The health of otter populations can indicate the overall health of the ecosystem due their sensitivity to pollutants in their aquatic environments (Kannan et al. 2002; Tabor and Aquirre 2004). For these reasons many different groups are interested in otters and their well being as a species; zoos, field scientists, universities, school-aged educators, and the general public all appear to have a vested interest in otters. However, up until this point there was no way to connect the interests of these groups and to share the work being done with the general public. In today’s modern world, many people turn to the Internet to find current information and to connect with like-minded individuals. Therefore, the “Otter Spotter” website was created as a place to provide information about otters and teacher resources, connect interested parties, and share the work being done in Zoos and in the field to help otters.

Our aim, however, is to model communication in which both participators might have a non-perfect and non-deterministic language com- petence. The examples seen so far imply that such a model will be of high complexity. Furthermore, there is no obvious way of how to model the language competence of the receiver. Before, it was reasonable to say that the sender’s knowledge of the language can be described by the messages known to her and that she is limited to only send those words. The receiver, however, does not have control about the messages she receives and therefore might be confronted with unknown signals. Modeling the receiver’s language competence by a subset of M , we would additionally have to formulate a rule of her behavior to unknown messages.
