There is nothing which precludes colleges or HEIs operating outside their regional or local base in relation to foundation degrees but at present the evidence from this sub-region is of existing practices which support the idea of a LLN. This reflects the work that has gone into the FE/HE network and those HEIs who have associate college networks and years of practices around informal departmental collaboration. The systematic nature of such collaboration may prove to be more difficult to embed within collegial academic structures as indicated by the quotation from McNay(1995) above.

LAW ENFORCEMENT/POLICE ACADEMY – CERTIFICATE OF ACHIEVEMENT The Evergreen Valley College Police Academy Law Enforcement program is designed for individuals who wish to pursue a career in Law Enforcement. This program is certified by the Peace Officer Standards of Training to meet the statutory basic training requirement. The program requires both academic and physical skills as well as a significant commitment in time and dedication. Evergreen Valley College is a member of the South Bay Regional Public Safety Training Consortium. Community College Occupational Degrees: Are They Worth It?

American educators have argued about the balance between occupational and academic education for at least a century. Advocates of academic education argue that occupational education is too narrow to be appropriate for the dynamic nature of modern technology and workplace demands, that it fails to prepare students to adapt to changing skill demands, and that it abandons the general goal of education to prepare citizens and an educated population. The student experience of Foundation Degrees: a case study of a cohort in a Foundation Degree in Educational Administration

students are being drawn into learning . . . the impact of these qualifications on employment in the knowledge-economy, needs empirical evidence”, which this thesis provides. Secondly, in terms of employer commitment they refer to the work of Gibbs (2002) and question, “what evidence there is that employers act in the interests of learners, rather than themselves?” This thesis points to the benefits of doing the Foundation Degree to the individual (increased self-esteem, achieving aspiration and perceived self-importance within their employing organisation). This then leads to increases in feelings of self-worth and self-esteem thus leading to “greater self understanding, a clearer sense of identity and independent thinking” (Hammond, 2004). There is, however, one outstanding issue which is whether Foundation Degrees are benefiting employers. This is in contrast to Feinstein and Hammond (2004) who claim there is a lack of research into the benefits of adult education apart from the economic returns eg enhanced earnings or productivity. Stickland (2006) argues there needs to be a greater understanding of the value, importance and success of the Foundation Degree from the student’s perspective which this thesis produces.

In the first case, despite employing college degree graduates, most of the employers interviewed generally knew little about college degree programs beyond stating they have an applied nature. They also had little understanding of the background for the legislative change that allowed for college degree granting or roughly when college degrees were first introduced. Despite not understanding the context for the change, all seemed to genuinely welcome the degrees and what these might bring to their organizations in terms of graduates with skills in specific disciplines. Interestingly, they also questioned why colleges or the system as a whole have not expended more time and energy on raising awareness of the programs given the investment in degree development. In the second case, employers did not generally favour a college degree credential over any other credential, although they typically felt a degree of any kind would be a preference for hiring.
