General Infrastructure works

• Rajasthan urban areas are infrastructural poor and their population is increasing very fast thus further compounding the problem. Characteristic features of main cities are :-
Illegal constructions, undesirable land use, lack of water & sanitation facilities, shortage of housing leading to growth of slums and inadequate infrastructure work.
• Proper strengthening and management of urban infrastructure would be the primary concern for the XIth plan period.
• Augmentation execution of utility / social / economic and commercial infrastructure
• 20 year master development plans will be prepared city wise according to priority of 222 urban centres and works will be executed in methodological ways. CDP's & DPR's will be prepared with proper financial tie - up.
• Deficiencies of infrastructure works will be identified work wise.
• Proper policy of infrastructure works will be prepared i.e. land policy / water policy / slum policy / transport policy / waste water management policy / township policy town and country planning bill etc. (Pl refer section - 5.4, 10, 11, 12, 15, 16, 18, 19, 20, 21,24 and 30) Urban waste management [2]
• Dumping garbage is being filled into landfills. It is not a eco-friendly option, in land-scares cities.
• No proper solid waste • Rain water is wasted
• waste water is not used properly
• MSW will not dumped and will be converted into useful energy. Also composting and vermi composting activities will be carried out to have mannure.
• Rain water and waster water harvesting measure have been taken up in policy.

Traffic and Transport

• In bigger towns and cities like Jaipur / Jodhpur / Kota the number of motor vehicles are increasing very fast. This is giving rise to traffic congestion and air pollution especially near the central areas of the towns.
• Problem of parking has risen to an unmanageable proportions, especially in bigger cities like Jaipur; which require immediate attention.
• Encroachment on roads and junctions is adding to the traffic congestion.
• Proper transport policy will be issued by transport deptt. resolving these issues completely
• Urban transport institute will be established. • In important parking area if commercial land are
available these will be utilized in parking.
(Pl refer section - 5.16.2) Development of slum areas and urban poverty eradication [4]
• The total population in slum areas in Rajasthan is 12.06 lacs as per census 2001. Lack of development in small towns has aggravated the tendency of migration from these small towns to bigger towns and cities. In Jaipur, the rate of migration is very high, hence, the growth of slums.
• As per survey of 2003-05 there are 4.87 lacs of BPL families in 183 municipalities of Rajasthan which is 19.17% of urban population.
• GOR will be benevolent for slum improvement and poverty alleviation to bring BPL/slum dwellers into national main stream. (Pl. Sec. section 5.5]
• A parallel model to Kurdumb shree model of kerala will be adopted to combat urban poverty in Rajasthan

heritage and tourism

• Heritage is not being managed properly in Rajasthan. There is an urgent need to bring tourism cultural heritage and urban development in synergy and attempt composite solution.
• These is need to create cultural/recreational centers.
• Heritage preservation, cultural and tourism with urban development in synergy will be managed through RUHHP-07 [Pl. refer section 5.25, 5.26]. • To manage heritage preservation GOR will adopt
following measures :-
- New departments created -RICCULP, Jaipur heritage development authority, Heritage protection and promotion authority.
- Jobs - restoration, conservation, preservation - PPP concept for adoption of heritage buildings - HRM in this field has been planned properly - Property defacement bill - 2005 passed for
safety for heritage buildings

Pollution [6]
• Rapid unplanned economic growth has intensified environmental degradation. The major areas of concern are quality of air, drinking water, sanitation.
• To save the environment and preserve air, water quality and sanitation, plans and strategies in various sections of policy, have been devised so that citizens lead to better quality of life.
(Pl refer section - 5.5.1, 5.4, 11, 12, 15, 16, 27, 29, 30).

