4.2. Considering the Problems of County Management, Rural Use and Establishment in the Framework of Talent Integration The county hospital did not play an important role in the plan of general practi- tioners of special post, the main reason was the lackness of motivation, the county hospital can not gain interests but need to bear the additional responsi- bility of management and assistance. County health and Family Planning Ad- ministrative Departments can actively promote the pilot of integrated coopera- tion forms, such as establishing close health alliance and medical groups to real- ize the community of responsibility and interests between township health cen- ters and county-level medical institutions. The service mode of coordinated de- velopment of county and town integration allows general practitioners of special post to improve their own quality and meets their personal development needs by means of further study at county hospitals, participation in remote consulta- tion and online learning. At the same time, for the situation that the establish- ment of special post staff was still difficult to implement in some places, it is recommended to consider and unified resolve at the county reform of public hospitals in the framework of county and town integration. It is suggested to es- tablish county health human resource management, arrange health personnel for work shift in county and town according to the need, develop standard for work shift and share rural health human resource .

Speeding up the marketization of industry of exhibition is the direction of the future development of China’s industry of exhibition. In order to achieve the optimal allocation of resources, maximize the benefits, cost sav- ings, it should establish an equal and efficient market mechanism as soon as possible, and against unfair compe- tition and fraud to create a good market environment and fair competition order and really push the industry of exhibition to the market. If carry out severe market access system, improve the industry threshold, speed up the development of exhibition, improve the overall quality of exhibition, it would realize the diversification of the market players, give full play to the role of the main market.
Lack of scientific planning in many cities competing to start the project construction. Urban government in the construction of arbitrary decision-making, smart city development lacks long-term system security, but the formation of a seemingly prosperous scene. Follow the traditional construction ideas, thousands of cities side of the pattern shows: all over the city often follow the past experience and ideas, lack of innovative thinking in different cities, resulting in the construction of smart cities are similar, duplicate functions, gives the feeling of Deja vu, and Limiting the development of urban culture. Lack of market guidance: Some local governments regard smart cities as "performance projects" and "image projects", but they neglect the market demand and neglect the application and popularization of convenient citizens. The public life does not have Because of the construction of a smart city has been improved, spent heavily established system became a "face project." In the new generation of information technology, China has a weak independent R & D capability and a high degree of dependence on foreign technologies. A number of key core technologies are still in the hands of multinational corporations, which makes the information security in our country have a lot of loopholes.
which they live being a very intense one, they have a short life span, with only two options: either they develop into large companies, either they die or are being taken over by larger developing competitors. In conclusion, all over the world the SMEs sector incorporates a large part of the local economies and is the promoter of local sustainable development. The cult units of the Archiepiscopate of Bucharest, as part of the Metropolitanate of Muntenia and Dobrogea, own agricultural, horticulture and forestry land. The agricultural and horticultural lands are cultivated under own regime or under a lease. For the areas with forest vegetation the cult units have forest service contracts with private or state Forest Districts, specialized inspectors of the Archiepiscopate of Bucharest participating in the sustainable forest management. Vineyards are subject to the reconversion program (by APIA programs) with noble varieties of vineyards and for producing wine it was built a section of vinification , by accessing European funds, with modern technology. The cult units participate in improving the quality of life in rural areas by implementing programs for accessing European funds (job creation, efficient exploitation of land, economic development, strong correlation between the creditworthiness of agricultural land and infrastructure).
The briquettes fuel has been made which has certain specifications and dimensions, by crushing and com- pressing Camellia nut shell using biomass compression molding equipment (Wei, 2013). Wei discussed the me- chanism of Camellia nut shell molding, and designed a set of processing equipment with can with an theoretical annual output of 40,000 tons Camellia nut shell pellet fuel. The work can provide a theoretical basis for the technical improvement of biomass compression molding and the design optimization of the molding equipments. Zhu et al. has prepared machine-made carbon with the shells of camellia (Camellia oleifera), chestnut tea (Cas- tanea mollissima) and walnut (Caryacathayensis) as raw materials, which will provide a basis for high efficient energetic utilization of epicarps resources and the development of deep processing products of carbon deriva- tives (Zhu, Zhuang, Pan, Chen, & Zhang, 2013).
In recent years, many IT Outsourcing studies have been conducted to address a variety of outsourcing research issues. They mainly focus on five major areas: organiza- tion, performance, decision, contract, and relationship . Researches find that more and more organizations are looking to IT outsourcing through third party services providers. As the scope and complexity of IT expand, many organizations are less inclined to shoulder the bur- den of in-house development, since outsourcing allows them to better leverage their resources and focus on core applications to increase IT’s value to corporate missions.
This paper presents the status of mushroom cultivation in Malawi. This is a developing country located in south- eastern Africa between latitudes 9˚25' South and 17˚08' South and longitudes 33˚ East and 36˚ East. Almost all the mushroom cultivators in the country are growing Pleurotus ostreatus. This species is most preferred because of its easiness to cultivate using the low-cost cultivation method being practiced in the country. On average, the annual P. ostreatus production is estimated at 240 kg per grower. Mushroom cultivators are selling their produce at prices ranging from MK800 (USD2.04) to MK2000 (USD5.10) per kg. At present, there are four institutions that are producing spawn namely Bunda College (Lilongwe University of Agriculture and Natural resources), Bvumbwe Agricultural Research Station, Natural Resources College and the Biology Department at Chancellor College, University of Malawi. Currently, a total of about 1307 bottles (330 ml each) of P. ostreatus spawn are sold by these four spawn producers per month. Mushroom cultivation is not that popular in Malawi. This may be, partly, attributed to lack of know-how and awareness on the economic, nutritive and medicinal benefits of cultivated mushrooms. Some of the major supermarkets do sell Agaricus bisporus mushrooms which are im- ported from the Republic of South Africa. They also sell Pleurotus ostreatus sourced from local cultivators.
The timeframe of all regional strategies, except for Mazowieckie and Warmińsko-Mazurskie Regions, is the year 2020, which is in accordance with the timeframe of the new European strategy Europe 2020 18 . The analysis of their contents allows to ascertain that the hierarchy and the number of objectives of regional development are diversified. Nevertheless, in any strategic document of each region four out of five EU headline targets have been incorporated to higher or lower extent, namely objectives concerning employment, innovation, climate change and energy (particularly renewable energy) and social inclusion. On the other hand, issues connected with education, which is one of the principal European strategy target, was treated perfunctorily. Admittedly, in the regional strategies it was emphasized that there is a necessity to provide education in order to meet labour market requirements, but not much attention was paid to the percentage of early school leavers and the percentage of people with university degree. The reasons of such conduct can be explained by the values of the aforementioned indices, the former is very low (5,7%) and the latter at high level (39,1%) comparing to the average of all EU Member States (respectively: 12,7% and 35,7%).

