1.0 INTRODUCTION

This proposal sets out the basic framework for operationalizing the College of Business and Management Sciences (COBAMS) at Makerere University. The proposed college is a merger between the current Faculty of Economics and Management (FEMA) and the Institute of Statistics and Applied Economics (ISAE). This follows University Council’s recommendation in 2008 that required all Faculties and Institutes to explore and implement college formation, as part of the strategies to improve efficiency and effectiveness of the overall organisation and management of Makerere University. The University and Council on 4th and 12th November 2010, respectively, agreed to the merger and formation of the College of Business and Management Sciences.

The rationale for the merger between FEMA and ISAE is mainly demonstrated in the commonalities and inter-linkages shared across their study disciplines and academic offerings. For a long time FEMA has been facilitating a good number of course units in the ISAE programmes of Bachelor of Statistics, BSC Quantitative Economics and Bachelor of Science in Business Statistics. Likewise, FEMA has a number of Quantitative and Statistical based courses in her programmes, where ISAE has good competence. FEMA and ISAE share critical elements in their vision and mission focus. The individual disciplinary areas of Economics, Statistics and Population Studies, for example, essentially serve the development policy arena, and greatly support the efficient and effective functionality of Business and Management of organizations, across the spectrum of public, private and non-governmental/civil society sectors. FEMA currently has 5 Bachelor’s Degree Programmes with about 6879 Full-time students; 4 Master’s and a PhD Programmes and with 432 students. This joined with ISAE’s current total of 1950 students, with 5 Bachelor’s programmes and 10 postgraduate programmes, makes the college a formidable unit that can rationalize its offering in terms of training, research, knowledge transfer and innovations.

2.0 Brief History of FEMA and ISAE

2.1 Faculty of Economics and Management (FEMA)

The Faculty of Economics and Management (FEMA) grew out of the Makerere University Institute of Economics (MUIE) which evolved out of the Department of Economics, formerly in the Faculty of Social Sciences until the academic year 1999/00. MUIE was elevated to a faculty status in October 2004. The Faculty of Economics and Management is comprised of five departments:

 Department of Economic Theory and Analysis,  Department of Development Economics,  Department of Economic Policy and Planning,  Department of Finance and Accounting and,  Department of Marketing and Management.

The faculty is mandated to teach Economics, Business and Management courses in Makerere University as well as carrying out research. FEMA currently has 6879 students enrolled on the following programmes.

 Bachelor of Arts Economics

 Bachelor Arts in Development Economics

Bachelor of Commerce (with specialization options in Accounting; Finance &

Banking; Marketing and Insurance)

Bachelor of Business Administration (with specialization options in Procurement;

Human Resources management; Entrepreneurship and International Business).

 Master of Economic Policy and Planning  Master of Economic Policy Management  Master of Arts in Economics

Master of Business Administration (with specialization options in Accounting;

Finance; Human Resource Management; Public Sector Management; and Health Care Management)

 PhD (Economics) (Coursework and Dissertation)

FEMA hosts three regional training Masters Degree programs, namely Collaborative

Master of Arts (Economics) with support from the African Economic Research

Consortium (AERC, Nairobi); Master of Arts (Economic Policy Management) with support from the African Capacity Building Foundation and the Joint Japan/World Bank Graduate Scholarship Program; as well as the Master of Arts (Gender Analysis in

Economics) with support from the United Nations Development Programme (UNDP).

There are several ongoing research projects by FEMA staff funded by amongst others African Economic Research Consortium and International Development Research Center.

2.2 Institute of Statistics and Applied Economics (ISAE)

Since independence, African countries have made considerable efforts to establish satisfactory development programmes. To assess progress of these programmes, accurate and reliable data need to be generated and analysed. The result has been an increasing pressure for the expansion of national statistical services in order that more comprehensive and reliable data can be provided as a guide to effective planning. This expansion, however, is hampered by an insufficiency of trained personnel. The United Nations Statistical Office and the Economic Commission for Africa examined ways of improving the situation. In this vein, the United Nations has been active in assisting the training of African Statisticians. Middle-level statistical training centres were established in Cameroon, Ethiopia, Ghana and Tanzania as joint projects of the host governments and the United Nations. An Institute of Statistics and Applied Economics was also established in Morocco to serve the French-speaking countries. While the programme had done much to improve the supply of statistical personnel, there were still large deficiencies.