Water Reserves

• In the last 20 to 30 years, the requirement of water has increased manifold.
• In the state, surface water availability is very less. Hence, ground water is the main source for water supply. The ground water exploitation need to be restricted to maximum 80% of the ground water recharge. However the exploitation has gone upto more than 100% of the recharge. This has disturbed ground water balance and has caused depletion of water table in the sate and deterioration of water quality. In the state, the water table has depleted at alarming rate.
• Sustainable management of water sources, proper use of rain water and proper recharge of ground water, proper rain water harvesting systems, use of recycled water, proper water terrific etc. will be ensured through water and waste water policy.
• Water policy for management of water resources has been issued.
• Water policy for all other issues and waste water management policy will be framed. • Water deficiencies will be resolved by
creating proper infrastructure works.
(Pl refer section - 5.15, 5.30). Multiplicity of agencies in urban areas [8]
• Various ULB's under take the development works in their areas as per their own rules, standards and these ULB's are not fully integrated or coordinated. The fragmented approach has created problems in development, coordination, regulation and enforcement.
• A unified agency at town level will be entrusted to plan, implement, regulate and coordinate all development works in town after sanction of 20 yr. master development plan of the town. Till that coordination committee will be formed and empowered committee will have control.

Colonies set up on agricultural land

• Almost in entire area of Jaipur plots have been carried out on agricultural lands in numerous colonies except RHB and JDA. Now almost same scenario is existing or will exist in various towns of state.
• Hardly any utility services have been provided by these Housing Cooperative Societies, except in a few isolated examples. Even proper roads have not been constructed. There is practically no drainage or sewerage. There is lack of open spaces and community facilities in such colonies.
• All such colonies where in master plan use is residential (which is in mostly areas), roper land use change set up, will be followed. • Norms of open areas and road widths will be
followed.
• Space for institutional services will be carved out wherever feasible as per TPD norms. • Colonies will be regularized as per TPD
norms.

Finances [10]
• Most of the urban local bodies in the state are dependent on state grant even for paying there salaries. The situation has become more grave after abolition of octroi.
• Therefore proper development works are not being done.
• Various ULB"s will be strengthened to become self sufficient w.r.t. finances.
• Municipal model law will be adopted • Urban reforms will be followed.
• Doubel accrual based accounting system will be adopted.
• Management of municipal finances will be frames.
• E-governance will be and adopted. • Municipal bonds will be raised. • Revision and recoveries efficiently
• Finances to be raised by creation of land bank and computerization of land records.

Congestion

• Congestion of class I town is a growing menance of urbanization. There is need to check large scale migration to class I towns and simultaneously improving urban infrastructure to cadre to need of over growing population
• Slum improvement / upgradation works will be under taken on mass scale.
• Interaction with GOI scheme JNNURM / BSUP / UIDSSMT / HSDP for slum improvement / improving infrastructure works / checking migration
• Proper land planning / land sharing scheme / land availability for proper development • Proper execution of infrastructure works. • PPP concept in slum improvement and
infrastructure works. (Pl refer section - 5.4, 5, 8, 10, 16, 19, 20, 22, 29, 30). Legal frame work [12]
• Need for legal frame work, is clear from the facts that towns and cities are not only suffering from inadequate and low quality physical infrastructure and basic amenities / facilities but they also do not have comprehensive legal frame work for planning, development and implementation of projects and schemes. Major reforms in this areas is the need of the hour.
• Major urban reforms institutional reforms, and professional management reforms will be under taken through RUHHP-07
• For improving infrastructure works and for getting grants from GOI for infrastructure works, GOR & ULB's will follow mandatory and optional reforms (urban reforms) to have adequate legal frame work.
• Deficiencies of basic amenities have been identified. There will be resolved through BSUP / UNNURM / RUDF / Municipal finance / municipal bonds etc.

• Public participation in urban development has also not been adequately sought so far and therefore the burden of solving urban problems mainly remains with the Government and Urban Local Bodies (ULBs)
• PPP concept will be used in solving urban problems related to housing and habitat works like General Housing / slum housing and improvement / land acquisition and development / heritage adoption / beautification of development works / all types of infrastructure works i.e. utility / social / economical / commercial.