VLF/LF (20 - 300 kHz) radio waves propagation is affected by different fac- tors such as meteorological conditions, solar bursts and geomagnetic activity. At the same time, variations of some parameters in the ground, in the at- mosphere and in the ionosphere occurring during the preparatory phase of earthquakes can produce disturbances in the propagation of the previous signals along their radio paths: these disturbances are the radio precursors. Since 2009, several VLF/LF radio receivers have been installed throughout Europe in order to realize a European (VLF/LF) radio network for studying the VLF/LF radio precursors of earthquakes, called the INFREP network. In this paper, at first the description of the present situation of the INFREP network is presented, that is: the location of the receivers, the location of the VLF/LF transmitters whose signal is sampled, the daily download of the data collected by the receivers on the INFREP server and the method of data anal- ysis used in order to individuate possible radio precursors. Then the results obtained on the occasion of recent (2016-2017) seismic activities which oc- curred in the “sensitive” zone of the INFREP network are presented. The first case examined is the October 30, 2016 earthquake with M w = 6.5, which oc-

The civic education focuses on students’ ideological morality, and attaches more importance to the management function of institutions in practice. In reality, giving priority to maintain a stable order and regulate students’ behaviors, insti- tutions are easy to be limited to management rules for students’ behaviors, em- phasizing students’ obedience. Thus, education and management become two uncoordinated skins, as the proverb goes’ say one thing and do another’, which consequently results in the value misplacement of education. The object of in- stitutional norms should be various subjects of civic education, including de- partment organizations, teachers and students. However, the object of current institutional norms is mainly college students. The situation where institutions position the organizations or teachers outside the system of educating people causes that educational work is difficult to be carried out in full swing, and dis- harmony even occurs in ideological education because of some divergences. If institutions pursue utilitarianism in the reality, belittling the educational value of institutions consciously or unconsciously, it will be difficult to achieve the goal and effect of educating people.
Foreign trade degree of dependence can be affected by the following factors. First of all, the economic scale, i.e. GDP of the country or region. Generally speaking, in an open economy, a small country’s FTD is higher than a big country’s because a small country has limited resources and markets and it has to depend on export. Secondly, the structure of national income is another important factor that will directly affect a region’s foreign trade dependence. A country in the primary stage of economy development has lower foreign trade degree of dependence because agriculture being the main part in economic structure and few manufactured goods makes the country poor in competitive power of export. Other factors such as economic development strategy and exchange rate also affect the FTD.
