AlphaPlus Centre / Centre AlphaPlus Assessment Use and Reporting: Investigating Data Integrity Issues

This project investigates why LBS service providers choose to use certain OALCF

Milestones, and subsequent impacts on data integrity and PMF measures. Findings will be used to identify good assessment practices, focusing on Digital Technology Milestones. Common understandings and consistent assessment practices will strengthen the reliability of data in EOIS/CaMS.

Ce projet propose de réécrire le cours préparatoire à ACE intitulé Communication française – préparation aux études postsecondaires. First person research with Chatham-Kent employers, apprentices, vulnerable populations and job seekers to determine the challenges that exist in Chatham-Kent related to the attraction, registration, retention and completion of apprentices within the apprenticeship system as it exists in CK.

Réalisation d’une étude statistique détaillée sur la situation de la minorité francophone de l’Ontario à partir de l’Enquête du Programme pour l’évaluation internationale des

compétences des adultes (PEICA)

Ce projet consiste à effectuer une étude approfondie par le biais d’un appariement des données les plus récentes sur la littératie, la numératie et le développement des Fonds de développement du réseau de prestation des services (FDRPS) 2014-2015 3 compétences des adultes franco-ontariens à partir des données de l’enquête du PEICA, du recensement de 2011 et de l’Enquête nationale auprès des ménages (2011).

College Sector Committee for Adult Upgrading ACE Communication and Numeracy Support - Translation

This project will make available to both French and Deaf Learners the same 45 hour academic supports in Communication and Numeracy currently available to English learners in the ACE program.

College Sector Committee for Adult Upgrading Developing ES Assessment for Level 1 Learners

This project will provide profiles, assessment and learning plans for the many Level 1 learners accessing EO programs and services. It will expand the ability of LBS programs to include lower level learners in Learner Skill Gain, identify and can serve as a tool for Employment Services to determine appropriateness of referrals.

Community Literacy of Ontario Curricula and Resources for the Understand and Use Numbers Competency

Community Literacy of Ontario has consistently heard from LBS agencies that they need “resources articulated to the OALCF competencies, task groups and task level indicators”. To help meet this need, CLO will use its OALCF expertise to develop OALCF curriculum for the Understand and Use Numbers competency.

Contact North/ Contact Nord Post-Secondary Readiness Online Program for Remote Aboriginal Ontario Works clients

The project will deliver a post-secondary readiness program generating 150 student

registrations from Ontario Works clients in 4 First Nations communities. Clients will research programs and develop a goal path to prepare for post-secondary opportunities using distance education to support clients who want to remain in community.

Moving from Referrals to Partnerships: Best Practices for Supporting Job Seeker with Mental Health Disabilities

This project will capture and identity best practices derived from partnerships between Durham Region Employment Ontario Service Providers and mental health organizations in serving persons with mental health disabilities.

Elgin Middlesex Oxford Workforce Planning and Development Board

Investigating Apprenticeship Participation and Completion

This project will examine the demand and supply perspectives on apprenticeship resulting in localized implementation plans to address the issues in selected trades. The research will include the issues/concerns preventing employers from offering apprenticeships, and young people and under-represented groups in the labour market from pursuing and completing

apprenticeships.

Essential Skills Ontario Aligning and Measuring PS-TREs in the

OALCF

The recent PIAAC survey introduced the domain of Problem Solving in Technology-Rich Environments (PS-TRE) to the training community. This project will determine how this new competency can best align with the OALCF. Furthermore, the project will work with LBS instructors to determine practical ways to integrate PS-TREs into classroom settings.

Essential Skills Ontario PIAAC in Ontario - A Spatial Index of Skills in Ontario

PIAAC in Ontario - A Spatial Index of Skills in Ontario seeks to extract and analyze data from PIAAC at the regional and community level in Ontario. The results will be published in a research brief and presented in an interactive web-based map on Essential Skills

Ontario’s website.

Essential Skills Ontario Career Ladders: The Next Step in Three

Communities

This project will build on the work of first phase of the Career Ladders project to design industry specific local career ladder training maps and implementation plans so three communities in the Durham, Brant and Thunder Bay regions can develop and build local career ladders.

Laubach Literacy Ontario Working on my own: engaging others and

managing learning

Research and develop five themed short-term learner modules on soft skills areas to support the OALCF competencies managing learning and engaging with others, along with practitioner support instruction. Modules will be aligned with OALCF, available in hard copy and electronically (free download from website), and adapted for online delivery on LLO's TrainingPost (Moodle) classroom. The Moodle files would be made available if E-Channel delivery agencies wish to use the online content on their compatible Moodle classrooms.

Literacy Network Northeast Inc. Researching Francophone EO service gaps

This project will undertake consultation and research to identify current gaps affecting Francophone learners and service providers in bilingual, Anglophone and francophone unilingual communities. Research and consultation sessions with LBS/ES service providers in each setting will provide data and additional research of best practices to increase access for vulnerable learners.

Literacy Network of Durham Region Bridging the Understanding Gap

A concise flowchart, in French and English, modeled on the widely used apprenticeship guide, will result from in depth analysis of programming available to adult learners in Ontario (MTCU, MCI and MEDU funded) and consultations with key experts. Both on-site and distance training options will be identified to provide assistance to EO programs, referring agencies, employers and learners.