In January 1966, an Expert Group appointed by the Secretary General of the United Nations met in Addis Ababa and in their report recommended an Institute of Statistics and Applied Economics to be established at a university, preferably in East Africa, to cater for English-speaking trainees and that other statistical training projects in the region. The Institute for English-speaking trainees was proposed because there were already three institutions in Abidjan, Rabat and Paris for the professional training of French-speaking African Statisticians and these facilities were considerably more adequate than those available to the English Language group. Uganda was recommended as most suitable for location of the regional Institute and Makerere University was chosen because it had well-established Departments of Economics and Mathematics.

The Institute of Statistics and Applied Economics was, therefore, established in July 1969 as an autonomous Institute, within the legal framework of Makerere University. It was to provide facilities for high level professional training for personnel in Statistics and Applied Economics so as to meet the urgent needs of Uganda and other East African countries, as well as other English-speaking African countries. The need for such training still exists and is increasing with the devolution of planning to sub-national divisions (districts and sub-county in the case of Uganda).

The professional Statistics programme is unique in that it takes advantages of the synergies existing between Mathematics, required for modeling, Economics for theories and Statistics for data collection, processing, analysis and dissemination. This course produces students ready for the job market.

The Institute received a feedback from employers on the need for Economists with good analytical backgrounds and responded by formulating a Bachelor of Science in Quantitative Economics and Bachelor of Business Statistics. These programmes have attracted the largest number of students in ISAE. If it were not for the limitation of

space ISAE could even attract up to 300 students in each of these courses per year. The Institute ran post-graduate population programmes for many years and stakeholders expressed the need for an undergraduate programme to meet the emerging population issues in the country; hence the introduction of a Bachelor of Science in Population Studies. This programme is doing very well because we offer all our students a good foundation in Statistics and Mathematics which is a prerequisite for good analysis of policy issues. In addition a Bachelor of Actuarial Science was introduced to address the needs of banks, insurance companies and pension schemes since such a course was not available in the region and the market had had to rely on the few experts from South Africa and Europe

The ISAE has grown both in scope and depth of its programmes and services since it was founded four decades ago. In order to consolidate its past successes in training statisticians at professional level and to adequately develop the post-graduate and specialized programmes, the University Council approved three departments for the ISAE, namely:

The College of Business and Management Sciences (COBAMS) will comprise of three schools:

 School of Economics with 2 departments;  School of Business, with 2 departments;

 School of Statistics, with 3 departments and 1 new one proposed

*NOTE: The view of FEMA staff is to have a “School of Statistics”, while that of ISAE is to have the “School of Statistics and Applied Economics”.

COBAMS will also have two (2) centers, namely:

 Center for Professional and Business Development; and,  Center for Population and Applied Statistics.

4.1.3 School of Statistics and Applied Economics

The ISAE Board of Studies stressed the fact that ISAE is a Regional Institute and has regional mandates. ISAE will therefore move into the college structure as one unit. This is for identity purposes since because for the last forty years the Institute has built its name worldwide and the stakeholders will be confused by the change of the name. The School of Statistics and Applied Economics structure will comprise of four departments: Department of Planning and Applied Statistics; Department of Population

Studies; Department of Statistical Methods and Department of Actuarial Science (new proposal). In addition one centre for Population and Applied Statistics will be

established.

5.0 HUMAN RESOURCE REQUIREMENTS FOR COBAMS

The statistics show that FEMA & ISAE (COBAMS) currently have a full-time students’ total of 8113, compared to the filled academic staffing positions totalling a paltry 95, which is far below the recommended student-teacher ratio by the National Council for Higher Education. The computed Full-time Students Equivalent (FTSE) by the University’s Planning Department indicates a poor staffing situation as indicated below:

7.0 Physical Space

The School of Economics will be housed in Block A (FEMA Block A), School of Business in Block B (FEMA Block B) and the School of Statistics and Applied Economics will be housed in the ISAE buildings. The existing physical space is

inadequate and there is a need for urgent expansion to cater for the growing number of students and staff. Specifically we shall need the following space:

 Office space for the college administration;  Office space for staff;

 Lecture/Seminar Rooms;  Computer laboratories;  Library;

 Space for the three proposed Centers; and  Toilet facilities for students and staff.

The UCB slab which belongs to FEMA should urgently be developed to provide space for the highlighted needs. The estimated cost for a fully furnished 8-storey block is UGX 15-20 Billion.
