the Quality Rating

System (QRS)

The Quality Rating System (QRS) is the statewide quality rating and tiered reimbursement system

that assists Illinois child care programs in providing quality care for children and their families.

QRS is a voluntary system available to license-exempt family and child care providers and

li-censed centers. License-exempt family child care providers have the opportunity to complete up

to 3 progressive levels of training to achieve QRS standing. Licensed programs (FCC and

Cen-ters) work toward achieving a 1-4 Star Level rating.

Currently, there is no cost to apply to QRS.

QRS is open to all child care providers. Those providers who care for children from CCAP (Child

Care Assistance Program) families and receive a QRS rating can earn an extra 5-20% quality add

-on to the standard daily CCAP reimbursement rate for children in their care.

The application process is administered by the Illinois Network of Child Care Resource and

Refer-ral Agencies (INCCRRA). Applications are available on the INCCRRA website (www.inccrra.org)

or by calling (866) 697-8278.

Providers are required to attend a free orientation prior to completing the application process.

QRS participants will receive information about eligibility requirements, the application process

and supports and resources that are available. Participants will also earn 2 in-service hours. The

YWCA CCR&R is pleased to offer opportunities to participate in this required orientation.

Learn More About QRS:

Orientation for the Quality Rating System (QRS)

- Quality matters in

child care. Learn about the statewide Quality Rating System (QRS) that

recognizes family child care and center-based providers for quality with

QRS award certification. Providers serving children on the state Child

Care Assistance Program (CCAP) can also receive a bonus to the

standard payment rate. The orientation covers eligibility requirements,

application process, and supports and resources available. A provider

must attend this session prior to applying to QRS.

The YWCA CCR&R also has a dedicated QRS Specialist available for

consultations and assistance.

More “Pro-Action” = Less Reaction: Proactive strategies for success and effective interventions for challenging behaviors with individuals with autism

Presented by Joy Cooper

In this workshop, we will identify the challenges and strengths associated with the diagnosis of Autism Spectrum Disorder and focus on proactive interventions as well as de-escalation strategies to help support individuals with autism. When proactive strategies are in place, there’s less of a need to be “reactive”, which is beneficial for both the individual with autism, and parents, professionals, and caregivers alike. However, challenging behaviors and crisis situations can be unpredictable, and it can be difficult to know how to effectively de-escalate the situation. If you are looking for proactive solutions to prevent challenging behaviors and calming strategies to de-escalate crisis situations, this workshop can be beneficial for you!
