SECTOR OVERVIEW

AUSTRALIA

Investment sentiment was cautiously upbeat in 2010 and into the first half of 2011, and so improvements were seen across the property market. Increased commercial rents in nearly all state capitals created activity in major real estate companies and finally some movement came back into the acquisition and development space.

The result has been a busy year for property recruitment, in which those companies that downsized during the Global Financial Crisis once again bolstered staff numbers with key appointments. The major areas of demand have been in acquisitions and leasing, which led to subsequent salary increases. Salaries for Development Managers however remained stable.

Demand was also seen for Valuers with special areas of expertise, in particular infrastructure valuation experience. This was in response to infrastructure spending in most states and territories, but in

particular Victoria and Western Australia.

Corporate real estate roles for major institutions have also increased.

Towards the end of 2010, employers were bringing outsourced roles in-house in order to reduce cost and maximise direct control. As a result of increased confidence, previously shelved growth strategy roles have also emerged and organisations are planning their future space planning and lease strategy.

But the year was not so positive for the facilities management industry, where cost reduction and tough margin negotiation saw major service providers reduce profit margins in order to secure major contracts.

The drive for cost reduction saw some major national contracts change hands, which generated staff movement and vacancy levels.

The conclusion of school and social housing stimulus projects at the end of 2010 and early 2011 led to a shortage of vacancies in general maintenance, although this should be short lived.

Over the past year, FM and maintenance salaries remained stable although there were some increases for key positions with the major service providers.

In geographical trends, the substantial growth of Western Australia’s resources sector has seen Perth’s market boom, which has led to increased demand in commercial property. Therefore Leasing Managers and Property Managers are in short supply. Meanwhile, the impact of the floods in Queensland was an immediate slowing of the need for property and FM professionals, but demand is rising once more for rebuilding and refurbishment work.

In both property and FM, the general flow of vacancies continued to improve, highlighted by the reduction in the unemployment rate.

While the urgency that was seen prior to the Global Financial Crisis has not yet returned, employers are no longer drawing out the interview process to three or even four stages. They are however still carefully considering hiring decisions and remain tough when it comes to salary negotiations for new hires.

This is because the balance between candidate availability and vacancy rates is comparatively equal in both property and FM.

But given recent trends and investment sentiment, we expect candidate shortages to very shortly return. Many organisations are already hiring for the future and their own outlooks now support staff growth as opposed to caution. Those companies that have strategic growth plans in place are recruiting now to secure the top talent, which is a sensible strategy to avoid the ensuing skills shortage that will emerge once again.

NEW ZEALAND

Early 2011 brought increased confidence to New Zealand’s property and FM markets, which initiated small pockets of growth in certain areas, particularly professional services. Large corporate

organisations that readjusted their property portfolio also created new positions based on project work. A number of property related roles arose through natural attrition.

As a result of activity, candidate shortages are evident. In most demand are commission driven Sales & Leasing Agents, mid-level Property Managers and Building Surveyors. Within facilities management, Electrical, Environmental and Energy skills are increasingly sought to drive cost savings initiatives.

Given this shortage of skills, organisations are showing greater flexibility and will employ people on fixed-term and rolling contracts.

But a lack of funding still ensures private development opportunities are limited, and this is likely to continue over the year ahead.

Salary levels remained static over the past 12 months as

companies consolidated following the Global Financial Crisis. Many organisations have lean headcounts and any increase in workload will result in the recruiting of high calibre property professionals, which may increase salary expectations.

The potential impact of the Christchurch Earthquake on the property sector in Canterbury and also across the wider New Zealand market is likely to be significant. Already demand has risen for Building Surveyors, Leasing specialists, Project Managers and Development Managers.