Literacy Ontario Central South Competency Portfolio The use of a competency portfolio will be tested with vulnerable clients to help them prepare

enhance the recruitment processes by bridging skill gaps for clients and learners who need to articulate skills equivalency. Three marketing and training videos will be developed to promote the use of competency portfolios with employers and in employment and literacy settings

Metro Toronto Movement for Literacy/Le rassemblement pour l’alphabetisation de la communaute urbaine de Toronto

Creating Pathways of Learning Support for EO Clients with Learning Disabilities

To improve the capacity of LBS and ES providers to effectively serve clients with learning disabilities by researching current supportive strategies, consulting with learners, LBS practitioners and ES partners, and producing & sharing recommended best practices, supports and interventions that can be applied at the service delivery level.

Field Research to Increase Employer Support for Hiring Apprentices and Supporting Apprentices’ Completion

This project will conduct 6 regional Apprenticeship Employer Forums throughout Ontario to engage employers in a ‘change’ conversation about practical, achievable solutions to those problems.

Common Assessment for the OALCF Goal Paths Training

This project will organize, develop and deliver ten 1- day training events to show case the Common Assessment for the OALCF Goal Paths Resource Package and a wide range of other products and tools that support EO program integration and successful learner/client outcomes, which were developed by 2013-14 SDNDF projects.

Northwestern Ontario Literacy Network (o/a Literacy Northwest)

Developing OALCF Apprenticeship Tasks for the Competency ‘Use Digital Tasks’

PIAAC identified an emerging skill, “complex communication and problem-solving in technology rich environments (PS-TRE)”. Trades are being impacted by digital technology; workers will require new skills. This project researches the impact of digital technology on the trades and develops apprenticeship- specific tasks for the OALCF competency, “Use Digital Technology”.

Ontario Native Literacy Coalition Native LBS Environmental Scan

The project aims to conduct an environmental scan of literacy programs across Ontario serving Aboriginal people and to identify gaps where none exist. ONLC will identify areas where the needs of Aboriginal people are greatest with the objective of broadening its reach province-wide through the expansion of the number of sites and services.

Waterloo-Wellington A3 and the Employment Path

This project will develop curriculum and levelled tasks around the OALCF Competency A3. Extract info from films, broadcasts and presentations related to the employment path. This would allow learners a chance to develop the skills related to this task group and use it further for all the LBS paths.

Quality in Lifelong Learning Network, Inc. Cementing Integration of Task-Based

Activities

There are three aspects to this project dealing with increasing information and resources on the Task-based Activities Portal for LBS

1. Create tasks that are 1 competency/level/complexity from OALCF lists – up to 120 2. Create and pilot a process to populate the CSC Level 1 ES Web Assessment application 3. Modify and update the portal to meet the needs of CSC, DLI and COFA

Simcoe/Muskoka Literacy Network Enhancing Transitions - Client Perspectives

This project will research lived experience with EO learners and clients to gain their perspectives on what creates a seamless service for them. The input from these

consultations will be revising the Best Practices for Transitions Guide, providing validation by the end consumers. The project findings and Best Practices will be widely shared with EO and other service providers and will be a resource to support service coordination.

The Mid North Network for the Coordination and Development of Adult Learning

Supporting Apprenticeship Completions: Exam Preparation Materials for the Certificate of Qualification Writer

Develop contextualized preparation resources in workbook format and exam readiness checklists and suggest assessment tool(s) for C of Q test takers in the following trades: Electrician, Industrial Mechanic Millwright, Plumber, General Carpenter and Automotive Service Technician. English and French study materials will be posted for LBS classroom and self-study use for apprentices preparing to successfully write the C of Q.

Targeted initiates to improve service providers’ capacity to assist vulnerable populations and groups underrepresented in the labour market to:

 complete and progress in the employment goal path; and/or,

 prepare for, obtain and maintain employment.

Vulnerable populations may include:

 individuals on social assistance;

 at-risk youth;

 Francophones;

 Aboriginals;

 visible minorities;

 recent immigrants;

 persons with a disability;

 those with a poor educational attainment history, including literacy and language skills;

 people with a poor employment history; and,

 individuals living in communities or geographic areas with high unemployment.

2.

Targeted initiatives to improve services providers’ capacity to assist apprentices or individuals interested in apprenticeship to:

 acquire the LBS training needed to access, maintain, and complete apprenticeship training; and/or,

 prepare for apprenticeship, find an employer, complete apprenticeship and find related employment.

3. The development of literacy and essential skills materials that support and enhance the LBS program. Learning materials include:

 OALCF related curriculum;

 assessment tools that inform learner gains; and

 resources that address Programme for the International Assessment of Adult Competencies (PIAAC) results for Ontarians

4.

The development of resources, tools and best practices to build service providers’ capacity to improve local workforces to:

 provide outreach and deliver LBS training to employed Ontarians who need to improve their literacy and basic skills to maintain or upgrade their employment; and,

 engage and partner with employers to assist them in meeting their skilled labour needs through the ES.

5. The development of resources, tools and best practices that enhance connections and referral pathways between MTCU’s Employment Ontario programs and through the

Ministry of Citizenship and Immigration, the Ministry of Community and Social Services, the Ministry of Children and Youth Services and the Ministry of Education.
