Holiday Inn Chicago Mart Plaza – Chicago, Illinois 3:30 pm – 5:00 pm

1. Call to Order (Donnell) – Eric Donnell, Committee Chair, called meeting to order at 3:37 pm.

2. Welcome and Introductions (Donnell) – Eric welcomed committee members and friends (attendance list attached), and attendees introduced themselves. Eric expressed the overall pleasure with the success of the Fourth TRB Urban Street Symposium that had just concluded and the earlier joint meeting with TRB Operational Effects of Geometrics Committee (AHB65), the TRB Highway Safety Performance Committee (ANB25) and the AASHTO Technical Committee on Geometric Design.

3. Approve Agenda (All) – Agenda was reviewed and approved with minor changes made.

4. Approve 2012 Annual Meeting Minutes (All) - The minutes from the January 24, 2012 Annual Meeting are posted on the committee’s website and a request for approval from members will occur via e-mail.

5. Committee Vision (Donnell)

a. Formation of Strategic Planning Task Group - Eric Donnell stated that he plans for form a task group of 5-6 committee members to examine the scope and structure of the overall committee. The current scope, vision, and goals of the committee are:

Committee Scope:

This committee focuses on expanding knowledge regarding highway and street geometric design elements that affect safe and efficient operations for all users and contexts. The committee develops research needs statements and communicates findings that advance design criteria, guidance, methods, and performance-based roadway design objectives. The committee facilitates domestic and international dialogues and idea exchanges between researchers and practitioners while supporting emerging and developing professionals.

Vision Statement: To create a framework for geometric design by leading the development of criteria and guidelines for safe and efficient roadway space sensitive to user needs, vehicle characteristics, and the human and natural environment.

Goals:

• Identify and disseminate information on problems, solutions, and research needs in the area of highway geometric design.

• Encourage the presentation and publication of important research related to highway geometric design.

• Work with other TRB Committees, AASHTO, FHWA, ASCE, and others in promoting improved geometric design criteria, standards, and methods.

• Offer resource assistance to AASHTO and others in the preparation of geometric design criteria, policies, and guidelines.

• Involve international representatives on the committee to promote information exchange regarding highway geometric design between the U.S. and other countries.

The task force will also examine and make recommendations regarding the structure of the Technical Subcommittee and a potential expanded role of the four Technical Working Groups. The four Technical Working Groups are:

- Methodology - Highways

- Freeways and Interchanges - Streets and Intersections

Eric asked that if anyone is interested in volunteering to serve on this task force, to please let him know. It is expected that this task force will be assembled before or during the 2013 Annual Meeting. The task force will provide input to the 2013 Triennial Strategic Plan that the committee will prepare for TRB in 2013.

  

b. Research Needs Coordinator – Eric advised the committee that Marcus Brewer will be transitioning into the position to lead the Research Subcommittee. Eric thanked Marcus for the great work he had done leading the Business Subcommittee. The task force looking at the committee’s structure will particularly examine the structure of the Business Subcommittee and look for opportunities to improve efficiencies. Eric is seeking committee members to volunteer, step-up, and take a leadership role, especially for the Business Subcommittee.

 

6. General Committee Business (Donnell)

New Members - Eric welcomed five new members to the committee: Christine Carrigan, Ivette Cruzado, Jerry Champa, Brian Toombs, and Professor Wolfgang Kuhn.

Mentoring Opportunities and New Member Guide – Eric stated the past success the committee has had with mentoring new members and encouraged new members to consider teaming up with a mentor. Eric asked that veteran committee members consider volunteering to mentor the new members. The New Member Guide is available on the committee web site and Eric asked all new members to become familiar with the Guide.

Subcommittee Reports

i. Technical/Research

Plans are progressing well for a 2013 Annual Meeting half-day Sunday workshop continuation of the “Lost Art” series in Highways. Hermanus Steyn is leading this initiative.

The committee will be sponsoring two podium sessions and one poster session at the 2013 Annual Meeting. In addition, Eric Donnell will follow-up with AHB65 and ANB25 to pursue requesting a joint invited podium session on Highway Safety Manual Case Studies in Geometric Design. A “lessons learned” series of presentations is also a possible topic for the 2013 mid-year meeting (see notes below).

ii. Business

With Marcus Brewer moving into leading the Research Subcommittee, new leadership is being sought for the Business Subcommittee.

Scott Wolf provided an update for the Liaison Work Group and indicated that the committee’s liaison spread sheet will need updating to reflect new members and turnover on other

committees.  

Marcus called on members and friends to once again step up and help with the paper reviews. As in recent years, accessing the papers and providing comments will be done via the TRB online system. Members are asked to review 2-4 papers, and friends are also strongly encouraged to review papers on topics of interest. When the pool of the committee’s papers is finalized it will be e-mailed out along with a formal request for volunteer reviewers. This will likely occur toward the end of August. New members and friends that would like to be teamed up with a mentor to discuss the paper review effort should contact Eric Donnell.

The business committee expressed interest in planning future TRB webinars on research and synthesis topic reports as they become available. The TRB Synthesis report on Geometric Design for 3R Practices is a potential future webinar. Eric Donnell indicated that he would be willing to invite Hugh McGee (report author) to present the webinar in the future.

Jim Gattis acknowledged and offered a special thank you to those who served to select the “Greatest Hits of USS4” – Richard Coakley, David Gilmore, Howard Lubliner, Vichika Iragavarapu, Doug Knuth, David McDonald (chair), Larry Sutherland, and Scott Wolf.

7. Planning Issues (All)

2013 Annual Meeting

There is a need for members to volunteer to serve as moderators and collecting research needs topics forms at the 2013 Annual Meeting. Please contact David McDonald if interested.

2014 Mid-year Meeting

Plans for the 2014 mid-year meeting will be discussed at the 2013 TRB Annual Meeting. Jim Gattis indicated that he would inquire about plans that the TRB Access Management committee has for this time period – the Geometric Design and Operational Effects of Geometrics

committees have met jointly with the Access Management committee in the past.

8. Announcements and Other Business  

TRB Fifth International Symposium on Geometric Design

Douglas Harwood presented a proposal for the fifth International Symposium on Geometric Design to be held in Vancouver, British Columbia, Canada, in June 2015. The committee endorsed the proposal.
