturing Processes derived from the Code of Federal Regulations. Our approach enables us to provide premier, tailored, cost effective solutions to high-risk and high profile security problems in a manner where results are quantifiable and repeatable at a quality level. This is a highly unusual systematic approach in the security industry.

INA has investigated numerous high-profile cases ranging from corporate crime to homicide to theft of trade secrets valued in the millions of dollars. INA investigators have assisted federal, state and local law enforcement agencies in numerous investigations. We have a separate facility dedicated to our computer forensics division which specializes in electronic data recovery.

Our Armed Security Officers provide highly professional protection to our clients for short or long term assignments. Among our clients are high-profile education institutions, Fortune 500 companies and sites that are deemed vital to the national interests of the United States. We offer a full range of security services, including officer training, executive protection, and rapid response teams. On October 19, 2006, INA was issued a “Secret Clearance” classification at our corporate facility. As of October 15, 2009, INA’s facility security clearance was administratively terminated and placed in an inactive status. This action was taken by the Defense Security Service (DSS) as a result of INA’s sole federal contract,

which required the facility secret clearance being terminated by the federal government for its convenience in January 2009. Should INA be awarded a federal contract, which requires it to have a “Secret Clearance,” the DSS has advised INA its facility security clearance can be easily reactivated, so long as there have not been any substantive changes to INA’s organization. INA’s Executive

Management staff has not made any substantive changes to the organization since October 2009 and believes DSS would re-activate INA’s facility security clearance without reservation.

INA also provides a complete range of training services to investigators, security officers, law enforcement officers and the public. We have a state-of-the-art training facility at our company headquarters located along the scenic Susquehanna River, just north of Harrisburg, Pennsylvania. INA builds its strength through the diversity of its service offerings. We use a “complementary service paradigm” where we leverage our myriad of services (including site protection, executive protection, private investigations, event security, public record retrieval and analysis, computer forensics, security consulting, risk assessment, forensic accounting, and others) to the maximum benefit of our clients. 2. Maximum order

The maximum order guideline for SIN 246-54 is $200,000 per SIN/per order. This maximum order is a dollar amount at which it is suggested that the ordering agency request higher

discounts from the contractor before issuing the order. The contractor may: 1) Offer a new lower price, 2) Offer the lowest price available under the contract, or 3) Decline the order within five (5) days. In accordance with the Maximum Order provisions contained in the Schedule, a

delivery order may be placed against the Schedule contract even though it exceeds the maximum order.

SIN INA Position Position Description

246-54 Court Security

Officer 1

The minimum requirements for this position include a High School Diploma or GED certificate. The position receives a minimum of forty (40) hours of training prior to assignment, which includes firearms and weapons training, Use of Force and Legal Authority and certification is maintained in

CPR/first aid/ Automated External Defibrillator (AED), and the Management of Aggressive Behavior. This officer is armed in the performance of his duties.

The position description is identical to Court Security Officer 1, except that the employee must have one (1) or more years of previous experience as a security officer.

NOTES

1. Rates for work conducted outside of specified areas are negotiated on a case-by-case basis.

2. Effective as of June 19, 2013, rates for INA’s positions listed under SIN 246-54 consist of a fully-burdened rate, which includes the base wage (according to Service Contract Act (SCA) rates in effect as of June 19, 2013,) all

employee and employer payroll taxes, employee benefits or Health and Welfare, insurance, overhead, holidays, equipment and uniform costs and a provision for estimated overtime of 3%, which is an amount equal to approximately 1.50% of each position’s base wage. Overhead includes employment screening costs such as background check, employment

verification, drug test, and annual physical plus allocated costs for cell phone usage, office supplies, and training materials. Equipment and uniform costs include (where applicable) a weapon and ammunition, range fees, targets for qualification 1-2 times a year, cleaning materials, belt for duty gear, holsters, 3 shirts, 2 pair of trousers, jackets, patches, flashlight, pepper spray canister, ammunition pouch, pepper spray holder, SO handbook and belt keepers.

3. Security services offered under SIN 246-54, as listed in the tables above in bold type are determined subject to wage determination based rates, as described in Item #2 above. The other security services offered

SIN 246-54, except for Executive Protection Specialist, are deemed to be support positions. The job duties for the Executive Protection Specialist category do not fit into any of the pre-defined categories under the Wage Determination Section for Protective Services, Occupation Code 27000. Accordingly, the GSA rates for the Executive Protection Specialist and all support categories in SIN 246-54 have been determined to be exempt from the SCA rates and are computed at a discount of approximately 10% from those rates INA would offer to its commercial clients.

4. The rates listed above do not apply to personnel with security clearances or individuals represented by collective bargaining agreements. Estimated increase for cleared personnel: Secret = +15%.

5. The rates listed above do not include any provision for a vehicle or specialized equipment. Billing information associated with these items will be quoted on a contract by contract basis.

6. Billable rates are subject to equitable adjustments pursuant to the SCA, as updated and posted on the U. S. Department of Labor's website at www.wdol.gov.

7. Off Schedule items may be negotiated separately.
