6 This report gives a snapshot of reforms within both Departments. We are reporting now because both Departments are in the process of implementing changes and still face challenges in embedding positive contract management behaviours amongst their workforces. The Ministry and the Home Office, along with other government departments, also face constraints to their ability to recruit and retain experienced commercial staff. Improving contract management is currently high in both departments’ priorities, but each must maintain this commitment once the immediate problems are addressed. 7 Our unique cross government perspective enables us to compare and contrast approaches to contract management across government, as a basis for improvement. We accept the different contexts of the Home Office and the Ministry. However, they face similar challenges and can learn from each other. Many lessons also apply to other departments. One such lesson is that neither Department recognised the extent of their issues with contract management until 2013. The challenge facing all departments is to be sufficiently self-aware of their capabilities, and to understand the demands and obligations that contracting out continues to place upon them in terms of maintaining proportionate oversight of services.

Working closely as a team, the authors have presented various workshops on contractual matters and associated risks to Stellenbosch University researchers, and have reached over 300 academics through this initiative since 2011. The topics of these workshops were: (i) Full Costs, Research Contracts and IP, (ii) Financial and Contractual Compliancy of National and International Grants and (iii) Understanding the Policies Relevant to the Management of Research Contracts. These workshops were presented locally to researchers and research managers as well as to various RIMI4AC partners. The Southern African Research and Innovation Managers Association invited the authors to present a workshop on full economic costing, research contracts and intellectual property in November 2011, which was rated as highly successful. In the words of attendants of the workshop presented at the University of Ibadan, Nigeria, the workshop was deemed ‘very enlightening’ and ‘inspiring’ and the presenters were praised for their knowledge and ability to present the workshop in a ‘lively, exciting and interactive’ manner. The Procedural Reasoning System (PRS) [7, 9, 8] is gen- erally recognised as one of the first implementations of the Belief–Desire–Intention (BDI) [2] model of agency and practical reasoning. PRS has been extremely influen- tial, and is still widely used [10], particularly in robotics, e.g., [13, 1, 6, 16, 14]. For example, PRS-based systems se- cured first and second places in recent RoboCup and ICAPS logistics competitions. PRS has also influenced the design of many subsequent BDI-based agent programming lan- guages, e.g., [18, 11, 3, 24, 15, 19, 20], though most of these languages implement only a subset of the programming lan- guage features supported by PRS. Surprisingly, given its centrality in the BDI paradigm, PRS lacks a formal oper- ational semantics, which makes it difficult to determine its expressive power relative to other BDI agent programming languages, or to verify the correctness of PRS programs. For example, there is a widespread “folk belief” in the agent programming community that the plan graphs used by PRS are more expressive than most if not all other BDI agent for- malisations, yet no proof of this intuition exists.
