The U.S. has ignored this advisory. Indeed, on July 12, 2011, the Department of Homeland Security (DHS) deported an undisclosed number of individuals to Haiti, bringing the total number of Haitians removed since January 2011 to at least 75. Moreover, although DHS’s official policy purports to limit removals to dangerous individuals with “significant criminal records,” and requires DHS to consider individual equities in effectuating removal, 3 DHS continues to have no procedure to assess whether Haitian nationals have special protection needs that warrant the deprioritization of their deportation. Nor has DHS been willing to provide NGOs with the information they would need to assist individual Haitians in presenting their equities for consideration. As a result, DHS has already removed several Haitian nationals with minor criminal convictions, family ties in the United States, medical conditions that cannot be adequately treated in Haiti, and other equities in disregard of the joint advisory of the UNHCR.

These components have legal authority and access to biometric and biographic data systems necessary to decide who is admitted or denied admission to the United States, apprehended and placed in immigration or criminal proceedings, or ultimately removed from the United States. In preparation for dealing with a pandemic scenario in the United States, several national plans have been released by the Homeland Security Council (HSC), Department of Homeland Security (DHS), Department of Health and Human Services (HHS), and other organizations. Many of these national plans identify telecommuting as a key component of the national response to a pandemic influenza. Despite increasing adoption of telecommuting as a normal method of business, the technical feasibility of widespread telecommuting given the existing infrastructure is not well established. In particular, businesses may not be prepared to handle the surge in telecommuting traffic and telecommuters may face congestion when competing for network resources due to an increase in recreational users and children home from school.

In the WHTI NPRM, DHS included a specific discussion of its ongoing efforts with Washington State regarding the issuance and use of an EDL as a WHTI-compliant document. EDLs can only be issued to U.S. citizens since the EDL would serve as the functional equivalent of a passport or passport card at land and sea border crossings. In addition, EDLs must also incorporate the technology specified by DHS to facilitate the legitimate movement of travelers through land and sea ports of entry. With respect to other holders of REAL ID-compliant driver’s licenses or identification cards, any assumption that lawful status as defined for REAL ID purposes equates to a right to reenter the United States is incorrect. For example, applicants for adjustment of status typically must obtain advance parole in order to depart the United States and lawfully return. DHS has decided not to incorporate requirements necessary for a WHTI-compliant document into the REAL ID rulemaking at this time.

A Golden Age of Security and Education? Adult Education for Civil Defence in the United States 1950–1970

appraisals of US cold war civil defence consider that it was not just nuclear kitsch (Preston, 2012, p.29), but was a totalizing societal phenomenon during this period. Depictions of the US of this time as a 'civic garrison' (Grossman, 2001) or a 'militarised' society (McEnaney, 2000) consider that civil defence was universal and pervasive, a key component of national security. At a macro level, it is argued, the state imposed civil defence onto an acquiescent, population, which permeated every aspect of life at a micro level. In some areas of education, there is support for this position. Grossman (2001) shows how the FCDA (Federal Civil Defense Administration) had a major influence on research universities, directing them towards nuclear and civil defence activities. Brown (1988) considers that, rather than the top-down nature of civil defence, it was actually the actions of teachers and educators who wanted to introduce the bomb into the classroom until ultimately ‘Civil defense became a way of life in American schools’ (Brown, 1988, p.90). Science education was revolutionized and basic science (albeit in an ideological fashion) became an integral part of educational curricular (Rudolph, 2002). Outside of the academic sphere, Conelrad.com, a remarkable website dedicated to the preservation and rediscovery of cold war culture, refers to civil defence in the 1950s and 1960s as a 'golden age of homeland security'. The cold war even influenced visual culture and media in the USA ( Bassnett, Nobile and Phu, 2015). In the institutional memories of agencies such as FEMA (Federal Emergency Management Agency) and the DHS (Department of Homeland Security) the period has become an iconic period of American preparedness where education and security were closely entwined.

Of the nearly 750,000 active airman records that contain a potentially valid Social Security number, more than 15,000 records do not match SSA’s name, Social Security number, gender, or date of birth records. Based on Homeland Security Presidential Directive-5 (Bush 2003), all public agencies that want to be eligible for federal disaster preparedness assistance funding must use NIMS for managing the event (DHS 2004 and Edwards 2007, 35). Therefore, most local and state governments and many large universities have adopted the NIMS format for their Emergency Operations Plans (EOP). Examples of municipalities adopting the NIMS format include the Emergency Operations Plans of the City of San José and the City and County of San Francisco, which are available for view on each city's website. These are based on the State of California Office of Emergency Services model Emergency Operations Center (EOC) checklists that are available at the state website. However, the State checklists place the Transportation Unit within the Logistics Section, focused on rolling stock. Field level experience has caused both San José and San Francisco to place Transportation within the Operations Section as well, because of the key role that transportation infrastructure, such as roadways, highways and bridges, plays in emergency operations.
