Public schools in Massachusetts measure school improvement based on the school’s progress toward the goal of cutting proficiency gaps in half by 2017. Proficiency gaps are the differences among groups of students scoring at the “proficient” level on MCAS. The groups are by race/ethnicity, English language learners, students with disabilities, and low income. Stu- dents who score at the “proficient” level demonstrate a solid understanding of challenging subject matter and can solve a wide variety of problems. Based on their MCAS results, districts and schools are placed in one of five “accountability and assistance levels.” Level 1 schools are the highest performing schools. Level 3 and 4 schools are in the bottom 20% in school performance. These schools receive additional supports, which may include a longer school day and free after-school tutoring in some schools, to help them improve. Boston has no Level 5 schools.

PCAOB, as a non-profit organization reporting to the SEC, claims to represent and protect the interests of the shareholders. By committing to inspect the auditors, the Board creates an extra tool for shareholders to reduce agency problems.

Despite the continued delays of SOX 404(b) compliance for non-accelerated ﬁ lers, there was little if any anticipation of the exemption by auditors and their clients. In October 2009, the ﬁ rst evidence of a possible permanent exemption was mentioned in the business press: on October 8, 2009, the Small Business SOX Compliance Relief Act was introduced to Congress by Representative Scott Garrett (H.R. 3775, 2009), which proposed the permanent exemption. Based on a comprehensive search, there was no mention of the possibility of a permanent exemption prior to this date. This fact allows us to consider the possibility that auditors offered discounted audit pricing to their non-accelerated clients in anticipation of the signi ﬁ cant additional fees they would earn when SOX 404(b) compliance was required. Auditors could accurately anticipate the future additional SOX 404(b) fees due to the work already being performed for their accelerated- ﬁ ler clients. Prior research documents signi ﬁ cant audit fee increases (i.e. from 86 to 359 per cent) for accelerated ﬁ lers from the pre- to post-SOX 404(b) requirement periods (Raghunandan and Rama, 2006; Krishnan et al., 2008).
Second, we find that the coefficients of the High Fight Threat are significantly positive in increasing firm leverage ratio (2.17) during pre-SOX years, but other firm policies are not significantly affected by the high proxy threat before 2002. More important is the interactive term between the SOX and High Fight Threat in analyzing the disciplinary role of proxy contest during the post-SOX period. We find significant changes in at least half of our tested corporate policies. Under a high possibility of future proxy contests, firms increase their leverages, pay more dividends, and conduct more share repurchases. These policy changes reflect an improved use of the cash reserves and are largely along the direction favored by active investors, fitting well with other findings in the literature (Berger et al., 1997, La Porta et al., 2000, and Safieddine & Titman, 1999).

They are responsible for 25% of the particulate matter and 60% of the toxic and smog-forming hydrocarbons contributed by all motor vehicles. Available air quality monitoring data suggests that the ambient concentration of some pollutants especially suspended particulate matter (SPM), and SOx in air of Dhaka. Thus the increasing contribution of atmospheric loads of SO2 and SOx to global climate change is anticipated and it is really necessary to quantify these emissions in a hurried manner. A national course- plotting committee should establish with local and expatriate Bangladeshi experts to deal with the problem of emission. Government has taken a number of initiatives including banning of polythene which had been blamed for a number of environmental hazards included water contamination, closing of drains and sewerage lines and disposal of polythene everywhere was choking the sewage, creating air pollution as leaded fuel and banning of two-stroke three-wheeler from Dhaka. Pollution control board requires performing environmental impact assessment before certifying a new industry.
Both companies utilize the Internal Audit department for their SOX implementation process. However, for the non-accelerated filer, an Internal Audit charter adoption has been delayed and SOX compliance team reports only to the CFO. Since the company is not in its compliance year yet, this is not a direct risk, however they may experience concerns with this structure from the external auditors when it comes to the reliability of the results of the internal testing. If the Internal Audit and SOX compliance is not independent from management, it may be reluctant to report any issues that concern the Senior Manager since they are reviewing the audit results and a conflict of interest arises. Sox9 binding to the Col2a1 intronic enhancer is required for the activation of the Col2a1 gene (Bell et al., 1997; Lefebvre et al., 1997), but strong activation of the 48 bp Col2a1 minimal enhancer occurs only when Sox9 and the SoxD proteins Sox5 and Sox6 (Sox5/6) together bind to several sites in the enhancer (Lefebvre et al., 1998). The same combination of Sox9 and Sox5/6, known as the ‘Sox trio’ is involved in the activation of many extracellular matrix genes, e.g. aggrecan (Acan) and Col11a2, which are secreted by the chondrocytes (Han and Lefebvre, 2008). This ‘Sox trio’ primarily functions as combination of a Sox9 homodimer and multiple Sox5/6 dimers that bind to adjacent DNA sites (Fig. 4D). Indeed, individuals with mutations in the SOX9 dimerization domain develop campomelic dysplasia without causing sex reversal (Bernard et al., 2003; Sock et al., 2003). In line with this, single knockouts of Sox5 or Sox6 in mice lead to mild skeletal abnormalities, whereas a Sox5/6 double knockout leads to a lack of chondrogenesis despite normal Sox9 expression (Smits et al., 2001), thereby confirming the functional cooperation of SoxD and SoxE proteins during chondrogenesis. The molecular mechanism underlying the SoxD-SoxE cooperation has not been clarified.
A SoxD homologue was identified by bioinformatic survey of the lam- prey genomic sequences and cloned using RACE. RACE was also used to obtain full-length sequences of the Sox genes, where cDNA clones were incomplete. Total RNA was extracted from 6, 8, 10, and 14 day old embryos from Ambion:RNAquous kit.
