provide families with mental health support and support early intervention for young people 11 . In March 2015, the Department for Education announced an investment of £25 million for voluntary and community sector grants for organisations that work with vulnerable children and young people. For the first time, mental health was identified as a separate theme within the grants, and organisations specialising in child mental health care were awarded £4.9 million. This includes nearly £400,000 for Mind to develop a pilot promoting positive mental health and wellbeing in schools, and £440,000 for the Anna Freud Centre to create a comprehensive directory of all mental health services to provide an authoritative source of mental health information for schools. 12 Also in March 2015 the Government published a blueprint for school counselling services, which provides schools with practical, evidence- based advice on how to deliver high-quality school based counselling. 13 At the same time, the PSHE Association published guidance, funded by the Department for Education, on providing age-appropriate teaching about mental health problems.

This increase has generally been sustained in recent years and both institutions saw record highs in 2018; 61.3% at Cambridge and 58.9% at Oxford.

A significant number of respondents indicated that they disagreed with the proposed changes, but analysis of the related comments revealed that this was because of misunderstanding the effect or raising issues that were not part of the consultation. For example, some responses questioned the definition of the fundamental British values and requested that this be opened up for further debate; others maintained that the changes extend the equality agenda and will result in the marginalisation of Christianity; and others considered that the changes are not necessary, that the standards were only amended in January 2013, and that many schools are already doing this.

This paper retains the distinction between the terms for two reasons. First the education and training series only goes back to the late 1980s, while the education series goes back much further, even with some breaks in the series the concept remains the same. Second the education and training series is more consistent over the period it is available for. The spending data are regularly revised. These revisions can change the total figure, or move items of expenditure from one sub-function to another. The detailed breakdown by sub-function is only revised back five years. This presents a problem with consistency when trying to compile long-term series based on sub-functions and the authors warn against simply splicing one set of data with another pre and post-revision. The education and training series in this paper is therefore consistent for its entire length, other than the break in 2011-12 detailed below. The education series is not and although revisions are generally quite small, readers should be careful when drawing conclusions from this data, especially those based on small differences.

The Government’s planning policy for Traveller sites confirms that our aims include that local planning authorities should make their own assessment of need for the purposes of planning and, working together with neighbouring authorities, identify land for sites. Local planning authorities should consider the production of joint development plans that set targets on a cross-authority basis to provide more flexibility in identifying sites. The policy is clear that local planning authorities should ensure that sites in rural areas respect the scale of, and do not dominate, the nearest settled community. In exceptional cases when a local planning authority is burdened by a large-scale unauthorised site that has significantly increased its need, and where the area is subject to strict and special planning constraints, there is no assumption that the authority has to plan to meet its Traveller site needs in full. 83 More recently, in answer to a PQ in April 2019, the junior housing minister, Heather Wheeler, reiterated that “all local planning authorities should identify the need for traveller sites and ensure that appropriate provision is made for the travelling community. 84

£16.4 billion in financial year 2018-19. 12 Tuition fee loans are excluded from the chart above. In 2006/07 234,000 new students were awarded tuition fee loans with an average value of £2,740 and a total value of £639 million. A further 153,000 existing students were awarded tuition fee loans for regulated fees, these totalled £156 million at an average of £1,010. The number awarded and their total value has increased in subsequent years as each year brings a new cohort liable to pay them. The first year of new students under the post-2012 funding regime with its higher fees (and fee loans) caused the total value of Tuition Fee loans to exceed that of maintenance loans for the first time. This gap has since grown and the value of Fee loans was more than double maintenance loans for the first time in 2014/15. This gap continued to grow in 2015/16, but fell from 2016/17 due to the loss of grants for new students.
