For it is only when we begin to acknowledge how unequal our cultural industries are that we can truly start to work on challenging this.

In a recent analysis comparative study presented to the ICD-10-CM/PCS and CAC Summit, Optum360 examined LifeCode’s performance for two months during the third quarter of 2014. This data represents over 150 hospital sites processing both inpatient and outpatient cases, and covers the most frequent codes suggested by LifeCode NLP. For inpatient diagnosis coding, this level represented 650,000 code suggestions, and for outpatient coding, 900,000 code suggestions in both diagnosis and surgical procedure coding. The results for inpatient were 89 percent recall and 86 percent precision. The results for outpatient coding were 82 percent recall and 78 percent precision for diagnoses and 80 percent recall and 67 percent precision for surgical procedures. These outpatient procedure results are for the more complex surgical and interventional procedures, and do not include simple diagnostic and lab procedures, which tend to inflate recall and precision statistics.

In this region it was difficult to provide a service availability at 99% or higher at any reasonable cost when using Ka-band. This cost disadvantage is largely due to the power penalty incurred by the Ka-band systems in order to provide the large rain margins necessary for even moderate link availability at Ka- band in areas of frequent heavy rainfall. While small spot beams are helpful in this situation, they cannot completely overcome these propagation issues and provide a practical high availability service unless they are coupled with large earth terminals. This solution has its own cost issues and falls outside of the VSAT business area addressed by this paper.

WHEN DO DIVIDEND ARISTOCRATS OUTPERFORM? Earlier, we highlighted the strong results of the Dividend Aristocrats approach when viewed on an average rolling 3- and 5-year basis. On a calendar year basis, the evidence is just as compelling. The S&P 500 Dividend Aristocrats index has declined in just four out of 24 calendar years — 1999, 2002, 2007 and 2008. 1999 was the tail end of the technology and telecom boom while 2007 marked the beginning of the global financial crisis. 2002 and 2008 were bear markets, with the equal-weighted index declining 18.18% and 39.72%, respectively. In these years, the Dividend Aristocrats index declined 9.87% and 21.88%, significantly less than the broader market. Despite the strong long-term results, the Dividend Aristocrats index only outperformed the equal-weighted index half the time, generally underperforming in years when the more cyclical stocks have been favoured by the market. These results highlight again that while companies that have shown an ability to grow their dividends have performed well over the long term, there have been periods where this characteristic has not been rewarded by the market. This has implications for investors, particularly those with a relative return orientation.

Is All Infrastructure Investment Created Equal? The Case of Portugal

Using a newly-developed data set, we analyze the effects of infrastructure investment on economic performance in Portugal. A vector-autoregressive approach estimates the elasticity and marginal products of twelve types of infrastructure investment on private investment, employment and output. We find that the largest long-term accumulated effects come from investments in railroads, ports, airports, health, education, and telecommunications. For these infrastructures, the output multipliers suggest that these investments pay for themselves through additional tax revenues. For investments in ports, airports and education infrastructures, the bulk of the effects are short-term demand-side effects, while for railroads, health, and telecommunications, the impact is mostly of a long term and supply side nature. Finally, investments in health and airports exhibit decreasing marginal returns, with railroads, ports, and telecommunications being relatively stable. In terms of the other infrastructure assets, the economic effects of investments in municipal roads, electricity and gas, and refineries are insignificant, while investments in national roads, highways, and waste and waste water have positive economic effects, but too small to improve the public budget. Clearly, from a policy perspective, not all infrastructure investments in Portugal are created equal.
